Policy Interpretation of the "Changzhou City Accelerates the Construction of an Ecological Work Plan for the New Energy Vehicle Parts Industry"

In order to fully implement the "532" development strategy, deepen the implementation of the "Implementation Opinions on Accelerating the Construction of the New Energy Capital", and focus on promoting the development of the new energy vehicle industry in the city, the "Changzhou City Accelerates the Construction of the New Energy Vehicle Parts Industry Ecological Work Plan" (hereinafter referred to as the "Work Plan") was recently introduced. The main policy content is explained as follows:


1、 Compilation background

Under the background of the "dual carbon" policy, the new energy industry has become a global industrial competition highland. Changzhou has been deeply cultivating the new energy track for many years, and the new energy vehicle industry is characterized by a long chain and strong driving force. In recent years, Changzhou has concentrated its efforts on the new energy vehicle industry and has gained comparative advantages in vehicle and power battery industries. However, the parts industry still faces shortcomings such as dispersed industrial layout, insufficient innovation ability, weak industry influence, and weak zero adjustment and supporting facilities. It is urgent to make up for the shortcomings of the industry, create a new growth curve, accelerate the construction of a new energy vehicle parts industry ecosystem, and enhance industrial competitiveness. The Municipal Bureau of Industry and Information Technology has taken the lead in deeply focusing on the new energy vehicle industry, focusing on cultivating backbone enterprises, promoting industrial agglomeration, enhancing innovation platforms, and deepening public services. Together with the National Development and Reform Commission, the Science and Technology Bureau, the Finance Bureau, the Commerce Bureau, the Market Supervision Bureau, and local financial supervision bureaus, the "Work Plan" has been drafted.


2、 Main content

(1) Main objectives. By 2025, the scale of the new energy vehicle parts industry in the city will reach around 500 billion yuan. Add a batch of specialized, refined, and newly listed enterprises at or above the provincial level. The city has completed a total of 240 key projects for new energy vehicle key components, including industrial and commercial registration and technological transformation and expansion. We will closely focus on cluster development and accelerate the construction of a new energy vehicle parts industry cluster area.

(2) Work focus. Accelerate the transformation of enterprises and promote the strengthening of fixed and complementary chains. Carry out full factor investment promotion for the key components industry of new energy vehicles. Establish a new energy industry investment fund, seize effective asset operation opportunities in the new energy vehicle industry, and create a nationally renowned private equity management center for new energy REITs. Support advantageous enterprises in domestic and foreign mergers and acquisitions, vigorously strive for the participation of national and provincial funds, attract social capital to jointly form composite or individual funds, and promote the strong alliance of industrial resources and capital. Implement industrial support policies, strive for support funds upwards, and deeply implement the "Longteng Action" for enterprise stock reform and listing. Increase support for key technology research and innovative product promotion and application in the new energy vehicle industry.

(3)Guarantee system. Accelerate the construction of scientific and technological innovation platforms, continuously improve the level of innovation platforms, enhance independent innovation capabilities and core competitiveness. Strengthen the construction of public service platforms, accelerate the introduction and cultivation of a group of high-level public service platforms around the entire industry process. Deepen supply chain financial services, support business cooperation between banking institutions and leading new energy vehicle enterprises, and provide convenient and efficient financial services for upstream and downstream enterprises in the new energy vehicle industry chain. Optimize port functional support, accelerate the overall planning adjustment of Changzhou Port, promote the adjustment of transportation structure, and support the accelerated development of industries. Collaborative brand and urban integration development, relying on vehicle enterprises to shape a pattern of "brand city" and "urban brand" moving towards the same direction and developing together, to create a well-known new energy vehicle city in China.

(4) Organizational leadership. Establish a working mechanism, strengthen the coordination function of the Municipal Automobile Office, establish working groups with relevant units, establish specialized teams in investment groups and various municipalities, invite professional third-party institutions to provide support, and form a joint force. Ensure resource elements, strengthen spatial planning guarantees, guide project scientific site selection, and prioritize resource indicators such as land, energy consumption, and environmental protection. Priority should be given to recommending major provincial projects and breaking through high, precision, and scarce talent projects. Refine task decomposition, regularly organize special inspections, and promptly report the results.


3、 Main features

(1) Find out the bottom line and implement targeted strategies. Conduct a comprehensive analysis of the current situation of automobile parts enterprises in the city, comprehensively sort out the top enterprises in the segmented field of existing parts, form a reference table for domestic and foreign leading enterprises, rely on the supply chain of existing new energy vehicle enterprise parts, identify the key and weak points of new energy vehicle parts development, further clarify the main direction of promotion, formulate targeted policy measures, implement precise policies, and formulate a "Work Plan" based on the actual situation of Changzhou.

(2) Take multiple measures and put in more effort. In order to effectively enhance the feasibility and operability of policies, further consolidate joint efforts and stimulate vitality, actively analyze and judge with departments and units such as development and reform, science and technology, finance, commerce, financial supervision, investment groups, etc. during the drafting process, and conduct research and discussion with various cities (districts) and Changzhou Economic and Technological Development Zone. We will work together from multiple fields such as upstream and downstream of the industrial chain, industrial agglomeration zones, fund investment, mergers and acquisitions, and take multiple measures to safeguard and protect, Ensure that the 'Work Plan' is highly targeted, actionable, targeted, and effective.

(3) Break through the routine and tighten the key. In addition to focusing on accelerating the development of existing enterprises, this policy formulation is carefully planned in terms of precise project recruitment, increased fund investment, comprehensive mergers and acquisitions, and policy optimization support. For example, the municipal finance and state-owned enterprises have initiated the establishment of a primary master fund for new energy industry investment, striving to leverage more social capital integration. At the same time, policies provide precise support for the development of enterprises from various aspects such as platforms, finance, logistics, and brands, and provide resource preferences in areas such as land, environmental protection, and energy consumption.
