Municipal and district Bureau of Industry and Information Technology (Economic and Development Bureau), Changzhou Economic and Development Zone Bureau, relevant units: In order to thoroughly implement the Ministry of Industry and Information Technology "14th Five-Year Plan" Industrial green Development Plan on the implementation of green manufacturing strategic deployment, around the "international smart manufacturing city, the Yangtze River Delta axis hub" city positioning, Vigorously promote the "532" development strategy, solid and effective promotion of industrial transformation and upgrading, decided to start the 2023 municipal green factory declaration work, the relevant matters are now notified as follows:

First, recommended objects

(A) registered in our city, normal operation for more than two years (inclusive), has not won the national or provincial green factory title, meet the basic conditions of green factory and related evaluation requirements of industrial enterprises.

(2) The enterprise has better economic benefits. In the industry has a strong representative industrial output value increased year by year.

(3) The enterprise has a sound management system. Establish a quality management system that meets GB/T19001 requirements, an occupational health and safety management system that meets GB/T28001 requirements, an environmental management system that meets GB/T24001 requirements, and an energy management system that meets GB/T23331 requirements.

(4) Enterprises attach importance to green development. In the past three years, energy-saving management work such as enterprise energy audit, clean production audit (voluntary or mandatory) and energy-saving diagnosis has been carried out (5) No major safety, environmental, quality and other accidents (events) have occurred in the enterprise within three years, no serious breach of trust, has not been included in the list of energy-saving supervision and rectification at all levels or the rectification has been completed.

2. Declaration procedures

(1) Enterprise self-evaluation. According to the relevant standards and requirements of the "General Rules for Green Factory Evaluation" (GB/T36132-2018), enterprises carry out self-evaluation work and compile the "Changzhou Green Factory Self-Evaluation Report" (see Appendix 1).

(2) Third-party evaluation. The enterprise entrusts a third-party evaluation agency that meets the requirements to carry out on-site evaluation according to the requirements of the green factory evaluation index and compile the Green Factory Third-party Evaluation Report.

(3) Preliminary recommendation. Enterprises will "Changzhou Green factory Self-evaluation Report" and "Green factory third-party evaluation report" and other declaration materials to the local industry and information technology departments, local industry and information technology departments to review the enterprise declaration materials, to the municipal industry and information technology Bureau recommended enterprises.

(4) Review and identification. The Municipal Bureau of Industry and information technology in conjunction with local industry and information technology departments to conduct on-site review of enterprises, organize experts to centralized review of the application materials, and publicize the enterprises that have passed the review on the official website of the Municipal Bureau of Industry and Information Technology, and publicize the enterprises with no objections, and include the fifth batch of municipal green factories in Changzhou.

Third, third-party evaluation agency requirements

(1) Enterprises, public institutions and trade associations registered within the territory of the People's Republic of China with the status of independent legal persons. It has a fixed office space and office conditions for carrying out evaluation work, and a sound financial management system. Experience and ability to carry out relevant evaluation.

(B) Engaged in green evaluation of energy, environment, ecology, finance related professional titles and above no less than 5 people, evaluation agencies should abide by national laws and regulations and evaluation procedures, familiar with green manufacturing related policies and standards and norms.

(C) In the past three years, leading or participating in green manufacturing related review, demonstration, evaluation or energy audit, clean production and energy conservation assessment and other related work, with the ability to carry out green design, green factory, green park, green supply chain and other fields of evaluation.

(4) Fill in and submit the evaluation form of third-party institutions (Annex 3 and provide supporting materials such as the ability of the institution and the title of the evaluator, and submit it to the Municipal Bureau of Industry and Information Technology before April 15 (submit a stamped paper copy). Third-party institutions shall be responsible for the evaluation results and the authenticity of materials of enterprises' green work. Failure to meet the requirements will disqualify the evaluation.

4. Job requirements

(A) Please pay attention to the municipal green factory declaration work, the next year national and provincial green factory, must be recommended in the municipal green factory list.

(2) The reporting enterprise shall ensure that the information is true, and the green factory shall be disqualified for participating in the assessment if it engages in fraud or intentionally conceals the relevant situation that the enterprise does not meet the requirements

(3) Local industry and information technology departments should strictly check the enterprises applying for green factories, ensure the quality of recommendations, and audit and confirm the enterprises in terms of safety, environmental protection, quality and credit.

(4) The applicant shall complete the self-evaluation and third-party evaluation before August 31. The industry and information technology departments of all places shall submit the recommendation documents, the Green factory recommendation form (see Annex 2) and the enterprise declaration materials (one electronic copy and one paper copy) to the Bureau before September 25.
