To further implement the spirit of the "Opinions of the Municipal Government Office on Promoting the High Quality Development of the Service Industry" (Chang Zheng Ban Fa [2020] No. 106), accelerate the innovative development of leading enterprises in the modern service industry in our city, improve their independent innovation ability, and enhance their independent brand influence, Fully leveraging the leading and exemplary role of leading enterprises in the modern service industry, we are organizing the application and recognition of leading enterprises in our city's modern service industry in 2023. The specific notice is as follows:

1、 Declaration scope

According to the "433" modern service industry system in Changzhou City, the industries declared by enterprises include four key manufacturing service areas: technology services, software information services, industrial finance, and commercial services; Three key areas of circulation services, including modern logistics, modern commerce, and leisure tourism; Three key areas of livelihood services, including health and elderly care, cultural creativity, and community services. Enterprises need to clearly select one of the industry categories for declaration.

2、 Declaration conditions

（1） The enterprise is registered and established in Changzhou City, has been operating for at least 3 years, and has independent legal personality.

（2） Requirements for the business scale, growth rate, and proportion of R&D investment in operating revenue of enterprises: Enterprises must be above designated size and in good financial condition. The operating income (excluding current accounts and related party transactions, the same below) and profit and tax contribution are higher than the average level in the same industry. Among them, for enterprises with operating revenue less than 100 million yuan in 2022, the average growth rate of operating revenue in the past two years (2021, 2022) shall not be less than 5%; For enterprises with operating revenue exceeding 100 million yuan and not exceeding 500 million yuan in 2022, the growth rate of operating revenue in the past two years (2021, 2022) has been positive; Enterprises with operating revenue exceeding 500 million yuan in 2022 will not review their revenue growth rate. The intensity of technological transformation and R&D investment in enterprises is relatively high, with R&D investment accounting for a higher proportion of operating revenue and new product sales than the industry average. We attach great importance to the construction of R&D institutions and cooperation between industry, academia and research. Among them, enterprises in the fields of technology services, software information services, industrial finance, commercial services, and modern logistics participate in the evaluation, and their R&D investment accounts for no less than 3% of their operating income. The R&D investment (digital transformation) of enterprises in the fields of modern commerce, leisure tourism, health and elderly care, cultural creativity, and community services is an important reference indicator for selection.

（3） The core technologies, business models, innovative products, and service methods independently developed or mastered by enterprises are at a leading level in the same industry in China, with a high market share, market influence, and brand awareness. Pay attention to the development of independent brands, actively participate in the standardization construction, application, and promotion of the service industry.

（4） The enterprise has established a modern enterprise system, with a sound corporate governance structure, advanced business management concepts, comprehensive business management systems, and effective innovation incentive mechanisms. It attaches great importance to the construction of intellectual property management, quality management, and environmental management systems. Being able to reasonably utilize the capital market to achieve value appreciation and efficiency growth.

（5） The enterprise operates in compliance with the law, fulfills its safety production responsibilities, and has not been included in the list of serious dishonest entities by relevant administrative authorities.

3、 Application materials

（1） Application Form for Leading Enterprises in the Modern Service Industry of Changzhou City (see Annex 2-1 for details).

（2） The commitment statement of the enterprise to be responsible for the authenticity of the declaration content and accompanying documents must be signed by the legal representative. (See Annex 2-2 for details).

（3） Relevant documents and materials: 1. Business license and qualification certificate of enterprise legal person (qualification certification for high-tech enterprises, industry qualification certificate, brand certification, credit rating evaluation certificate, international certification status, certification or approval documents for provincial-level or above research and development institutions, etc.); 2. The accounting statements of the enterprise for the first two years audited by an accounting firm (excluding operating income and related transactions), including the balance sheet, income statement, cash flow statement, and statement notes, as well as proof of the enterprise's legal payment of taxes, employment, and social insurance benefits for employees; 3. Proof of intellectual property ownership (patent certificate, software copyright certificate, etc.) authorized by the enterprise, qualification certificate, enterprise honor award certificate mentioned in the application materials, and other supporting materials related to the application content; 4. Proof materials of research and development investment in the past two years; The R&D investment includes the R&D expenses specified in the Notice on Improving the Pre tax Deduction Policy for R&D Expenses (Cai Shui [2015] No. 119), as well as the labor costs and external expert fees for the direct management personnel responsible for R&D of the declaring enterprise, the construction costs of R&D business buildings (excluding land payments), and the expenses recognized by relevant departments for acquiring local entrepreneurship and innovation enterprises or purchasing their R&D services; 5. Relevant certification materials for the independent brand and trademark of the enterprise; 6. Other materials that can prove the company's leading position in the industry, research and development strength, market share, and honors at or above the city level. The above materials need to be bound into volumes in order, in one copy. If the relevant documents are photocopies, they shall be stamped with the company seal.

4、 Declaration Procedure

The recognition of leading enterprises in the municipal modern service industry shall be carried out in accordance with the procedures of submitting materials, preliminary review, review, public recognition, and rewards. （1） Submit materials. Modern service industry enterprises that meet the application requirements shall submit application materials to the development and reform departments of their respective urban areas. （2） Preliminary review. After receiving the application materials from enterprises, the development and reform departments of each jurisdiction shall organize preliminary selection, focusing on reviewing the completeness, feasibility, and authenticity of the application materials. For enterprises that meet the conditions, opinions from the financial department shall be solicited before issuing recommendation opinions. After summarizing, the application summary form for leading enterprises in the modern service industry in Changzhou City (see Annex 2-3) shall be filled out, and the formal document shall be submitted to the Service Industry Department of the Municipal Development and Reform Commission. No more than 3 enterprises are recommended in each jurisdiction. Regions that have been incentivized by the provincial government's service industry inspection during the period of 2019 to 2023 can appropriately increase the recommended quota. （3） Review. Enterprises that have passed the initial review shall be reviewed by the Municipal Development and Reform Commission and provide review opinions. The review shall be carried out by the Municipal Development and Reform Commission through material verification, expert review, and other work, and on-site inspections shall be conducted as appropriate to investigate and understand the relevant situation. Based on the above steps, determine the ranking of enterprise scores, identify leading enterprises in the municipal modern service industry, and determine the list of "high-quality development leading enterprises" from it. （4） Public recognition. The list of enterprises that have passed the review shall be publicly announced by the Municipal Development and Reform Commission on the official website of the "Changzhou Municipal Development and Reform Commission" for 7 days. If there is no objection to the public announcement, a unified document shall be issued for publication and recognition. （5） Rewards. For the city level modern service industry leading enterprises rated as "high-quality development leading enterprises", special funds for the development of the city level modern service industry will be awarded.

5、 Declaration requirements

（1） Declare according to the principle of locality. The applying enterprise shall bind the application materials into a volume (A4 size) according to the order of the application materials list, affix the official seal on the cover, make three copies of the paper version, and submit one electronic version (PDF scanned copy and WORD version with the seal) to the development and reform departments of each jurisdiction. （2） Declaration acceptance time. After the preliminary review is completed, the development and reform departments of each jurisdiction will submit two paper and one electronic copies of the application materials for enterprises that have passed the preliminary review to the Municipal Development and Reform Commission before August 25, 2023, and will not accept them if they exceed the deadline. （3） Supervision and management matters. The applying enterprise must ensure the authenticity of the application materials. If there is any fraudulent behavior, it will not be recognized in the current year after verification, and cannot apply for the recognition of a leading enterprise in the municipal modern service industry within three years. The preliminary examination departments of each jurisdiction should strictly control the materials of the application enterprises to ensure the quality of the application. The application and recognition of leading enterprises in the municipal modern service industry shall be ultimately explained by the Municipal Development and Reform Commission.
