Industrial and Information Bureaus of each district and city, China Telecom Jiangsu Branch, China Mobile Jiangsu Company, China Unicom Jiangsu Branch, and Provincial Radio and Television Network Company: In order to deeply implement the decisions and deployments of the Party Central Committee and the State Council on promoting consumption and further unleash the potential of information consumption, According to the Notice of the General Office of the Ministry of Industry and Information Technology on Organizing the Application and Recommendation of New Information Consumption Demonstration Projects in 2023 (Industry and Information Technology Department Letter [2023] No. 210), the following notice is hereby issued regarding the organization of the application and recommendation of new information consumption demonstration projects in Jiangsu Province in 2023:

1、 Demonstration content

（1） A platform for information consumption with over 100 million users. The information consumption platform with over 100 million users refers to an internet industry platform that has an average monthly active user count of no less than 100 million in the previous year, and connects consumers and the life service industry through diversified network services. It provides intelligent, digital, and convenient information consumption services to the public in online sales, life services, social entertainment, information technology, financial services, rural revitalization, and other aspects, and has the function of promoting consumption.

（2） Information Consumption Experience Center. The Information Consumption Experience Center is an immersive consumer experience venue that integrates display, experience, sales, and training. It applies intelligent perception facilities, 5G+XR, big data and other technological means to empower and upgrade living spaces with certain consumption power, cohesion, and radiation power in the city, and is a consumer carrier that meets consumers' digital experience and service needs. It should have strong technological research and development capabilities, professional operation capabilities, and continuous investment capabilities. This includes but is not limited to information consumption experience commercial districts, information consumption experience blocks, and information consumption experience stores, with an area of no less than 300 square meters in principle.

2、 Declaration requirements

（1） The applicant for the demonstration project should be registered within Jiangsu Province, possess independent legal personality, have good technical services and integrated innovation capabilities, actively fulfill social responsibilities, effectively protect the legitimate rights and interests of consumers, and actively safeguard public interests.

（2）Demonstration projects should have industry or regional characteristics, strong demonstration, innovation, and promotability, and can fully play a radiating and driving role, helping to explore and form unique information consumption development and governance experiences, and promoting the healthy development of information consumption.

（3） When submitting application materials to the local industrial and information technology regulatory authorities or telecommunications operators, each demonstration project applicant must simultaneously register and log in to the new information consumption demonstration project application system (www.xinxiaofei. com/sfxm), and submit the electronic version of the application materials online.

3、 Work organization

（1） The industrial and information bureaus of each district and city, as well as provincial-level telecommunications operators, are responsible for organizing project application and recommendation work within the local area and the group, and strictly reviewing the authenticity and compliance of application materials.

（2） There is no requirement for the recommended quantity in the direction of the "Big Platform for Information Consumption with Over One Billion Users", and we strive to achieve full reporting. The "Information Consumption Experience Center" recommends no more than 3 projects to each recommended unit, and no more than 2 additional recommended projects to the industrial and information technology authorities of each information consumption demonstration city (see Annex 1). Additional recommended projects for various information consumption demonstration cities shall be submitted to the Provincial Department of Industry and Information Technology for summary and submission to the Ministry of Industry and Information Technology.

（3） Please submit the recommended project application materials (one paper version+PDF electronic version) and official recommendation letter to the Provincial Department of Industry and Information Technology by September 1, 2023. For the selected demonstration projects, the Provincial Department of Industry and Information Technology will cooperate with the Ministry of Industry and Information Technology to organize publicity and promotion, encourage local supporting funds, and guide and promote social investment funds to jointly increase investment.

（4） If the project undertaking entity undergoes significant changes such as mergers, reorganizations, bankruptcy liquidation, etc., it shall promptly report in writing to the Provincial Department of Industry and Information Technology. For demonstration projects that fail supervision and inspection, have significant false information in application materials, seriously damage the legitimate rights and interests of consumers and social public interests, and have other illegal and dishonest behaviors, the Ministry of Industry and Information Technology will cancel their qualification for demonstration projects and notify them.
