1. The filing work of provincial private science and technology enterprises adopts the working mode of enterprise independent evaluation, localized management and provincial filing. Filing conditions and indicators, filing workflow, enterprise information filling, material submission, review and confirmation requirements, etc. shall be implemented in accordance with the Guidelines for the Filing of Private Science and Technology Enterprises in Jiangsu Province (Su Min Science and Technology Association (2020) No. 5, hereinafter referred to as the "Work Guidelines"). In order to further implement the overall requirements of optimizing the business environment, the filing work of private science and technology enterprises in Jiangsu Province has implemented the "paperless whole process and streamlined application data", realized the online handling of the whole process of enterprise filing, completely eliminated the requirement of paper materials, and further streamlined certification materials.

2. The filing of private science and technology enterprises in Jiangsu Province adopts the mode of year-round acceptance and centralized filing, and the Management information system of Private science and technology enterprises in Jiangsu Province (website: www.jssmykj.org.cn) accepts enterprise registration and filing throughout the year. In 2023, three batches of centralized acceptance, the deadline is: June 15, August 15, October 15, from now on, enterprises can independently choose the record batch according to the actual situation, the deadline for submitting application materials is subject to the notification of the recommended unit.

3. Local science and technology authorities can organize relevant units to review the application materials of enterprises, submit review opinions online, put forward record opinions on enterprises that meet the filing conditions, and export the Summary Table of Jiangsu Provincial Private science and Technology Enterprises for Filing recommendations through the system (see the appendix for the style). The official document (in duplicate) shall be submitted to Provincial Private Science and Technology Enterprise Association within 3 working days after the deadline of each batch, and the electronic version shall be sent to the email address.

4. The provincial Association of private science and technology enterprises to the local report for the record of the list of enterprises on the website of Jiangsu Private science and technology Enterprise association for 5 working days, no objection, into the scope of the record, given a record number, and published on the website of Jiangsu Private science and technology Enterprise Association, issued by Jiangsu private science and technology enterprise association uniformly printed "Jiangsu private science and technology enterprise certificate"; Any objection shall be verified and handled by the recommending unit.

5. All localities should effectively improve the degree of organization, earnestly and efficiently do a good job of provincial private science and technology enterprises for the record, strict application conditions and procedures, resolutely prevent and eliminate fraud, and ensure that the application materials are true and reliable. If there is fraud in the record process of the enterprise, once found and verified, the provincial private science and technology enterprise record qualification is cancelled and included in the bad credit record.

6. All localities should take the implementation of the Regulations on the Development of Private Science and Technology Enterprises in Jiangsu Province and relevant policies of private enterprises as an opportunity, organize the implementation of the evaluation work of small and medium-sized science and technology enterprises, increase the publicity and mobilization of provincial private science and technology enterprises for the record, make full use of websites, wechat public accounts and other ways to publicize, and guide a wide range of small and medium-sized enterprises to actively participate in the record; Strengthen the cultivation and support for the filing database enterprises, and enhance the research and development and innovation management capabilities of private science and technology enterprises.

7. The registration period of private science and technology enterprises in Jiangsu Province is 3 years, and dynamic management is implemented. After filing, each company will charge 50 yuan for the printing cost of the certificate, which will be collected through the online system for the convenience of statistics and invoicing. After the expiration of the validity period of the record, it can re-apply for the record in accordance with the relevant conditions and procedures of the Work Guidelines, and if the conditions are met after review and publicity, a new record number is obtained.
