In order to implement the spirit of the provincial government's implementation opinions on deepening the "Internet plus advanced manufacturing industry" and developing the industrial Internet, vigorously promote the intelligent transformation and digital transformation of the manufacturing industry, promote the cloud platform for enterprises, promote the high-quality development of the manufacturing industry, and effectively support the construction of the "1650" industrial system, we are organizing the establishment of the second batch of provincial star cloud enterprises in 2023. The relevant matters are notified as follows:

1. Declaration Conditions

1- Basic conditions. The enterprise is registered within Jiangsu Province and has independent legal personality, with a registration period of no less than 1 year. The applicant unit should have a sound financial management organization and system, operate well, have a certain influence in the industry/field or province, and have good social credit. Encourage industrial enterprises above designated size to accelerate the use of cloud platforms.

2- Cloud based format. Enterprises can purchase public cloud services (industrial internet platforms), build their own private clouds, or go to the cloud in the form of hybrid clouds. Among them:

#Samsung level cloud based enterprises should apply basic cloud services and industrial apps to migrate basic, design, production, logistics, sales, service, and other business and data to the cloud, achieving cost reduction, quality improvement, and efficiency enhancement;

#Four star cloud enterprises should use industrial equipment such as high energy consuming equipment, general power equipment, new energy equipment, and intelligent equipment to cloud, and combine edge side data processing and analysis to achieve equipment management, data monitoring, and decision optimization;

#Five star cloud based enterprises should further apply new generation information technologies such as cloud computing, big data, the Internet of Things, artificial intelligence, and blockchain based on business and device cloud, to achieve innovative applications based on "data+models" such as market analysis, trading and prediction, remote monitoring and operation of products/devices, product quality control, and process optimization.

3- Declaration requirements. Enterprises can choose any one of the three star, four star, or five star categories for application. Among them:

[Note 1] Those who apply for the previous star rating must have been rated as the next star cloud enterprise, and those who have been rated must not repeatedly apply for the same or lower star rating.

[Note 2] Samsung level cloud enterprises should belong to industrial enterprises or software and information service industry enterprises, and four star and five star cloud enterprises are only limited to industrial enterprises.

The various cloud services filled in by the declaring enterprise have been in continuous use for no less than 3 months and are still in use at the time of declaration (the cloud deployment time is calculated as of July 30, 2023, and the cloud deployment investment is calculated based on the actual payment amount from June 1, 2022 to July 30, 2023).

II. Declaration Process

1- Enterprise declaration. The Jiangsu Industrial Internet Demonstration Enterprise Public Service Platform (referred to as the Jiangsu Industrial Service Platform, www.dxplat.com) was opened on August 28, 2023. Please determine and set the start and deadline for filling in local enterprise application information on the Su Gong Fu platform based on the work arrangements for creating local star rated cloud enterprises. Please fill in the application information on the platform according to the time requirements, and strictly upload the electronic version of the project application materials on the platform in accordance with the application requirements of star rated cloud enterprises, to ensure the authenticity and objectivity of the project and application materials.

2- Review and submit. Provincial, municipal, and county-level (city, district) industrial and information departments rely on the Suzhou Industrial Service Platform to conduct project audits, evaluations, and recommendations online.

① County (city, district) Industry and Information Technology Bureau review and submit. Please organize the industrial and information bureaus of each county (city, district) under your jurisdiction to strictly carry out project review and online submission in accordance with the requirements.

② Three star and four star cloud based enterprise evaluation. Three star and four star cloud enterprises are evaluated by the industrial and information bureaus of each district and city. Please submit the project information materials of three-star and four-star cloud enterprises formed through strict work procedures such as enterprise application, project evaluation, on-site verification, credit review, and public announcement to the Provincial Department of Industry and Information Technology online by October 20th (at the same time, mail one paper stamped version of the project evaluation report to the Provincial Department of Industry and Information Technology).

③ Recommendation and evaluation of five-star cloud enterprises. The initial review and recommendation of five-star cloud enterprises shall be organized by the industrial and information bureaus of each district and city. Please submit the recommended five-star cloud enterprise project information materials to the Provincial Department of Industry and Information Technology online by October 20th, and the Provincial Department of Industry and Information Technology will organize the evaluation of five-star cloud enterprises.

III. Other Matters

1 Please urge local industrial and information bureaus to promptly carry out the cultivation, organization, and mobilization of local star rated cloud enterprises in accordance with the "Jiangsu Province Star rated Cloud Enterprise Evaluation Work Guidelines (2023 Edition)", and focus on promoting a group of industrial enterprises above designated size to accelerate the use of cloud platforms.

2 Each region should conduct on-site verification of the declared enterprises at a ratio of no less than 10% of the total number of declared enterprises, and the verification star level should be fully covered by three stars, four stars, and five stars.

3 Please organize relevant units of various industrial and information bureaus to strictly comply with the requirements and standards for the content, format, and other requirements of the application materials for this star rated cloud enterprise, and prepare, upload, review, and submit project application materials according to the specified time nodes.
