In order to enhance the technological innovation ability of enterprises and strengthen the main position of enterprises in innovation, according to the "Management Measures for the Identification of National Enterprise Technology Centers" (Order No. 34, 2016, General Administration of Taxation, Ministry of Finance, Ministry of Science and Technology, National Development and Reform Commission), Hereinafter referred to as the "Administrative Measures") and the "Guidelines for the identification and Evaluation of National Enterprise Technology Centers (Trial)" (Development and Reform Office Gaoji [2016] No. 937, hereinafter referred to as the "Work Guide"), are hereby notified of the matters related to the identification and evaluation of national enterprise technology centers in 2023 as follows.

1. Identification work in 2023

(a) The local development and reform commission together with science and technology, finance, customs, taxation and other departments (or the provincial government stipulated the national enterprise technology center declaration, the management department together with the development and reform, science and technology, finance, customs, taxation and other departments at the same level), with reference to the "Administrative Measures", do a good job in 2023 national enterprise technology center recommendation:

1. In accordance with the requirements of the "Work Guide", organize the applicant enterprises to prepare the application materials of national enterprise technology center, and examine its authenticity;

2. According to the Guidance Catalogue of Key Products and Services for Strategic Emerging Industries (Announcement No. 1 of 2017 by the National Development and Reform Commission), the Outline of the National "14th Five-Year Plan" and the scope of strategic emerging industries and future industries clearly defined in the relevant "14th Five-Year Plan" national special plan, Review whether the main business of the applicant enterprise conforms to the identified field (in principle, the main products and services developed by the enterprise technology center should belong to the guidance catalog and relevant planning scope). On the premise of meeting the above requirements, priority will be given to enterprises that also meet the "Green Industry Guidance Catalog" (No. 293, 2019);

3. According to the evaluation method of the national enterprise technology center (Annex 1), the applicant enterprise technology center is initially evaluated;

4. Adopt an appropriate form of fairness, fairness and openness, and recommend enterprise technology centers that meet the requirements of the field, meet the basic conditions of the provisions of the "Management Measures", and score more than 70 points (including 70 points) in the initial evaluation.

(2) Implementing a mechanism linking stock evaluation with incremental identification. According to the operation evaluation of the national enterprise technology Center in 2021 (Annex 2), the recommended number of enterprise technology centers in 2023 is determined: the recommended number of provinces, regions and cities ranked first in the evaluation is not more than 5; The number of recommendations of provinces, regions and municipalities rated as the second grade shall not exceed 3; The number of recommendations of provinces, regions and municipalities rated as the third grade is not more than 2.

In addition, provinces, regions and municipalities that meet one of the following three conditions (Annex 3) can increase the number of recommended places (no repeated incentives, the upper limit is 2) :

1. The province, region or city where the international science and technology innovation center, comprehensive national science center or regional science and technology innovation center is located;

2. Places where the effectiveness of the development of strategic emerging industries has been clearly encouraged by supervision and inspection (until May 31, the deadline for reporting, subject to the list determined by the notice issued by The General Office of the State Council);

3. Places where the work effectiveness of regional entrepreneurship and innovation demonstration bases has been obviously encouraged by supervision (until May 31, the declaration deadline, subject to the list determined by the notice issued by The General Office of the State Council).

In principle, the additional quota should be used to encourage the provinces, regions and municipalities where the international science and technology innovation centers, comprehensive national science and technology centers and regional science and technology innovation centers are located, and the places (specific to the cities and districts) where the practical results are obvious.

(3) The local development and reform Commission, together with the science and technology, finance, customs, taxation and other departments at the same level (or the national enterprise technology center declaration stipulated by the provincial government, the management department, together with the development and reform, science and technology, finance, customs, taxation and other departments at the same level), will recommend the application materials and evaluation of the enterprise submitted to the Commission (Annex 4), At the same time, the list of recommended enterprises will be copied to the Ministry of Science and Technology, the Ministry of Finance, the General Administration of Customs, the State Administration of Taxation.

(4) Please fill in the application materials through the data system of National Enterprise Technology Center (www.datacidd.cn), and submit the paper documents (in duplicate) to the National Development and Reform Commission before May 31, 2023.

Evaluation work in 2023

(1) The local development and reform Commission (or the national enterprise technology center management department stipulated by the provincial government) shall organize the enterprises in which the national enterprise technology center is located in the region (including the enterprises under the central administration and the enterprises under The State Council) to fill in the evaluation materials, and review and confirm the evaluation materials and the tax exemption form. The requirements related to the preparation of evaluation materials shall be carried out in accordance with the Work Guide. The sub-center of the national enterprise Technology Center participated in the evaluation independently.

(2) All local development and reform commissions (or the administrative departments of the National Enterprise Technology Center stipulated by the provincial governments and the National Development and Reform Commission at the same level) are requested to fill in the electronic file of evaluation materials (paper evaluation materials are not required) through the data system of the National Enterprise Technology Center (www.datacidd.cn) before May 31, 2023.

3. Other matters

(1) If the National Enterprise Technology Center is renamed or reorganized, please fill in the National Enterprise Technology Center name change form (Annex 5), and provide relevant certification materials, and submit a unified letter by the local development and reform Commission (or the national enterprise technology center management department stipulated by the provincial government).

(2) The local development and reform Commission (or the national enterprise technology center management department stipulated by the provincial government) is requested to effectively strengthen the audit and management responsibility, and carefully review the materials to be recommended for the enterprise technology center to ensure that the relevant materials meet the identification requirements. The Committee will reduce the number of local application quotas in the next year according to the number of enterprise technology centers that have not passed the review this year.
