Recently, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation issued the Notice on the requirements for the formulation of the list of integrated circuit enterprises or projects and software enterprises enjoying preferential tax policies in 2023 (No. 287 of High Technology [2023], hereinafter referred to as the Notice). In order to guide enterprises in our province to apply for preferential tax policies, the relevant matters are hereby notified as follows:

First, do a good job of policy publicity

Please attach great importance to the formulation of the list of integrated circuit enterprises or projects and software enterprises that will enjoy preferential tax policies in 2023 (hereinafter referred to as the "list"), increase policy publicity, organize and guide qualified integrated circuit enterprises or projects and software enterprises in the region to prepare declaration materials, log in to the national information filling system to submit applications on time, Ensure that qualified enterprises in the region should know and report to the full.

Second, enterprise declaration requirements

According to the requirements of the Notice, if enterprises that have been included in the list in 2022 need to enjoy the preferential tax policy of the New Year (except the phased tax policy of import value-added tax), they need to declare again in 2023. Application included in the list of enterprises in the information provided by 16 April 2023 to system (https://yyglxxbs.ndrc.gov.cn/xxbs-front/) to submit application and related supporting materials (including audited accounting report). Application enterprises must prepare two copies of stamped paper materials and CD-ROM submitted to the provincial Development and Reform Commission, the provincial Department of industry and information technology to determine the acceptance unit.

3. Submission of materials and preliminary review

The Provincial Development and Reform Commission and the provincial Department of Industry and Information Technology shall, in accordance with the enterprise conditions and project standards stipulated in the "Notice", conduct preliminary verification on the enterprise declaration information and submit it to the National Development and Reform Commission and the Ministry of Industry and Information Technology. The Provincial Development and Reform Commission and the Provincial Department of Industry and Information Technology entrust the Provincial Semiconductor Industry Association and the provincial Software Industry Association to accept the application materials of integrated circuit enterprises or projects and software enterprises, respectively. Enterprises can consult the provincial semiconductor industry Association and provincial Software Industry Association for specific reporting matters.
