In order to thoroughly implement the spirit of the Party's twenty congresses and implement the decision-making and deployment of The State Council on the development of service-oriented manufacturing, according to the relevant requirements of the Guiding Opinions on Further promoting the development of service-oriented Manufacturing (Ministry of Industry and Information Technology (2020) No. 101), the Ministry decided to carry out the fifth batch of service-oriented manufacturing demonstration selection and the first four batches of demonstration evaluation. Notice of relevant matters is as follows:

First, the fifth batch of demonstration declaration and recommendation work

(1) Selection categories.

1. Demonstration enterprises. It mainly selects customized services, supply chain management, inspection and certification services, whole life cycle management, integrated general contracting, energy saving and environmental protection services, productive financial services and other service-oriented manufacturing innovation models.

2. Demonstration platform. Selection of customized services, supply chain management, shared manufacturing, inspection and certification services, full life cycle management, integrated general contracting, energy saving and environmental protection services, productive financial services and other service-oriented manufacturing innovation models.

3. Model city. Select cities with practical measures and outstanding results to promote the innovative development of service-oriented manufacturing.

(2) Application conditions and recommended quotas for demonstration enterprises and platforms.

1. Common conditions.

The applicant shall be registered in the territory of the People's Republic of China, have independent legal personality, good operational and financial status, no major quality, environmental protection or safety accidents have occurred since January 1, 2021, and no illegal acts or suspected violations are under review.

2. Special conditions and recommended quotas.

(1) Demonstration enterprises.

The applicant shall be a manufacturing enterprise with distinctive service-oriented manufacturing characteristics. The applicant shall transform and upgrade service-oriented manufacturing through strategic planning, organizational support, technological innovation, process reengineering, market expansion, talent training and other measures, and achieve remarkable results. In this industry or related fields, its production technology and process, service ability and level have certain advantages, in principle, the service income accounted for more than 30% of the business income.

The competent departments of industry and information technology of each province, autonomous region, municipality and Xinjiang Production and Construction Corps may recommend no more than 10 enterprises, and the competent departments of industry and information technology of each separately planned city may recommend no more than 3 enterprises.

(2) Demonstration platform.

The application platform shall be a service platform derived from a manufacturing enterprise or a third-party professional service platform, including application service providers. As of the reporting date, the official operation time must be at least 2 years. Divided into shared manufacturing classes and other classes.

The application of shared manufacturing platforms should focus on the online release of manufacturing resources, order matching, production management, payment security, credit evaluation, etc., apply a new generation of information technology, deeply integrate decentralized and diversified manufacturing resources, and develop a shared manufacturing model of "platform order taking, process decomposition, and multi-factory collaboration". Effectively improve the concentration and sharing level of related industries and regional manufacturing resources.

Other types of platforms should be able to better meet the service needs of relevant manufacturing enterprises in the development of service-oriented manufacturing, with online services, online and offline linkage functions, innovation in service system construction, service capacity improvement, service mode, etc., can effectively improve manufacturing efficiency and capacity, and effectively reduce transaction costs and cooperation risks between enterprises.

The competent departments of industry and information technology of provinces, autonomous regions, municipalities and Xinjiang Production and Construction Corps may recommend no more than one shared manufacturing platform and no more than three other platforms, and the competent departments of industry and information technology of each planned city may recommend no more than one shared manufacturing platform and no more than one other platform.

(3) Application conditions and recommended quotas for demonstration cities.

1. The applicant city should have solid policies and measures, strong work efforts, remarkable transformation results, and continuous optimization of the support system in promoting the innovative development of service-oriented manufacturing, which can provide experience for other cities to develop service-oriented manufacturing.

2. The declared demonstration cities are divided into comprehensive categories and industrial design characteristics.

Cities applying for the comprehensive category should have a number of service-oriented manufacturing demonstration enterprises, platforms and projects selected by the Ministry. The main mode of service-oriented manufacturing has been further developed and the characteristics of transformation are significant. The service output of manufacturing enterprises has been significantly improved. The development of service-oriented manufacturing has significantly increased its contribution to manufacturing GDP growth.

Cities applying for the category of industrial design characteristics should have a number of national industrial design centers, which have achieved remarkable results in the design breakthroughs in key areas of manufacturing, the cultivation of high-end manufacturing design talents, the establishment of national Industrial design and research Institute, and the basic research of industrial design, and the high-quality development of industrial design has achieved outstanding results.

The competent departments of industry and information technology of provinces, autonomous regions and municipalities directly under the Central Government may recommend no more than one comprehensive city and no more than one city with industrial design characteristics. Cities separately listed in the plan may apply for comprehensive or industrial design characteristic demonstration cities. It is no longer necessary to declare and recommend cities that have become demonstration cities.

2. Declaration procedures and requirements

(A) Provinces, autonomous regions, municipalities directly under the Central government and cities separately planned, Xinjiang Production and Construction Corps industry and information technology departments (hereinafter referred to as the provincial authorities) are responsible for organizing the fifth batch of demonstration declaration and recommendation work in their regions.

(2) Please complete the registration and fill in the materials on the website of "service-oriented Manufacturing Public Service Platform" (the website is attached) (see Annex 1 for the form of declaration). The demonstration city materials shall be filled in and submitted by the industry and information technology department of the government at the same level.

(3) The provincial competent department shall conduct a preliminary review of all the declaration materials in the region and recommend them according to the recommended number of places. The declaration subject that passes the preliminary examination shall download the declaration form and stamp the official seal of the declaration unit (the declaration form of the demonstration city shall be sealed by the people's government of the city where it is located) and submit it to the provincial competent department. After the provincial competent department summarizes and reviews the application materials in the region, stamp the official seal of the recommended unit, and fill in the "Summary form of Service Manufacturing Demonstration selection declaration" (Annex 2). Each provincial competent department shall submit the fifth batch of declaration summary form and related declaration (in duplicate) to our Ministry (Division of Industrial Policy and Regulations) before May 31, 2023.

(4) Our department will organize expert review, and on-site inspection of the application cities that have passed the expert review, as well as the application enterprises and platforms that need to further understand the situation.

(e) The local industrial and information authorities will be responsible for the work of the contact name, title, contact telephone, fax, E-mail address, etc., before March 20, 2023 feedback to our Ministry (Industrial Policy and regulations Department).

The first four batches of demonstration evaluation work

In order to further play the leading role of service-oriented manufacturing demonstration and strengthen tracking services, our department will carry out evaluation and evaluation of the first four batches of demonstration enterprises, demonstration platforms and demonstration cities. Please local industrial and information technology authorities before May 31, 2023, organize the first four batches of demonstration enterprises, demonstration platforms and demonstration cities in the region to log in the "service-oriented manufacturing public service platform" website to fill in the evaluation and evaluation materials, paper materials do not need to submit to our ministry. Due to special reasons (such as the change of the company's business status to revocation, cancellation, suspension, liquidation, etc.), the demonstration main body that can not complete the online filing work is requested to provide written instructions from the local industrial and information technology authorities, and submit the fifth batch of application materials to our Ministry (Industrial Policy and Regulations Department). Our department will organize the evaluation of the first four batches of demonstration work.
