According to the requirements of the Jiangsu Provincial Department of Industry and Information Technology's "Notice on Organizing the Application and Verification of Provincial Specialized, Refined, and New Small and Medium Enterprises in 2023 and the Review of Provincial Specialized, Refined, and New Small and Medium Enterprises in 2020" (Su Gong Xin Zhong Xiao [2023] No. 313), we hereby notify the following matters regarding the organization and verification of provincial specialized, refined, and new small and medium-sized enterprises in 2023 in our city:

1、 Application and recognition of provincial-level specialized, refined, and new small and medium-sized enterprises in 2023

（1） Recommended scope

The applicant enterprise must be a small and medium-sized enterprise (in accordance with the "Regulations on the Classification Standards for Small and Medium sized Enterprises" (Ministry of Industry and Information Technology Joint Enterprise [2011] No. 300), registered within Changzhou, with independent legal personality, good business and credit status, included in the "Jiangsu Province High Quality Small and Medium sized Enterprise Cultivation Database", and announced as an innovative small and medium-sized enterprise. Priority should be given to recommending enterprises that belong to the key areas of the "1650" industrial system.

（2） Recommended conditions

1. Recognized as a specialized and innovative small and medium-sized enterprise in Changzhou City.

2. Meet the requirements specified in Annex 2 of the "Implementation Rules for Gradient Cultivation Management of High Quality Small and Medium Enterprises in Jiangsu Province (Provisional)" (hereinafter referred to as the "Implementation Rules") for the "Identification Standards for Specialized, Refined, and New Small and Medium Enterprises". Among them, the 10th item of the "Evaluation Index" and the C item of the "Advantages of Enterprises and Products in the Industry Domain" are adjusted to: 50 key industrial chains distributed in the "1650" industrial system of the province, with 3 points for excellent industrial chains and 2 points for both future and advantageous industrial chains. The relevant concepts need to be strictly grasped in accordance with Annex 4 of the Implementation Rules

（3） Declaration method and review process

1. Enterprise declaration. The declaration adopts a combination of online and offline reporting methods. After logging in through the unified identity authentication system, follow the application steps and requirements to fill out the "Application Form for Specialized, Refined, and New Small and Medium sized Enterprises in Jiangsu Province" (Attachment 1) and upload relevant supporting materials. Complete and submit it before September 10th (the system will close the enterprise filling and submission function at 24:00 on September 10th). The paper declaration form needs to be directly printed by the enterprise through the online system, bound separately with ordinary A3 white paper double-sided riding nails, signed and stamped, and the relevant paper supporting materials will be bound into a separate volume. Enterprises are responsible for the authenticity, consistency, and accuracy of materials submitted online and offline.

2. Review recommendations. Please strictly control the industrial and information technology departments in each jurisdiction and conduct a preliminary review of the enterprise's application materials based on the conditions. The focus of the review is on independent legal person status, enterprise scale, field, product core competitiveness and market share, industrial chain supporting capacity, and whether there are any illegal records in environmental, quality, safety, and other aspects. The industrial and information departments of each jurisdiction shall conduct preliminary review of enterprise materials as required, fill out the application recommendation form (Attachment 3) and stamp it, and submit the review recommendation opinions online.

3. Audit confirmation. The Provincial Department of Industry and Information Technology will organize comprehensive reviews such as formal review and expert review of recommended and declared enterprises in various regions according to the procedures, and select the best to determine the list of recognized enterprises. The determination results will be publicly announced on the portal website of the Provincial Department of Industry and Information Technology, with a validity period of 3 years.

2、 2020 Provincial Specialized, Refined, and New Enterprise Review

（1） Review scope

In 2020, it was recognized as a provincial-level specialized, refined, and innovative small giant enterprise (including specialized, refined, and innovative small giant enterprises), which has been included in the "Jiangsu Province High Quality Small and Medium sized Enterprise Cultivation Database" and has undergone annual data updates as required and passed the review of the county (city, district) industrial and information department.

（2） Preliminary review

The industrial and information departments of each jurisdiction shall organize enterprises that meet the requirements to fill out the "Jiangsu Province Specialized, Refined, and New Small and Medium sized Enterprise Review Application Form" (Attachment 2) and relevant supporting materials online, and submit relevant paper materials. The industrial and information departments in each jurisdiction should adhere to standards and strict control, and through a combination of on-site research and material review, review and verify one by one against the recognition conditions and standards, conduct a preliminary review, fill out the review application recommendation form (Attachment 4) and stamp it, and submit the review recommendation opinions online. For those who have not passed the review, the reason must also be explained.

（3） Review and Publication

The Provincial Department of Industry and Information Technology will organize a formal review of recommended enterprises in various regions, conduct on-site spot checks and verifications as appropriate, and publish a list of specialized, refined, and new small and medium-sized enterprises that have passed the review. In order to strengthen policy coherence, before the announcement of this list, the original title of provincial-level specialized, refined, and new small giant enterprise in 2020 was still valid; After the list is announced, the original title will automatically become invalid and the validity period will be recalculated.

3、 Relevant requirements

（1） The application and review of provincial-level specialized, refined, and innovative small and medium-sized enterprises are voluntarily applied for by enterprises. Enterprises truthfully fill in and provide true information, and no fees are charged for related applications.

（2） For enterprises that have been approved as national specialized, refined, and new "small giant" enterprises or have been listed as provincial-level specialized, refined, and new small and medium-sized enterprises (including those recognized in previous years as provincial specialized, refined, and new products, small giant enterprises) and are within the validity period, they are no longer recommended; For enterprises that have a controlling relationship with the aforementioned enterprises (holding or being held by more than 50% of the shares), and that produce similar dominant products within the same group, they are not recommended.

（3） Please attach great importance to the industry and information technology departments in each jurisdiction, effectively strengthen organizational coordination, guide eligible enterprises to actively apply for recognition and review, implement audit responsibilities, strictly control application materials, do a good job in policy promotion and interpretation, and recommend according to procedures. At the same time, we will further strengthen the development of high-quality enterprises, mobilize more enterprises to enter the market for cultivation, and accelerate their growth into innovative small and medium-sized enterprises.

（4） The industrial and information departments of each jurisdiction shall submit their review and recommendation opinions online by September 13th, and submit one copy of the paper materials offline, including: ① Enterprise Application Form (Attachment 1), ② Enterprise Review Application Form (Attachment 2), ③ Application Recommendation Form (Attachment 3), ④ Review Application Recommendation Form (Attachment 4) ⑤ The official recommendation writing and summary table (attachments 5 and 6) stamped with the official seal, as well as electronic files (editable documents and scanned copies with seals), shall be submitted to the Small and Medium sized Enterprise Promotion Department of the Municipal Bureau of Industry and Information Technology.

The paper supporting materials submitted by enterprises shall be archived by the industrial and information departments of each jurisdiction for future reference, and there is no need to report them.
