In order to implement the spirit of the Party's 20th Congress and the provincial science and Technology Work Conference, focus on science and technology self-reliance, further promote the South of Jiangsu national independent innovation demonstration zone first and foremost, and continue to expand the gazelle enterprise cluster, according to the relevant work requirements of the provincial Science and Technology Department, after research, it is decided to organize and recommend a group of gazelle enterprises, and the relevant matters are hereby notified as follows:

1. Recommended conditions

1. Quantitative indicators: The ratio of R&D expenses to operating income in 2022 is greater than 4%, and one of the following four conditions is met.

(1) The registration date is not earlier than 2009, the operating income in 2019 is not less than 10 million yuan, the compound growth rate of 2019-2022 is not less than 20%, and the growth rate in 2022 is positive;

(2) The registration time is not earlier than 2009, the number of employees in 2019 is not less than 100, the compound growth rate of 2019-2022 is not less than 30%, and the growth rate in 2022 is positive;

(3) The registration time is not earlier than 2018, and the business income in 2022 is not less than 500 million yuan (that is, the business income exceeds 500 million yuan within 5 years of establishment), and the revenue has not decreased significantly in three years;

(4) The registration time is not earlier than 2013, and the business income in 2022 is not less than 1 billion yuan (that is, the business income exceeds 1 billion yuan within 10 years of establishment), and the income has not declined significantly in three years.

2. Qualitative indicators: Enterprises registered in various districts and cities in Southern Jiangsu, with legal personality and no bad credit history, and meet all the following conditions.

(1) Industry nature: non-tobacco, railway, mineral resources, public services and other monopolistic industry enterprises, as well as real estate, infrastructure, banking and other industries.

(2) Enterprise nature: non-large central enterprises, foreign production bases, branches, sales companies, trading companies.

2. Organization recommendation requirements

1. The science and technology Bureau of each district shall organize the enterprises to fill in the "Brief Form of Recommendation Information for Gazelle Enterprises in the National Independent Innovation Demonstration Zone of South Jiangsu" (Annex 1), and print it with A4 paper.

2. The science and technology Bureau of each district and city shall collect and recommend qualified enterprises, fill out the "Summary of Recommendations for Gazelle Enterprises in the National Independent Innovation Demonstration Zone of South Jiangsu" (Annex 2), and affmark the official seal of the unit.

3. The Science and Technology Bureau of each district and city shall submit the Summary Form of Recommendation of Gazelle Enterprises in South Jiangsu National Independent Innovation Demonstration Zone and Brief Form of Recommendation Information of Gazelle Enterprises in South Jiangsu National Independent Innovation Demonstration Zone in duplicate to the Provincial Productivity Promotion Center before May 15, 2023, and send the electronic compressed package of the above documents to snzcpt@163.com.

3. Other matters

1. The enterprise shall bear the legal entity responsibility for the authenticity and legality of the submitted materials, and it is strictly prohibited to falsify facts and other acts of fraud.

2. The science and technology bureau of each district should do a good job in reviewing and recommending the work, strictly check the authenticity of the content of the materials filled in by the enterprises, and seriously organize the recommendation of local qualified gazelle enterprises.

3. Provincial Productivity Promotion Center will entrust financial institutions to verify the data submitted by enterprises on site.

4. The Provincial Productivity Promotion Center selected two banks, Bank of China and Bank of Jiangsu, to provide exclusive preferential policies of "Gazelle loan" for gazelle enterprises recommended by the organization, and to provide special financial services for enterprises with financing needs.
