In order to deeply implement the spirit of the "Implementation Opinions on Innovation Driven High Quality Development" (Changfa [2021] No. 1) document issued by the Municipal Party Committee and Government, and in accordance with the "Several Policies on Promoting Innovative Development" (Changbfa [2023] No. 5) and implementation rules, the application work for the 2023 Changzhou Innovation Development Special Fund (Supporting the Agglomeration of Innovative Entities) project is currently underway, The aim is to promote the agglomeration and development of high-tech innovation entities by increasing the attraction of technology-based small and medium-sized enterprise projects (hereinafter referred to as science and technology small and medium-sized projects), as well as Longcheng Talent Enterprise projects that meet the optimal conditions for urban entrepreneurship and innovation (hereinafter referred to as the preferred Longying projects). Please organize the application and relevant audit work as required, and notify the following regarding relevant matters:

1、 This application work comprehensively implements a credit commitment system. Each application unit shall fulfill its main responsibility, make credit commitments as required, and be responsible for the authenticity, validity, completeness, and legality of the evaluation materials. Units that falsely report data or provide false materials will be disqualified from evaluation, their reward funds will be recovered, and their responsibilities will be pursued in accordance with the law and regulations. The applicant must have no serious illegal activities or dishonest records in safety production, ecological environment, etc. in 2022.

2、 The project application adopts the principle of localization, and the application unit submits the application materials to the local science and technology competent department as required. The local science and technology competent departments should form recommendation opinions and fill out the "2023 Changzhou City Support Innovation Entity Cluster Application Summary Form" (Attachment 9). Science and technology regulatory departments in various regions should attach great importance to it, effectively strengthen audit responsibilities, strictly control the content of evaluation materials, and strictly prohibit the audit from going through motions or being mere formality.

3、 The project application adopts both online and offline simultaneous application methods:

1. Online application: The applicant should log in to the website of the Changzhou Municipal People's Government, click on the "Innovation Policy Quick Exchange Platform" section, select the "Support Innovation Entity Agglomeration" application project, and submit relevant materials. The submitted materials should be consistent with the offline application materials.

2. Offline application: The application unit shall print the application materials (on A4 paper with two sides and five copies), bind them into a volume and affix the official seal, and then submit them to the local science and technology competent department. After the preliminary review of the application materials for the respective regions, the local science and technology authorities shall fill out the "2023 Changzhou City Support Innovation Entity Cluster Application Summary Form", stamp the official seal, and uniformly recommend it to the Municipal Science and Technology Bureau. The paper application materials shall be submitted to the Changzhou Science and Technology Resource Coordination Service Center (address: Room 910, 9th Floor, Jingu Building, No. 1 Guanghua Street, Changzhou City). The deadline for online application of the project is 17:00 on September 18, 2023, and overdue applications will not be accepted. The deadline for submitting paper materials for each municipality (district) is 17:00 on September 19, 2023. If paper materials are submitted by mail, please send them by express delivery before the deadline (based on the date of the mailing stamp) and indicate "Declaration Materials" in the bottom left corner of the envelope. Do not use postal parcels to avoid delays in declaration.

4、 The project standards for technology-based small and micro enterprises refer to the "Notice on Clarifying the Recruitment Standards for technology-based small and micro enterprise projects" (Chang Chuangxin Ban Fa [2023] No. 5), and the data approved in the "Changzhou Science and Technology Management Comprehensive Service Platform" shall prevail.

5、The application period for technology innovation platforms, entrepreneurial carriers, sci-tech recruitment enclaves, and sci-tech recruitment cooperation channels is from January 1, 2022 to December 31, 2022. The registration period for holding the innovation and entrepreneurship competition is from January 1, 2023 to December 31, 2023.
