1. Declaration conditions

Any unit registered in Changzhou City, with the status of an independent enterprise legal person, production in line with the "High-tech fields supported by the State (2016)", "Jiangsu Province High-tech research and development Field and Jiangsu Province Priority Development of high-tech products Reference catalog" can be declared. Enterprises that have had major safety, major quality accidents or serious environmental violations in the past year shall not declare. For secret-related products, the declared materials shall be de-classified in accordance with the relevant provisions of the State on confidentiality, so as to ensure the security of secret-related information.

Second, priority support scope

(1) New products transformed by the achievements of national plans and provincial and ministerial science and technology plans, especially new products that can play a significant role in promoting the basic industries and pillar industries of the national economy;

2. New products with independent intellectual property rights;

3. Products within the high-tech product group that our city focuses on cultivating;

4. Adopt international standards or foreign advanced standards of new products;

5. New products produced by high-tech enterprises.

3. Application materials

1. Changzhou High-tech Products Identification Application Form.

2. Product technology and industrialization analysis report: a brief overview of the declared products, a brief analysis of the technical route, technical level, technological innovation, market demand, existing risks, economic and social benefits, with no less than 1500 words (printed on A4 paper).

3. Necessary additional materials:

(1) Special trade license. For medicine, medical devices, pesticides, measuring instruments, pressure vessels, post and telecommunications and other new products with special industry management requirements, the approval certificate issued by the relevant competent authority must be submitted when applying for the application (such as: drug manufacturing enterprise license, pharmaceutical GMP certification, new drug certificate; Food production license; Pesticide production license (or approval certificate), registration certificate; Communication product access card; Production license for public security products and measuring instruments; Products belonging to the national compulsory certification need to submit 3C certification qualification certificate, etc.);

(2) Proof of ownership or authorized use of intellectual property rights related to the product (such as: patent certificate, software copyright, technology transfer contract, know-how description, etc.);

(4) Financial statements of the enterprise for the previous year (photocopies);

(5) Product quality and performance testing (inspection) reports issued by qualified inspection or testing institutions above the district city (including), major products need to provide reports issued by qualified inspection or testing institutions above the provincial level;

(6) For projects involving environmental protection, certificates of environmental compliance shall be submitted.

4. 2. Enterprise through "changzhou city science and technology" (http://kjj.changzhou.gov.cn/), select "enterprises entry", click on the "legal person registration" (registered companies do not need to register again), and choose the competent departments according to enterprise registered;

3. Enterprise users select the legal person login (using the unified social credit code), select and click the "high product declaration" button to enter the application interface. 4. After the enterprise enters the application filling interface, go to "Enterprise Account Information Maintenance", improve the basic information of the enterprise, and click "Save"; Enter "Declaration Management", click "New declaration", fill in the application form and industrialization analysis report, save, verify and formally submit;

5. Application batch and time

1. High-tech products take the way of annual declaration, centralized acceptance, regular review, this year divided into four batches of centralized acceptance, 2023 the first batch, the second batch, the third batch, the fourth batch of high-tech products online declaration acceptance deadline is April 7, May 26, July 28 and September 28. In order to avoid the impact of the declaration due to the busy system, the reporting unit should reasonably arrange the declaration progress and timely pay attention to the notice bulletin board of Changzhou high-tech product declaration management system.

(2) In order to understand the real situation of the development and production of the declared products and improve the quality and level of the declared materials, the science and technology departments under the jurisdiction of the municipality shall conduct a preliminary review of the declared materials within the jurisdiction, and on the basis of ensuring the authenticity of the materials and meeting the conditions, recommend and report.

3. The paper declaration materials (in one copy) shall be submitted to the science and technology department under the jurisdiction of the municipality where the enterprise is located. The deadline for submitting the first, second, third and fourth batches of paper materials shall be April 12, May 31, August 4 and October 12 respectively.
