The science and Technology Bureau of each jurisdiction (except high-tech zones above the provincial level), the Science and Technology Finance Bureau of Changzhou Economic and Development Zone, and the relevant units: Recently, the Jiangsu Productivity Promotion Center issued the Notice on the organization and recommendation of Jiangsu Unicorn Enterprises (Su Shengli (2023) No. 14, hereinafter referred to as the "Notice", see the annex). The Notice is hereby forwarded to you, and the relevant matters concerning the declaration of Jiangsu Unicorn enterprise organization in 2023 are notified as follows:

1. Job requirements

1. The science and technology competent departments of each jurisdiction (except high-tech zones above the provincial level) shall organize enterprises to fill in the "Unicorn Enterprise Recommendation Information Brief Form" (see Annex 1 of the "Notice"), and provide relevant certification materials in the form of attachments, and uniformly print and pack the book with A4 paper.

2. The competent science and technology departments of each jurisdiction (except high-tech zones above the provincial level) summarize and recommend qualified enterprises to fill in the "Summary Table of the Basic Situation of Unicorn Enterprises" (see Annex 2 of the "Notice") and affix the official seal of the unit.

3. The science and technology authorities of each jurisdiction (except high-tech zones above the provincial level) shall submit 1 copy of the Summary Table of Basic Information of Unicorn Enterprises, the Brief Table of Recommended Information of Unicorn Enterprises and the attachments in 4 copies to the High-tech Office of Changzhou Science and Technology Bureau before April 10, and at the same time send the above documents in electronic version (format: Summary form excel, information summary form word, information summary form and attachments pdf) compressed package sent to the contact email.

Ii. Other matters

1. The authenticity and legality of the materials submitted by the enterprise are subject to the responsibility of the legal person, and false investment, fictitious facts and other fraudulent acts are strictly prohibited.

2. The science and technology competent departments in each jurisdiction (except high-tech zones above the provincial level) should do a good job in reviewing and recommending the work, strictly check the authenticity of the content of the materials filled in by enterprises, and carefully organize and recommend local qualified enterprises.

3. Jiangsu Unicorn enterprises are re-evaluated every year, and enterprises that have been rated as 2022 unicorn or potential unicorn need to re-participate in the evaluation.
