1. Selection and Recommendation Scope and Quota Allocation

Enterprises registered in accordance with the law within the administrative region of our province, as well as the main responsible persons such as the chairman and general manager of the enterprise, are responsible for balancing the primary, secondary, and tertiary industries, covering private enterprises, state-owned enterprises, and foreign enterprises. The focus is on recognizing enterprises and entrepreneurs in the "1650" industrial system of Jiangsu's new industrialization. The "Excellent Enterprises in Jiangsu Province" will focus on selecting leading enterprises with global influence, leading enterprises in industry development, and specialized and innovative "little giants" in specific fields. The "Outstanding Entrepreneurs in Jiangsu Province" will focus on selecting outstanding entrepreneurs, entrepreneurial and innovative outstanding entrepreneurs, and new generation outstanding entrepreneurs who have made historic contributions to the development of Jiangsu's industry. This selection includes 100 "Excellent Enterprises in Jiangsu Province" and 100 "Excellent Entrepreneurs in Jiangsu Province". To ensure the quality of recommendations, differential recommendations are implemented, and the specific allocation of recommended quotas is shown in Annex 1.

II. Selection Conditions

#Excellent Enterprises in Jiangsu Province

1. Registered in accordance with the law within the administrative region of our province, possessing independent legal personality, and operating normally for at least 3 years.

2. Support the leadership of the Party, implement the Party's line, principles, and policies, and firmly implement the concepts of innovation, coordination, green, open, and shared development.

3. The company has strong comprehensive strength, high industry awareness, and significant influence, and its leading product market share ranks among the top in the same industry in China.

4. Adhere to serving the overall situation and local development, standardize management, operate in accordance with the law, pay taxes in accordance with the law, and be honest and trustworthy.

5. In the past three years, no major issues have been investigated by departments such as human resources and social security, ecological environment, emergency management, market supervision, financial supervision, credit supervision, taxation, etc.

In addition to the above basic conditions: leading enterprises with global influence must also have a certain ability to integrate global resources, deeply integrate their products into the global industrial chain, and enjoy high international awareness and reputation; Leading enterprises that lead the development of the industry also need to have strong industrial ecological leadership, high industry awareness and influence, and have achieved landmark achievements or major breakthroughs in technological innovation, digital transformation, green and low-carbon development, enterprise management, etc., with industry demonstration and leadership; Specialized and innovative "little giant" enterprises in segmented fields still need to operate steadily and make positive contributions in replacing foreign imports, filling domestic gaps, and innovating business models.

#Excellent Entrepreneurs in Jiangsu Province

1. The main responsible persons such as the chairman and general manager of a company registered in accordance with the law within the administrative region of our province who have served continuously for more than 3 years.

2. Have a firm political stance, consciously adhere to the "two safeguards", have a noble sense of mission and strong sense of responsibility towards the country and nation, dare to be the first and have the courage to make breakthroughs.

3. With advanced development concepts and outstanding innovation and entrepreneurship practices, outstanding performance in promoting enterprise quality change, efficiency change, power change, digital change, green change, etc., and high reputation in the same industry.

4. Promote entrepreneurial spirit, fulfill social responsibilities, be enthusiastic about social welfare, and have good character and public image.

5. There are no individual violations of discipline or law, and the company has not been investigated and dealt with by departments such as human resources and social security, ecological environment, emergency management, market supervision, financial supervision, credit supervision, taxation, etc. due to major issues within the past three years.

In addition to the above basic conditions: outstanding entrepreneurs who have made historic contributions to the development of Jiangsu's industry must also possess a global perspective and outstanding leadership, lead the enterprise to continue high-quality development, have a certain international influence or high domestic reputation, and make outstanding contributions to the construction and development of leading industries in the region and even the province; Outstanding entrepreneurial and innovative entrepreneurs must also be the founder of the enterprise, with an industrial vision and market development spirit, leading the enterprise to solve the "bottleneck" problem, fill domestic gaps, break through key core technologies, and become a leading enterprise in the industry; The new generation of outstanding entrepreneurs must be under the age of 45, possess high management skills, unique management methods, and business models, lead enterprises to explore and innovate, and continuously achieve new performance. The same enterprise and its main responsible persons shall not apply for both outstanding enterprises and outstanding entrepreneurs at the same time. Only one parent or subsidiary company with a controlling relationship can declare.

III. Selection Procedure

1 Each district and city shall carefully organize the application and strictly implement departmental joint review in accordance with the evaluation conditions and allocation of recommended quotas. For recommended candidates, opinions from departments such as human resources and social security, ecological environment, emergency management, market supervision, financial supervision, credit supervision, taxation, etc. should be sought. For state-owned enterprises and their main responsible persons, in accordance with their management authority, opinions should also be sought from departments such as discipline inspection and supervision, organizational personnel, auditing, and state-owned assets management; For private enterprises and their main responsible persons, opinions should also be sought from the United Front Work Department and the Federation of Industry and Commerce, and a comprehensive evaluation should be conducted on the main responsible persons of private enterprises. The opinions of the public security and foreign affairs departments shall be uniformly solicited by the Office of the Provincial Evaluation and Commendation Leading Group. After being approved by the recommending unit and publicly announced for 5 working days, the relevant materials (Attachment 2-Attachment 8, in quintuplicate, with electronic CDs attached) shall be stamped with the official seal of the Municipal Party Committee and Municipal Government before October 7th, and submitted to the Office of the Provincial Evaluation and Commendation Work Leading Group (Provincial Department of Industry and Information Technology). Provincial enterprises shall refer to the above requirements and be recommended by their competent departments.

2 The Office of the Leading Group for Provincial Evaluation and Commendation Work (Provincial Department of Industry and Information Technology) conducts a preliminary qualification review of recommended candidates based on the principles of fairness, impartiality, openness, and merit selection, with a focus on reviewing whether the recommended candidates meet the basic requirements for evaluation and whether the application materials are complete and accurate. For recommended candidates who fail the initial review, feedback will be provided to the recommendation unit. If there are no opinions, their eligibility will be cancelled and no additional recommendations will be made.

3 The Office of the Provincial Evaluation and Commendation Work Leading Group shall submit the preliminary qualification review results to the Provincial Evaluation and Commendation Work Leading Group for approval, and organize expert evaluation. The expert evaluation results shall be reported to the provincial evaluation and commendation work leadership group for a comprehensive evaluation, and a list of proposed commendation targets shall be proposed. The list shall be made public to the public through relevant websites for a period of 5 working days. Those who fail the public announcement will be disqualified from winning the prize and will not be handed over for compensation.

4 The list of proposed commendation targets approved by the public announcement shall be submitted to the Provincial Party Committee and Provincial Government for approval in accordance with the procedures. After that, a decision shall be made to commend "Excellent Enterprises and Entrepreneurs in Jiangsu Province" in the name of the Provincial Party Committee and Provincial Government, and they shall be publicly recognized at the Provincial New Industrialization Promotion Conference.

IV. Relevant Requirements

1- Strengthen organizational leadership. The Provincial Party Committee and Provincial Government have established a leading group for the evaluation and commendation of "Excellent Enterprises and Entrepreneurs in Jiangsu Province", responsible for organizing and leading the evaluation and commendation work. The leadership group has an office located in the Provincial Department of Industry and Information Technology. Each recommendation unit shall establish a sound leadership structure for selection and recommendation work, carefully deploy and arrange, carefully organize and implement, and schedule backwards to ensure effective and orderly selection and recommendation work.

2- Strictly evaluate the quality. Highlight the political standards and performance orientation, and strictly evaluate the conditions. Those who are not qualified politically will not be recommended, and the advanced models that are politically qualified and socially recognized will be selected to ensure the progressiveness and representativeness of the commendation objects.

3- Serious evaluation discipline. Strictly follow relevant regulations to carry out recommendation and evaluation work, and the evaluation results are made public to the society. For those who do not recommend according to the prescribed conditions and procedures, the evaluation qualification of the recommended object shall be cancelled after verification, and no replacement or re reporting shall be allowed. Those who engage in disciplinary and illegal activities such as falsification, seeking personal gain, or accepting bribes in the recommendation process shall be dealt with seriously in accordance with relevant regulations.

4- Strengthen typical publicity. Utilize mainstream media such as party newspapers and magazines, radio and television, and leverage the role of online new media to deeply explore and widely promote the advanced deeds and spiritual style of the objects of recognition, and create a strong atmosphere of supporting enterprise development and respecting entrepreneurs throughout society.
