In order to implement the requirements of the "Medium and Long Term Plan for the Development of the Hydrogen Energy Industry (2021-2035)" and other documents, seize important opportunities for the development of the hydrogen energy industry, enhance the core competitiveness of the hydrogen energy industry in the entire region, accelerate the clean transformation of the energy structure in our region, and combine the actual situation of Wujin, this implementation opinion is formulated.


1、 Overall requirements

The Inspection and Testing Center and the Science and Technology Innovation Center have taken the lead in building our district into a highland for the development of the hydrogen energy industry chain, providing strong support for the in-depth implementation of the "532" development strategy and the full promotion of the construction of the "Two Lakes" innovation zone.


2、 Development goals

Over the course of three years, we will build our district into a hydrogen energy development demonstration area with a complete hydrogen energy industry chain, strong innovation capabilities, complete infrastructure, diverse application scenarios, and significant influence within the Yangtze River Delta, creating a new industrial growth pole for the "Two Lakes" innovation zone.

(1) Key hydrogen energy technologies are independently controllable. By 2025, key technologies such as fuel cell system, stack, membrane electrode, integrated control of fuel cell vehicle system, core raw materials and key parts of storage and transportation equipment will take the lead in China, breakthroughs will be made in basic material technologies such as Proton-exchange membrane and catalyst, more than 3 core technical teams and high-end industrial talents will be introduced, and 1-2 innovation platforms above provincial level will be built, aiming at rated power and life of stack Key technical indicators such as membrane electrode platinum loading capacity will be implemented with a batch of major technical research projects at or above the provincial level. Build more than 4 industrial public service platforms.

(2) The hydrogen energy industry cluster is taking shape. With Wujin National High tech Zone and West the Taihu Lake Lake Science and Technology Industrial Park as key areas, cultivate a number of key hydrogen energy enterprises and build hydrogen energy industry clusters. By 2025, there will be more than 30 enterprises in the hydrogen energy equipment manufacturing and gas storage and transportation industry chain, and more than 1 listed enterprise, with a cumulative industrial investment of over 20 billion yuan; The annual output value of hydrogen energy and related industries has exceeded 10 billion yuan, forming a competitive hydrogen energy industry chain; Cultivate 5 "Gazelle" and "Unicorn Enterprises", 10 individual champion and specialized new "Little Giant" enterprises.

(3) Hydrogen energy demonstration applications are widely carried out. By 2025, strive to build 5 Hydrogen station; The application demonstration of hydrogen energy vehicles has exceeded 300, including 80 promoted in the field of freight logistics, and 120 pilot applications such as hydrogen sanitation vehicles, hydrogen fog artillery vehicles, hydrogen earth moving vehicles, and hydrogen forklifts.


3、 Key Tasks

(1) Strengthening top-level design for industrial development

1. Carry out forward-looking planning. According to the general requirements of the country for the development of the hydrogen energy industry, and centering on the goals of industrial development direction, industrial agglomeration effect, platform carrier construction, etc., a series of documents including the development plan of the hydrogen energy industry in our district, the implementation opinions on the development of the hydrogen energy industry, the construction plan of the Hydrogen station and the implementation opinions on the planning, construction, operation and management of the Hydrogen station have been studied and issued. Comprehensively coordinate the layout and high-level completion of the planning of the "Changzhou Hydrogen Bay" hydrogen energy industrial park, and start the construction of the industrial park as soon as possible. Accelerate the "cage swapping" process, support the exploration of enclave mode planning in development zones and town level parks, and optimize the layout of the hydrogen energy industry chain. 2. Plan systematic recruitment. Carefully sort out and summarize the situation of the hydrogen energy industry chain in the whole district, grasp the existing development foundation of the hydrogen energy industry in the district, combine the development situation of similar industries at home and abroad, study and judge the development situation of each link of the industry chain, and form the investment attraction roadmap of the hydrogen energy industry chain in Wujin District. Clear strategic positioning, development goals, implementation paths, and promotion measures, with the goal of improving the industry chain investment system, focus on planning a special investment plan for the hydrogen energy industry supply chain to supplement and strengthen the chain, and formulate special support policies to attract and promote high-quality enterprises in the hydrogen energy industry to settle down. 3. Cultivate a distinctive hydrogen energy industry chain. Relying on the existing foundation and distinctive advantages of the hydrogen energy industry in our region, we will clarify the direction and layout of industrial development, promote cooperation between upstream and downstream industries, and strengthen the supply chain. We will focus on developing equipment manufacturing for the hydrogen energy industry, accelerate the cultivation of the core component industry chain required for fuel cell systems, and comprehensively promote the development and growth of the hydrogen energy industry and the demonstration and application of hydrogen energy. For new projects and technological transformation projects in the hydrogen energy industry that meet certain conditions, incentives will be given in accordance with methods such as "one enterprise, one policy". 4. Strengthen the research and development of key technical equipment. For the "choke" technology of the industrial chain, accelerate the research and development of hydrogen production and purification equipment, hydrogen storage and transportation equipment, fuel cells and related supporting equipment, achieve breakthroughs in key parts or materials such as stacks, bipolar plates, membrane electrodes, Proton-exchange membrane, hydrogen storage tank valves, and cultivate a batch of domestic leading new products, new technologies, and new materials. Reward the first products (sets) at all levels, single champion products in the manufacturing industry, and projects that undertake core technology research according to standards. 5. Encourage the development of hydrogen energy industry standards. Promote social organizations and enterprises to develop standards for hydrogen production and purification, hydrogen storage and injection, construction of Hydrogen station, hydrogen energy application and detection, and promote our advantageous products and technologies to become national or industrial standards. Rewards will be given to the units that lead the development of international standards, national standards, industrial (or local, group) standards. (3) Accelerate the demonstration and promotion of hydrogen energy

6. Promote the construction of Hydrogen station. According to the principle of moderate advance, the construction plan of Hydrogen station shall be prepared, the construction of Hydrogen station shall be accelerated, the reconstruction and expansion of hydrogen refueling facilities of existing gas refueling stations shall be encouraged, and the pilot construction of Hydrogen station at internal circulation vehicle sites shall be carried out; Compile and improve the implementation opinions on the planning, construction, operation and management of Hydrogen station, clarify the operation supervision principles, department supervision responsibilities, construction management, legal permission, standardized operation and safety management, and ensure the healthy and orderly development of the city's hydrogen energy industry. Support the participation of state-owned capital (collective capital), mixed ownership capital or social capital in the construction of Hydrogen station, and grant subsidies according to the standard to fixed Hydrogen station that are newly built, rebuilt or expanded with a daily hydrogen refueling capacity of more than 500kg. 7. Accelerate the demonstration and application of fuel cell vehicles. Take the lead in promoting the application of fuel cell commuting vehicles, logistics vehicles (including collection trucks, cold chain logistics vehicles, etc.) and other scenarios. Promote the demonstration application of fuel cells in fields such as power sightseeing vehicles, intelligent connected vehicles, forklifts, sanitation vehicles, and waste trucks. The fuel cell buses and logistics vehicles popularized and applied will be rewarded according to the national fuel cell vehicle demonstration application reward standard. 8. Explore the diversification of hydrogen energy supply. Actively explore the technical verification and demonstration of Electrolysed water hydrogen production, liquid ammonia hydrogen production, methanol hydrogen production and other technologies, and give priority to supporting the use of solar energy, wind energy and other renewable energy to carry out pilot demonstration of low-carbon hydrogen production projects. Explore the pilot construction of Hydrogen station integrating hydrogen production, hydrogen storage, hydrogen refueling and pipeline hydrogen transmission. 9. Actively build a public service platform. Establish a hydrogen energy equipment safety testing center to provide comprehensive testing services for hydrogen energy vehicles, Powertrain, fuel cell systems and components, hydrogen storage systems and components, and other hydrogen energy special equipment; Explore the construction of hydrogen energy operation management platform, use Internet of Things, cloud computing, Big data and other technologies to link industrial hydrogen production, hydrogen transportation, Hydrogen station, fuel cell vehicle operation and other hydrogen energy full industry chain operation Big data, realize emergency management response, hydrogen energy supply and demand adjustment, vehicle operation monitoring and other functions, integrate the control and operation system connected to Hydrogen station, and realize Hydrogen station management of on-site control data, security data, video data Unified management of vehicle access data and hydrogen vehicle information; Establish research achievement transformation centers, hydrogen energy industry research institutes, hydrogen energy industry alliances and other scientific and technological incubation platforms, encourage deep cooperation between industry, academia, research and application, carry out key technology research, form innovative technology sources, and accelerate the promotion of technology achievement transformation and industrialization. 10. Increase efforts to attract hydrogen energy talents. Based on the project, accelerate the introduction of high-end hydrogen energy talents and innovation teams, strengthen cooperation with top domestic and foreign universities, actively cultivate local high-end talents, and strengthen training and education for hydrogen energy skilled talents. Provide support and guarantees for high-level talents in the hydrogen energy industry at different levels in terms of innovation and entrepreneurship, salary incentives, housing security, and children's enrollment. 11. Increase financial policy support. Fully leverage the role of government guidance funds, attract social capital to invest in the hydrogen energy industry, and support the development of high-quality innovation projects in the industrial chain. Encourage financial institutions to provide preferential financial products to hydrogen energy innovation enterprises. Strengthen training and guidance, actively promote the listing of high-quality enterprises. 4、 Safeguard measures

(1) Strengthen organizational leadership. Establish a leading group for the development of the hydrogen energy industry in the district, with the main leaders of the district government as the group leader and the main leaders of relevant departments and sectors as members, and hold regular meetings. The leadership group has established several specialized work teams, with clear leadership units to coordinate the promotion of special work such as hydrogen energy demonstration and application, infrastructure construction, and industrial project promotion, and to provide services such as hydrogen energy industry project filing, land supply, construction approval, and financial support. Establish a sound assessment and evaluation system for promoting the work of the hydrogen energy industry, and include the development of the hydrogen energy industry in the target responsibility system assessment.

(2) Optimize the policy environment. Coordinate financial special funds and industrial funds, with a focus on supporting research and development innovation, industrialization, and construction of industrial supporting service systems in key areas and core links of the hydrogen energy industry. Increase support for relevant enterprises and projects, and improve the construction of relevant regulations, policies, and standard systems for related industries.

(3)Strengthen safety supervision. Strictly standardize operational management, strengthen the construction of personnel teams for hydrogen management, safety supervision, and technical support, establish a complete regulatory network and emergency linkage system, and ensure the safe use of hydrogen. Urge enterprises to implement the main responsibilities of safety management and safety risk prevention measures at all stages, and develop practical and feasible operating procedures and safety management rules and regulations.

(4)Conduct good publicity and guidance. Give play to the role of new media and outdoor publicity positions, focus on scenario applications and the construction of Hydrogen station, publicize the significant role and safety of hydrogen energy use in energy conservation and emission reduction, fully demonstrate the development and innovation achievements of the hydrogen energy industry, further popularize the common sense of safe use of hydrogen energy, and improve the awareness and acceptance of the whole society.
