In order to thoroughly implement the spirit of the Party's twenty congresses and implement the decision-making and deployment of The State Council on the development of service-oriented manufacturing, according to the relevant requirements of the Guiding Opinions on Further Promoting the development of service-oriented Manufacturing (Ministry of Industry and Information Technology (2020) No. 101), the Ministry of Industry and Information Technology recently organized the fifth batch of national service-oriented manufacturing demonstration selection and the first four batches of demonstration evaluation and evaluation. Notice on the Selection and Evaluation of Service Manufacturing Demonstration in 2023 (Bureau of Industry and Information Technology Political and Legal Letter No. 42 (2023)) (see Annex 1) is hereby forwarded to you, with specific requirements as follows:

First, on the selection of national service-oriented manufacturing demonstration in 2023

(1) Declaration requirements.

All localities shall, in accordance with the application conditions and relevant requirements (see Annex 1 for details), prioritize organizations to recommend a number of advantageous enterprises and platforms with obvious results in the development of service-oriented manufacturing in their regions, and in principle, recommend them from the service-oriented manufacturing demonstration at the provincial level. According to the number of existing provincial service-oriented manufacturing demonstrations, the number of demonstration enterprises declared in each city of Nanjing, Wuxi, Suzhou and Changzhou is not more than 10, and the number of demonstration enterprises declared in each city of the remaining district cities is not more than 8. Kunshan, Taixing, Shuyang each declared the number of demonstration enterprises is not more than 3. There is no limit to the number of demonstration platforms to be declared. Districted cities with a certain work foundation and willingness may apply for demonstration cities.

Local industry and information departments should reverse the progress according to the time node, guide the enterprise to complete the registration and correctly fill in the report, strictly check the initial review, and recommend the report in accordance with the established allocation of quotas.

(2) Declaration procedures.

Please apply for the fifth batch of national service-oriented manufacturing demonstration units in the "service-oriented manufacturing public service platform" website (see Annex 1) to complete the registration and fill in the materials, the units declared in previous years use the original account to fill in the report. Demonstration city application materials shall be filled in by the Municipal Bureau of Industry and Information Technology. Please collect all kinds of declarations and accompanying materials (paper copies in 3 copies and electronic plate), fill in the declaration summary form (see Annex 2) and formal writing, submitted to the provincial Department of Industry and Information Technology production services Office before May 5, and complete the audit in the system (municipal audit account will be issued by the Ministry of Industry and Information Technology). We will organize expert review and recommend the application to the Ministry of Industry and Information Technology.

Second, on the first four batches of demonstration evaluation

Please organize the first four batches of demonstration enterprises and demonstration platforms in the region to fill in the evaluation materials on the "service-oriented manufacturing public service platform" website before May 25, and the three demonstration cities will be filled in by the Municipal Bureau of Industry and Information Technology.
