2. Basic requirements

If the leading unit is an enterprise, it should be a leading backbone enterprise with outstanding innovation ability in the city, with a research and development platform above the provincial level, willing to continue to invest in scientific research funds, with a clear direction and goal of industrialization technology development, one or several pending breakthroughs, which can promote the formation of domestic leading, with independent intellectual property rights, and achieve domestic substitution of common technologies. Or forward-looking, is expected to lead the international frontier technology.
2. The core members of the consortium are generally not less than 10 people, and there must be candidates from the talent plan at or above the provincial level. The commander must be able to carry out directional and overall forward-looking thinking, and have the ability to direct the corps to carry out scientific research and organizational leadership. The chief technical engineer shall have major invention patents or master key technologies, and the research achievements shall reach the domestic advanced level; Or make important contributions to the transformation, promotion and application of major scientific and technological achievements and the industrialization of high and new technologies, and achieve significant economic or social benefits. 3. The legal representatives or authorized persons of the participating units of the consortium shall jointly sign the formation agreement to clarify common problems, technological innovation objectives, organizational structure, ownership of intellectual property rights, income distribution, etc., clarify the rights and responsibilities of the leading units and participating units, and form a collaborative innovation and decision-making implementation mechanism with clear positioning, complementary advantages and clear division of labor. 4. The consortium should take the initiative to condense the key core technology research tasks, compile the core talent pool and the map of talents in short supply, and clarify "what people are needed, how many people are lacking, and where to find people". In addition to actively deploying and using the talent resources of all parties in the talent research consortium, the lead unit must introduce a group of overseas high-level talents and leading innovation and entrepreneurship talents who master the key core technologies of the project "jamming neck", actively declare various national, provincial and municipal talent projects, and achieve certain results.
3. Support measures
Assessed municipal talent research consortium, according to the completion of research tasks and the effectiveness of talent, to give 500,000 yuan to 5 million yuan of funding support.

2. Task performance reward. Among them, those selected in the provincial talent research consortium will be given 50% of the task performance reward of the provincial support fund; The leading unit selected in the national talent plan will be given a task performance reward of 200,000 yuan per unit; If the talents introduced by the leading unit in the two-year cultivation period are selected into the provincial "double innovation team", they will be given 150,000 yuan/task performance reward; If the talents introduced by the leading unit in the two-year cultivation period are selected as innovative talents in the provincial "double creation Plan", they will be given a task performance reward of 100,000 yuan/unit. The talents introduced by the leading unit in the two-year training period are selected as "double innovation Doctor" in the province, and 30,000 yuan/task performance reward is given.
Fourth, organizational guarantee
1.
