Each province, autonomous region, municipality directly under the central government, and the market supervision bureaus (departments, committees) of the Xinjiang Production and Construction Corps, as well as the competent departments of industry and information technology: In order to deeply implement the spirit of the 20th National Congress of the Communist Party of China, accelerate the promotion of new industrialization, implement the relevant deployments of the National Standardization Development Outline and the 14th Five Year Plan for the Development of Intelligent Manufacturing, play a leading role in standard support, and guide manufacturing enterprises to use standardized methods to organize production and operation Management and services, forming a batch of standardized and high-level system solutions, and promoting the high-end, intelligent, and green development of the manufacturing industry. The State Administration for Market Regulation (National Standards Commission) and the Ministry of Industry and Information Technology have decided to jointly carry out the application work for the 2023 intelligent manufacturing standard application pilot project. The relevant matters are hereby notified as follows:

1、 Pilot content

Priority will be given to pilot the national standards that have been released and are being developed, along with the application of relevant industry standards, local standards, group standards, and enterprise standards, to form a group of "standard groups" that promote the effective implementation and application of intelligent manufacturing. Please refer to the "Implementation Plan for Pilot Application of Intelligent Manufacturing Standards" (Attachment 1) for details.

2、 Declaration conditions

（1） The applicant is a manufacturing enterprise/system solution supplier, or a consortium formed by a manufacturing enterprise/system solution supplier in conjunction with upstream and downstream enterprises, research institutes, etc. Manufacturing enterprises that have already taken the lead in undertaking the 2022 intelligent manufacturing standard application pilot project shall not take the lead in repeating the application.

（2） The applicant shall be registered within the territory of the People's Republic of China and have independent legal personality (branches of the legal entity are allowed to apply for oil and petrochemical, non-ferrous metals, and other industries with special circumstances). The applicant shall be an enterprise with good economic benefits and good credit record in the past three years.

（3） The applicant should have a dedicated standardization team or personnel to promote the pilot construction of standard application, and have the infrastructure to implement standard application.

（4） The applicant has carried out the application work of relevant intelligent manufacturing standards (including national, industry, local, group, enterprise, etc.), and has achieved preliminary results.

（5） The applicant is willing to actively cooperate in conducting on-site evaluation and promotion summary, and actively promote the experience of standard application.

（6） The applicant has not experienced any major or major safety production accidents, major or major environmental accidents, or any illegal or irregular behavior in the past three years.

3、 Organizational implementation

（1） The applicant can refer to the "Application Form for Pilot Projects of Intelligent Manufacturing Standard Application" (Attachment 2) to prepare application materials, which should be focused, concise, and logically rigorous. They can provide reference and guide innovation from aspects such as standard application practice methods and effectiveness, have strong readability, and can be illustrated with pictures.

（2） The standard scope of the standard application pilot can be found in the "Guidelines for the Construction of the National Intelligent Manufacturing Standard System (2021 Edition)", and the key pilot standards can be found in the "List of Key National Standards for Intelligent Manufacturing" (Attachment 3).

（3） Each enterprise can only apply for one project individually or jointly. The applicant is responsible for the authenticity of the enterprise's qualifications and the content of the project application form, and provides relevant project certification materials.

（4） Each province, autonomous region, municipality directly under the central government, and the Market Supervision Bureau (department, committee) of the Xinjiang Production and Construction Corps shall take the lead in organizing the recommendation work of local application projects in conjunction with the competent departments of industry and information technology. The "Project Recommendation Summary Table" (Attachment 4) shall be submitted to the State Administration of Market Supervision and the Ministry of Industry and Information Technology by October 8, 2023, And mail the "Application Form for Intelligent Manufacturing Standard Application Pilot Project" and "Project Recommendation Summary Form" (in quadruplicate with paper materials and electronic materials on CD) stamped with the effective official seal of the local market regulatory authority to the support unit of the application pilot work, China Electronic Technology Standardization Research Institute.

（5） Each province, autonomous region, and municipality directly under the central government shall recommend no more than 10 projects, and the Xinjiang Production and Construction Corps shall recommend no more than 5 projects.

（6） Recommendation work should follow the principles of government guidance and voluntary participation by enterprises, prioritize recommending projects with good basic conditions for standardization work and strong effectiveness in standard application, and fully consider industry coverage.
