These Rules shall come into effect as of the date of promulgation, and the implementation rules of the "Several Policies on Promoting Innovative Development" series issued by the Municipal Government Office on March 19, 2021 (Permanent Government Office (2021) 21) shall be repealed at the same time.

Measures for the management of special funds for innovation and development of Changzhou City


Chapter I General rules


Article 1 In order to strengthen and standardize the management of the special fund for innovation and development (hereinafter referred to as the "special fund"), give full play to the guiding and leverage role of financial funds, build an industrial scientific and technological innovation center with distinctive characteristics in the Yangtze River Delta, and enhance the city's energy level and core competitiveness, According to the spirit of the document "Implementation Opinions on Innovation-Driven High-quality Development" (Chang [2021] 1), "Several Policies on Promoting Innovative Development" (Chang [2023] 5), and "Implementation Opinions on Comprehensively Deepening Budget Performance Management" (Chang [2020] 11), "On further strengthening the management and reform of municipal government special funds. The Implementation Opinions of the General Administration Office (2020) No. 38) and relevant documents to formulate these Measures.


Article 2 The special funds mentioned in these measures refer to the funds set up by the municipal government and allocated by the municipal government, the urban areas under its jurisdiction and the Changzhou Economic and Development Zone to invest 8 billion yuan annually in the innovation field of our city for five consecutive years from 2021.


In principle, the special funds shall be paid by the municipal level in a unified manner. According to the performance of policy implementation, the funds shall be shared by the municipal level, the district level and the Changzhou Economic development Zone at the rate of 1:1. Each district and the Changzhou Economic Development Zone shall bear the funds, and the financial departments of each district and the Changzhou Economic Development Zone shall pay the actual settlement by handing over the funds. Liyang City policy cash by its full payment, municipal subsidies according to 15%; Policies concerning local contribution incentives shall be implemented in accordance with the current fiscal system.


Article 3 Centralized management of special funds, not cut into departments and municipalities, Changzhou Economic development Zone, specific management and use should follow the government guidance, focus on key points, overall consideration, clear powers and responsibilities, open and transparent, standardized and efficient principles.


Chapter Two Management responsibilities


Article 4 Establish a working mechanism for the coordinated management of departments, cooperate closely, and each performs its own duties. The financial department is mainly responsible for fund management, and the business department is mainly responsible for project management.


Article 5 The Municipal Finance Bureau is responsible for the leading organization and coordination of the special fund management, with the main responsibilities as follows:


(1) Responsible for the review of the establishment, adjustment and cancellation of special funds;


(2) Cooperate with relevant competent departments to formulate specific implementation rules (operational measures) for special funds and issue annual declaration guidelines for special funds;


(3) To organize the preparation of the budget of special funds, examine the plan of fund distribution, and assign funds;


(4) To organize the performance management of the special fund budget and supervise the implementation of the special fund policy;


(5) Disclosure of relevant information in accordance with laws and regulations;


(6) Other duties prescribed by laws, regulations and rules.


Article 6 The relevant municipal competent departments are responsible departments for the preparation and implementation of special fund budgets, project management and performance management, and their main responsibilities are as follows:


(1) The leading department, together with the Municipal Finance Bureau, shall formulate the specific management system of special funds and issue the annual special funds declaration guide;


(2) Strengthen the management of enterprise and project repositories according to the needs of innovation and development;


(3) Implement policies to promote innovative development, prepare budgets and performance targets in accordance with the requirements of budget management, and put forward plans for fund allocation;


(4) Organize project declaration and audit according to the application guidelines and relevant regulations, and mainly review the authenticity, necessity, feasibility of the project and the integrity of the project materials;


(5) Implement performance management according to regulations, and supervise the use of special funds;


(6) Disclosure of relevant information in accordance with laws and regulations;


(7) Other duties prescribed by laws, regulations, rules and regulations.


Article 7 Financial departments under the jurisdiction of urban areas and Changzhou Economic Development Zones shall perform management duties:


(A) according to the project declaration guidelines and relevant regulations, cooperate with the competent departments to do a good job of special fund project declaration and preliminary review;


(2) Timely turn over the funds that should be borne according to the performance of policy implementation;


(3) Organize the implementation of project fund performance management;


(4) Other duties prescribed by laws, regulations and rules.


Article 8 Administrative duties of the business authorities in charge of urban areas and Changzhou Economic and Development Zones shall be performed:


(1) Organize project application and preliminary review according to the annual project application guidelines and relevant regulations, and be responsible for reviewing the authenticity, necessity, feasibility and integrity of project materials;


(2) Responsible for the implementation of project performance management, including: tracking and supervising the realization of fund performance targets and the use of project funds, and submitting information such as the use of special funds and project implementation to municipal competent departments and financial departments at the same level as required;


(3) Other duties prescribed by laws, regulations and rules.


Article 9 Duties of units using special funds mainly include:


(A) In accordance with the annual project declaration guidelines and relevant regulations to declare projects;


(2) Organize the project implementation according to the audit results of the municipal competent authorities, strengthen the project implementation management in accordance with relevant project management systems and laws and regulations during the implementation process, and be responsible for the daily supervision of the project;


(C) in accordance with the scope of the use of special funds, special funds are mainly used for innovation and development, scientific and technological research and development, and in accordance with relevant financial management regulations, do a good job in the project special accounting, special funds for special purposes;


(4) Cooperate with the competent business department and the financial department to carry out performance management, supervision and inspection of the project, be responsible for their own credit status, the authenticity and integrity of the information provided in each link, and accept the supervision and management of relevant departments;


(5) Other duties prescribed by laws, regulations and rules.


The third chapter is the scope of use and support


Article 10 The special funds focus on supporting high-level talents to innovate and start businesses, enterprise main body and industrial chain innovation, major innovation platform and carrier innovation, science and technology financial guarantee model innovation, high-level development of university production and education integration, activities to create a social innovation atmosphere and other matters approved by the Innovation Commission.


Article 11 The support of special funds is divided into two ways: free subsidies and paid use. The methods of gratuitous subsidy include special subsidy, loan discount interest, direct reward, etc. The ways of paid use include equity investment, financing and credit enhancement.


Chapter IV Project declaration and fund allocation


Article 12 Project declaration can be divided into regular declaration and non-declaration. If regular declaration is adopted, the competent department shall issue the declaration guide to further clarify the object of fund support, scope of use, declaration conditions, declaration materials, declaration procedures, etc.; In the case of non-declaration, the competent authorities will directly generate the award list by means of big data comparison according to the policies and implementation rules, without the need for the parties to apply.


Article 13 The applicant shall meet the following basic conditions: registered in Changzhou City, with an independent legal person; Sound financial management system; No violation of laws or regulations; According to the Interim Regulations on Enterprise Information Publicity (Decree No. 654 of The State Council of the People's Republic of China), the relevant information is required to be publicized, and the credit is good.


The specific declaration conditions shall be issued by the relevant competent authorities when formulating the implementation rules of the project or the annual project declaration guide.


Where multiple special funds are declared for the same project, the applicant shall state in the declaration materials the situation of other special fund subsidies that have been declared or enjoyed.


Article 14 The specific declaration and review process shall be clarified by the municipal leading department in the implementation rules. In principle, the competent department of the urban area under the jurisdiction and Changzhou Economic and Development Zone shall organize the preliminary review, the municipal leading department shall summarize and review, and after consulting with relevant departments for confirmation, the policy implementation opinions shall be submitted to the municipal leaders in charge for approval, and the documents shall be jointly written with the Municipal Finance Bureau and submitted to the Municipal Innovation Office for record or review. The municipal Finance bureau issues funds directly.


15th special fund projects should be purchased by the government according to law, in accordance with the relevant provisions.


Chapter V Performance management and supervision management


Article 16 The financial department and the competent business department shall implement the performance management of the whole process of the special funds, and implement the performance responsibility of the project budget to the fund use terminal in accordance with the principle of "who uses and who is responsible". The competent business department shall study and establish and improve the system of performance indicators and standards, and organize the compilation and review of performance objectives simultaneously with the budget. Financial departments should strengthen the evaluation of budget performance targets and optimize budget arrangements according to the evaluation results. The competent business department shall implement "double monitoring" on the achievement degree of performance objectives and the budget implementation progress to ensure that the performance objectives are achieved as scheduled with both quality and quantity. The financial department and the competent business department shall organize and carry out the performance evaluation work within the scope of their respective responsibilities, and comprehensively evaluate the achievement of the project (policy) performance objectives.


All departments should take the evaluation results as an important basis for optimizing policies and improving management, rectify the problems found in the evaluation in a timely manner, and strive to improve the allocation of capital resources and the efficiency of use.


Article 17 The audit department shall be responsible for supervising the budget implementation and expenditure activities of the special funds. Relevant departments and their staff in the management of funds, abuse of power, neglect of duty, favoritism and other illegal acts; Any unit or individual using funds that falsely claims or fraudulently obtains innovative development funds, or commits other illegal acts, shall be held accountable in accordance with the Regulations on the Punishment and Punishment of Financial Violations and other relevant provisions. Where a crime is suspected, it shall be transferred to a judicial organ for handling.


For enterprises and individuals that have violated laws and regulations in the process of applying for funds and have broken faith, they shall strengthen credit constraints through disciplinary measures such as restricting the enjoyment of relevant policies in accordance with laws and regulations, restricting the declaration of other special government funds, and submitting the broken faith information to the municipal public credit information system.


Chapter VI Supplementary Provisions


Article 18 The management of the paid use of special funds shall be implemented in accordance with the relevant fund management measures or the relevant fund charter and agreement text approved by the Innovation Commission.


Article 19 For projects with the same or similar content, special funds and other industrial support funds shall not be supported repeatedly (except for awards).


Article 20 The "contribution of enterprises to local governments" in the implementation rules of several policies refers to the local contributions formed by the value-added tax and enterprise income tax paid by enterprises.


Article 21 The Municipal Innovation Commission shall be responsible for the interpretation of these measures.


Article 22 These Measures shall come into force as of the date of publication.



Detailed rules for the implementation of salary incentives for high-level talents


First, reward objects


(1) Newly introduced high-level talents


1. Full-time introduction of the city's enterprises, full-time or flexible introduction of the city's major scientific and technological innovation platform;


2. After January 1, 2021, newly imported from other places or leave Changzhou for more than 3 years before returning to Changzhou to work;


3. The total salary of the previous year reached more than 300,000 yuan (including 300,000 yuan), and signed a contract with the introducing unit or on the list, and paid social security in Changzhou according to relevant regulations (except for full-time imported talents who paid social security in Beijing, Shanghai and Shenzhen, except for "foreigners' work permit in China", except for the flexible introduction of major technological innovation platform in the city, However, it is necessary to pay personal income tax in accordance with the law).


(2) National and provincial major talent projects selected talents


1. Working full-time in the city's enterprises and major technological innovation platforms;


2. Talents selected as Class A or Class B of the National Major Talent Project are recommended by our city platform to be selected as the leading talents of Jiangsu Province's entrepreneurship and innovation team;


3. The total salary of the previous year is more than 300,000 yuan (including 300,000 yuan), and has signed a labor contract or is on the list with the introducing unit, and pays social security in Changzhou according to relevant regulations (except for full-time imported talents who pay social security in Beijing, Shanghai and Shenzhen, except for those who have a "foreigner work permit in China", but need to pay personal income tax in accordance with the law).


(3) Other high-level talents jointly identified by the Municipal Talent Office and the Municipal Innovation Office


2. Reward standards


Newly introduced high-level talents from the introduction of the next year, can declare this award. If the applicant has been working for less than 12 months in the previous year, he or she can choose to declare his or her salary in the current year, or declare it for the first time from the next year, and apply no more than 3 times within 5 years.


The selected talents of national and provincial major talent projects are not subject to the introduction time limit and the policy enjoyment period limit.


Other high-level talents jointly identified by the Municipal Talent Office and the Municipal Innovation Office may apply for this award three times in a row.


The reward standard is based on the quota of taxable wages and salaries of the individual talents declared by the unit in Changzhou. The specific classification is as follows:


The total salary is more than 300,000 yuan, not more than 420,000 yuan, and the reward is 20,000 yuan;


The total salary is more than 420,000 yuan, not more than 660,000 yuan, and the reward is 50,000 yuan;


The total salary is more than 660,000 yuan, not more than 960,000 yuan, and the reward is 80,000 yuan;


The total salary is more than 960,000 yuan, and the reward is 100,000 yuan.


Talents whose annual salary is more than 2 million yuan and listed in the Strategic Scientist list will be rewarded according to 100% of the local contribution, up to 500,000 yuan/year.


Third, the work process


(1) Application procedures


The annual declaration system is adopted, starting from June 1 each year, and the deadline is August 15. The application shall be made by the talents themselves through the "My Changzhou" APP.


Log in "My Changzhou" APP to "High-level Talent Salary Award Declaration" and submit the following materials online:


1. Real-name registration;


2. "Personal Income Tax Record" issued by the tax department;


3. Follow the prompts to fill in the declaration form, salary description, personal income tax information and third-party data inquiry authorization letter.


(2) Review and payment process


1. The human resources and Social Security Bureau of each municipality is responsible for reviewing the application materials.


2. Entrust a third-party agency to verify personal income tax data and other related materials.
