In order to implement the decision-making and deployment of the Party Central Committee and The State Council to reach the peak of carbon neutrality, implement the "Fourteenth Five-Year Plan" for Industrial Green Development, accelerate the promotion of industrial green and low-carbon development, continue to cultivate industrial product green design demonstration enterprises, select a group of typical enterprises that can play a leading role, and enhance the supply capacity and market influence of green products (services). The fifth batch of industrial product green design demonstration enterprises are now organized to recommend work. Notice of relevant matters is as follows:

I. General requirements

 Guide enterprises to continuously improve the supply capacity and market influence of green products (services). In terms of "green design + manufacturing", it will focus on supporting enterprises in electronic and electrical appliances, textiles, machinery and equipment, automobiles and accessories, light industry, medicine and other industries, and increase the implementation of green design in light weight, low carbonization, recycling, digitalization and other key directions. In terms of "green design + service", it focuses on supporting leading backbone enterprises in the field of service manufacturing, and carries out high-quality services around green product design and development, green product manufacturing technology improvement, product life cycle management, supply chain management, inspection, testing and certification, and integrated application of energy saving, pollution reduction and carbon reduction.

2. Recommendation requirements

(1) Basic requirements

The enterprise has the status of an independent legal person and meets the requirements of national and local laws, regulations and standards, and has no following circumstances in the past three years: In the event of major production safety and quality safety accidents, Ⅲ level (large) and above sudden environmental pollution incidents, serious problems have been found in the relevant supervision work of The State Council and relevant ministries and commissions, and they have been included in the list of industrial energy conservation supervision and rectification and have not been completed.

(2) Comprehensive level

The company has a clear green and low-carbon development strategy and measures, the establishment of a sound quality, environment, energy, occupational health and safety management system, the management system is sound, has a strong industry influence and market competitiveness, operation and management conditions are good.

(3) The level of green design projects

Strong green design strength, with a solid green design service foundation, research and development and application of green design and manufacturing key technologies; Products meet the relevant standards for green product evaluation and actively promote green products, or have strong green design resources integration and service capabilities and provide high-quality green services for industry customers; The enterprise's own green development level is high, or the implementation of green services and results are remarkable.

Third, dynamic management requirements

Local industrial and information technology authorities and relevant central enterprises are requested to strengthen tracking guidance and services for demonstration enterprises, track and grasp the progress of work, organize demonstration enterprises to fill in the dynamic management table of industrial product green design demonstration enterprises every year (Annex 3), and do a good job of dynamic management review and timely report. The Ministry of Industry and Information Technology will strengthen the supervision and management of the list of demonstration enterprises, improve the dynamic management mechanism of the list, evaluate the dynamic management table reported by each unit, and remove the units that no longer meet the requirements of the demonstration enterprises from the list.

4. Recommended procedures

Provinces, autonomous regions, municipalities directly under the Central government and cities separately planned, the competent departments of industry and information technology of Xinjiang Production and Construction Corps, and central enterprises (hereinafter referred to as the recommended units) shall be responsible for organizing the recommendation. Recommended units should carefully screen leading backbone enterprises with strong industry representation or small and medium-sized enterprises with strong professionalism, distinctive characteristics and high innovation, according to the classification of "green design + manufacturing" enterprises and "green design + service" enterprises, guide enterprises to carry out self-evaluation and scoring in accordance with the relevant requirements of the Declaration of Industrial Products Green Design Demonstration enterprises (Annex 2), and prepare the declaration. And effectively strengthen the declaration of enterprises self-evaluation results and certification materials. The self-evaluation score of the recommended enterprise should not be lower than 80 points in principle.
