To promote the construction of emerging digital industry clusters, consolidate the foundation of big data industry development, enhance industrial supply capacity and industry empowerment effect, and cultivate a data factor market, the industrial and information bureaus of various districts and cities (big data industry authorities), Kunshan City, Taixing City, Shuyang County industrial and information bureaus, provincial-level big data industrial parks, and relevant units:, According to the Notice of the General Office of the Ministry of Industry and Information Technology on Organizing the Application Work for the Development Demonstration of the Big Data Industry in 2023 (Industry and Information Technology Department Letter [2023] No. 187, see Annex 1), the following notice is issued on the application and recommendation work for the 2023 Jiangsu Province Big Data Industry Development Pilot Demonstration Project:

1、 Pilot demonstration content

This application focuses on 13 directions in four major fields of key industries: big data application, digital governance application, data management and circulation, and data security control. A batch of pilot demonstration projects for the development of the big data industry (hereinafter referred to as pilot demonstration projects) are selected to promote high-quality development of the big data industry by establishing a number of big data field benchmarks with outstanding innovation capabilities, good application effects, and obvious demonstration effects. In terms of big data application in key industries, we will guide enterprises in digital transformation, promote data assisted decision-making, and ensure the stability of the industrial chain supply chain, focusing on industries such as raw materials, equipment manufacturing, energy and electricity, consumer goods, and electronic information. In terms of digital governance applications, we will guide enterprises to strengthen the application of digital technology, assist the government in improving the level of digital governance, and enrich digital application scenarios, focusing on two directions: government management and digital construction of public services. In terms of data management and circulation, focusing on three directions: improving data management capabilities, innovating data circulation technology, and cultivating data circulation ecology, guide market entities to explore feasible models of data transaction and circulation, accelerate the cultivation of data element market ecology, and promote the compliance, efficient circulation, and use of data. In terms of data security management and control, we will guide enterprises to increase investment in technology research and development and application, and improve and consolidate data security barriers around the two directions of data security technology innovation and service innovation (see Annex 2 for details).

2、 Declaration conditions

（1） The applicant is an enterprise, institution, consortium, research institute, etc. engaged in or serving big data collection, storage, processing, analysis, application, security, factor circulation, and other related businesses. The applicant should be an independent legal entity registered within Jiangsu Province, comply with national laws, regulations, and various rules and regulations, pay taxes in accordance with the law, have a good reputation, and have no bad records of tax evasion or evasion, and have strong economic strength, technological research and development, and integrated innovation capabilities. The project to be applied for must be under construction or already under construction, with its own intellectual property rights, advanced technology, and good application demonstration driving effect. Each applicant is limited to one project and one direction per project. 

（2） The demonstration period of the pilot demonstration project is 2 years, and projects that have been included in the preliminary pilot demonstration project and are still in the demonstration period cannot be repeatedly applied for.

3、 Job requirements

（1） Please attach great importance to this application in each district, city, and park, and actively organize and mobilize various eligible entities in the region and industry to apply according to the application guidelines. In principle, units with stable data management capabilities (Level 3) or above should report to the fullest extent possible. The industrial and information departments (big data industry supervisory departments) of each district and city should focus on the "1650" modern industrial system, closely connect the demonstration and cultivation of industrial big data products, services, and applications with the local "intelligent transformation and digital transformation" work, promote the active application of "intelligent transformation and digital transformation" ecological resource pool enterprises and industrial enterprises, and create a batch of industrial big data application benchmarks in key areas.

（2） Please organize local enterprises to fill out the "2023 Big Data Industry Development Pilot Demonstration Project Application Form" (paper version, see Annex 2) and log in to the "Big Data Industry Development Pilot Demonstration Project Application System" by September 15, 2023, organized by the industrial and information departments (big data industry competent departments) of each district and city（ https://www.bdcases.org.cn ）”Complete the electronic information filling (system filling time: September 1st to September 15th).

（3） Please ensure that the industrial and information departments (big data industry supervisory departments) of each district and city carefully check the application projects in their respective regions to ensure that the application materials are complete, authentic, and effective. Please complete the review and recommendation before September 18th, and submit the "2023 Big Data Industry Development Pilot Demonstration Project Application Form" (one paper material) to each city as a unit The "2023 Big Data Industry Development Pilot Demonstration Project Information Summary Table" (see Annex 3, one paper copy) shall be uniformly mailed and the electronic version shall be sent to the designated email.

（4）Our department will organize experts to review the projects recommended by various regions, select the pilot demonstration projects for the development of the big data industry in Jiangsu Province in 2023, and select the best candidates to participate in the 2023 big data industry development demonstration project of the Ministry of Industry and Information Technology. The provincial-level special funds for industrial and information industry transformation and upgrading will support the selection of projects selected for pilot demonstration at the ministerial and provincial levels.

（5） Each district or city should increase its support for selected projects in terms of policies, funds, and resource support. During the demonstration period, it is necessary to supervise and guide the implementation of the projects, timely summarize the successful experiences of the demonstration projects, expand publicity and promotion channels, and promote the application and promotion of pilot demonstration projects. After the two-year expiration of the project, a self inspection and evaluation will be conducted on the selected applicants. Our department will conduct a comprehensive evaluation of the project construction effectiveness based on the requirements of the Ministry of Industry and Information Technology and in conjunction with the self inspection and evaluation results.
