1、 Support focus

This year, Jiangsu Province's industry-university-research cooperation projects will focus on supporting the following three categories:

（1） Cooperation projects implemented by the Vice President of Science and Technology. Support the Vice President of Science and Technology selected by Jiangsu Province in 2022 and 2023. During his tenure, he focused on the technological innovation needs of enterprises and jointly implemented cooperation projects with enterprises to promote the transfer and transformation of scientific and technological achievements in universities and colleges to enterprises.

（2） Cooperation projects reached at the industry university research conference. During the preparation and holding of the 2nd Jiangsu Industry University Research Cooperation Matchmaking Conference, domestic universities and colleges have reached cooperation agreements with Jiangsu enterprises, and registered cooperation projects with the preparatory group of the conference organizing committee, promoting the implementation of cooperation projects and attracting more domestic high-end innovation resources to gather in Jiangsu.

（3） Collaborative projects facilitated by technology trading activities. Support the cooperation projects facilitated by participating in the "Patent (Achievement) Auction Season" or "J-TOP Innovation Challenge Season" technology trading activities in Jiangsu Province, with Jiangsu enterprises posting their demands on the provincial science and technology resource coordination service cloud platform, and domestic universities and colleges leading the way to attract advantageous forces to solve practical technical problems of enterprises, improve technology trading efficiency and quality. Special note: The term "university institutions" mentioned in the above content includes undergraduate institutions, vocational colleges, subordinate institutions, and provincial institutions. The term "Jiangsu enterprise" or "enterprise" mentioned in the above content should be a registered enterprise within Jiangsu.

2、 Declaration conditions

The applicant must be a cooperative project implemented by the Vice President of Science and Technology, or a cooperative project reached at an industry university research conference, or a cooperative project facilitated by technology trading activities, and meet the following corresponding conditions:

（1） Basic requirements. 1. Both parties to the cooperation have signed a "Five Technology Contract" with clear responsibilities and rights (referring to technology development, technology transfer, technology licensing, technology consulting, and technology service contracts), and have completed contract recognition registration in the "Jiangsu Province Technology Contract Recognition Registration System", while uploading the contract and invoice. 2. The project leader who has initiated a provincial industry university research cooperation project since 2019 but has not yet completed the project shall not apply. Project leaders with various provincial-level science and technology plans under research are not allowed to apply. The same project leader is limited to reporting one provincial industry university research cooperation project, and the same enterprise is limited to reporting one provincial industry university research cooperation project.

（2） Cooperation projects implemented by the Vice President of Science and Technology. 1. Belonging to the Vice President of Science and Technology selected by Jiangsu Province in 2022 and 2023, during his tenure, he collaborated with enterprises to implement collaborative projects based on their technological innovation needs. 2. The project leader must be selected as the Vice President of Science and Technology. In principle, the project participants are relevant personnel from the unit where the project leader belongs and the cooperative enterprise. Once the project participants are confirmed, they cannot be changed in principle. 3. The cooperation project has already carried out substantive research and development. As of the deadline for application, the cooperative enterprise has invested a total of over 300000 yuan in cooperation funds with universities and institutions (among which enterprises in Suqian region have invested a total of over 200000 yuan in cooperation funds with universities and institutions).

（3） Cooperation projects reached at the industry university research conference. 1. During the preparation and convening of the Second Jiangsu Industry University Research Cooperation Matchmaking Conference, domestic universities and colleges reached a cooperation agreement with Jiangsu enterprises, which was registered by the preparatory group of the conference organizing committee and has been implemented. 2. The project leader must be the person in charge of the university institution for the cooperation project reached at the industry university research conference. In principle, the project participants are relevant personnel from the unit where the project leader belongs and the cooperative enterprise. Once the project participants are confirmed, they cannot be changed in principle. 3. The cooperation project has already carried out substantive research and development. As of the deadline for application, the cooperative enterprise has invested a total of over 300000 yuan in cooperation funds with universities and institutions (among which enterprises in Suqian region have invested a total of over 200000 yuan in cooperation funds with universities and institutions).

（4） Collaborative projects facilitated by technology trading activities. 1. It belongs to a cooperation project promoted by participating in the "Patent (Achievements) Auction Season" or "J-TOP Innovation Challenge Season" technology trading activities in Jiangsu Province, and being listed and announced by Jiangsu enterprises on the provincial technology resource coordination service cloud platform. Domestic universities and colleges are leading the bidding and promotion. 2. The project leader must be the person in charge of the technical output party of the cooperative project facilitated by the technology transaction activity. The project participants are generally the relevant personnel of the unit where the project leader belongs and the cooperative enterprise. Once the project participants are determined, they cannot be changed in principle. 3. The cooperation project has initiated substantive research. As of the deadline for application, the technology absorbing party has paid a total of over 200000 yuan in cooperation funds to the technology exporting party.

3、 Declaration requirements

（1） This year's Jiangsu Province industry university research cooperation project is mainly applied for by universities and colleges (with the assistance of cooperative enterprises), and applied to the local science and technology bureau where the cooperative enterprise is located. Local science and technology bureaus are requested to actively provide guidance services and recommend reporting work.

（2） Please control the number of words for the main content and main completion indicators of the project filled in the "Project Application Form" (see Annex 1, Annex 2, and Annex 3 for details) within 300 words. The main completion indicators include but are not limited to technical indicators, economic indicators, training personnel indicators, intellectual property indicators, research and development reports, consulting service reports, product testing reports, user usage reports, and application for various awards.

（3） The "Project Application Form" should be filled out online, please log in to the online website of Technical Alliance for online application（ https://jlzx.jspc.org.cn ）→ Vice President of Science and Technology Zone → Fill in the form according to the prompts. After completing the online application (and the initial review is displayed online), please export, print, sign, and stamp the automatically generated "project application form" online, and submit it to the local science and technology bureau of the cooperative enterprise for review (special note: the submitted "project application form" should have a watermark, and the stamped official seal should be the first level legal representative seal of the unit).

（4） When conducting contract recognition registration in the "Jiangsu Province Technical Contract Recognition Registration System", both the contract and invoice must be uploaded at the same time. The specific instructions are as follows: 1 The uploaded contract is: for the cooperation project implemented by the Vice President of Science and Technology, the start time of the contract must be greater than June 1, 2022, and the end time of the contract must be greater than June 1, 2024; For cooperation projects reached at the industry university research conference, the contract start time must be between June 1 and September 30, 2023, and the contract end time must be greater than December 31, 2024; For cooperation projects facilitated by technology trading activities, the contract start time must be between January 1, 2022 and September 30, 2023, and the contract end time must be greater than June 1, 2024. 2. The uploaded invoice is a formal invoice issued by a university institution (the invoice content must correspond to the contract content, and the invoicing time must be later than the contract start time), and the uploaded invoice amount can be accumulated. As of the deadline for application, for the cooperation projects implemented by the Vice President of Science and Technology and the cooperation projects reached at the Industry University Research Conference, the cumulative invoice amount uploaded shall be more than 300000 yuan (including the cumulative invoice amount for cooperation with enterprises in the Suqian area, which shall be more than 200000 yuan); For collaborative projects facilitated by technology trading activities, the cumulative invoice amount uploaded exceeds 200000 yuan.

（5） Fully implement the scientific research integrity commitment system. According to the Implementation Opinions on Further Strengthening the Construction of Scientific Research Integrity in the Province (Su Ban [2019] No. 39), the Implementation Opinions on Further Promoting the Spirit of Scientists and Strengthening the Construction of Work Style and Study Style in the Province (Su Ke Jian Fa [2019] No. 336) According to the relevant requirements of the "Notice on Further Compacting the Scientific Research Style, Academic Conduct, and Main Responsibilities of Scientific Research Integrity Construction of Units Undertaking Provincial Science and Technology Plans (Special Projects, Funds, etc.)" (Sukejian Fa [2020] No. 319), the project leader, project application unit, and project supervisory department must sign a commitment letter of scientific research integrity (see Annex 4, Annex 5, and Annex 6 for details) when applying for the project, vigorously promoting the spirit of scientists, It is strictly prohibited to plagiarize others' scientific research achievements, infringe on others' intellectual property rights, forge materials to deceive declaration qualifications and other dishonest behaviors. Units and individuals who are being punished due to records of scientific research dishonesty and serious social credit dishonesty are not allowed to apply for this year's provincial industry university research cooperation projects. If the relevant responsible parties engage in dishonest behaviors such as falsification, impersonation, or infringement of others' intellectual property rights during the project application and approval process, once verified, they will be recorded in the credit file and dealt with accordingly in accordance with the "Jiangsu Province Science and Technology Plan Project Credit Management Measures".

（6） Strictly implement the responsibility of audit recommendation. The project application units and competent departments shall comply with the relevant requirements of the "Notice on Further Strengthening the Application and Review of Provincial Science and Technology Plan Projects" (Sukejihan [2017] No. 7), the "Notice on Strictly Implementing the Relevant Regulations on Project Management of Provincial Science and Technology Plan Projects" (Sukejihan [2017] No. 479), and the "Credit Management Measures for Jiangsu Province Science and Technology Plan Projects" (Sukejigui [2022] No. 3), Strictly fulfill the responsibilities of project review and recommendation. The project application unit bears the legal entity responsibility for the authenticity and legality of the application materials, and it is strictly prohibited to falsify projects, make false investments, fabricate facts, and package projects. The project supervisory department should effectively strengthen the responsibility of review and recommendation, work together with the social credit management department at the same level to review the social credit situation of the project application unit, and strictly check the authenticity of the application materials. It is strictly prohibited to audit in a perfunctory or formalistic manner. The Provincial Department of Science and Technology will conduct spot checks on the review and recommendation of the project management department.

（7） Effectively implement the requirements for anti-corruption risk prevention and control. In accordance with the requirements of governing the industry, we must strictly implement the "Opinions on Further Strengthening the Comprehensive and Strict Governance of the Party Work in the Provincial Science and Technology Department's Party Group" (Suke Party Group [2018] No. 16), strictly abide by the "Six Commitments" and "Eight Prohibitions" regulations, and deploy, implement, and assess the construction of Party conduct and clean governance and the organization of science and technology plan projects together, Effectively strengthen the prevention and control of anti-corruption risks in key links and key positions, actively carry out various service work for project application, and further improve service quality and efficiency. Strictly implement the requirements of the Notice on Forwarding the Regulations on Handling Request Behavior in the Review of Science and Technology Activities by the Ministry of Science and Technology (Trial) issued by the Provincial Department of Science and Technology (Sukejian Fa [2021] No. 44). For projects obtained due to requests such as "greeting" and "leaving relationships", the project approval qualification will be revoked, and relevant responsible persons or units will be dealt with seriously.

4、 Other matters

（1） The application time for this year's Jiangsu Province industry university research cooperation project is from September 26th to November 26th. Please submit the "Project Application Form" and "Scientific Research Integrity Commitment Form" (in triplicate each, with one copy archived by the Science and Technology Bureau of the cooperative enterprise's location, one copy archived by the Science and Technology Bureau of each district and city, and one copy archived by the Provincial Department of Science and Technology) to the Regional Innovation Office of the Provincial Department of Science and Technology before November 30th. Failure to do so will not be accepted.
