The Ministry of Industry and Information Technology of each district and city has recently issued a notice on organizing the "unveiling" of small and medium-sized enterprises in 2023 (Industrial Enterprise Letter [2023] No. 99). I hereby forward it to you and notify you of the relevant matters as follows:

1、 Regarding the technological innovation needs that have been agreed to be publicly disclosed (Attachment 1), please organize willing small and medium-sized enterprises to publish and list in the Large and Medium sized Enterprise Integration Innovation section of the high-quality small and medium-sized enterprise gradient cultivation platform, fill in the corresponding information, download and print the "Small and Medium sized Enterprise" Disclosure "Matchmaking Form" (Attachment 3) and "Small and Medium sized Enterprise" Disclosure "Application Form" (Attachment 4), and upload supporting materials for research and development capabilities.

2、 Regarding the demand for technological innovation that does not agree to be disclosed (Attachment 2), please contact local qualified innovative small and medium-sized enterprises, specialized and new small and medium-sized enterprises, specialized and new "little giants" enterprises, and other high-quality small and medium-sized enterprises point-to-point for targeted "unveiling". Organize high-quality small and medium-sized enterprises that are willing to "expose" to fill out the "Small and Medium sized Enterprise" Disclosure "Matchmaking Form" and "Small and Medium sized Enterprise" Disclosure "Application Form", and attach supporting materials for research and development capabilities. The "Catalogue of Technological Innovation Needs for Large Enterprises" (non-public version) is managed according to working documents and is not published through the internet.

3、 Enterprises that are "listed" need to submit the docking form, application form, and research and development capability supporting materials in paper stamped and electronic versions to the industrial and information bureaus of each district or city. After preliminary review and summary of the relevant materials, each region should fill out the "Summary Form of Small and Medium Enterprises" (see Annex 5), stamp the official seal, and submit the application materials together with the enterprise application materials to the Small and Medium Enterprises Bureau of the Provincial Department of Industry and Information Technology before August 31, 2023. 4、 Carrying out the "unveiling" of small and medium-sized enterprises is an important means of implementing the national decision-making and deployment to promote the integration and innovation of large and small enterprises. We urge all regions to attach great importance to it, organize and implement it seriously, ensure effective results, and solidly promote the integration and development of large and small enterprises.
