Chapter I General provisions

Article 2 High-quality smes refer to smes with strong innovation ability, focus on market segmentation and good growth in terms of products, technology, management and mode, which are composed of innovative smes, specialized and new smes and specialized and new "little giant" enterprises at three levels. Innovative small and medium-sized enterprises have higher specialization level, strong innovation ability and development potential, and are the basic force of high-quality small and medium-sized enterprises. Specialized and special new small and medium-sized enterprises to achieve professional, fine, characteristic development, strong innovation ability, good quality and efficiency, is the backbone of high-quality small and medium-sized enterprises; Specialized and special new "little giant" enterprises are located in the core field of industrial foundation, the key link of the industrial chain, outstanding innovation ability, master core technology, high market share, good quality and efficiency, and are the core strength of high-quality small and medium-sized enterprises.
Article 3 High-quality smes participating in the evaluation shall be registered in the territory of the People's Republic of China, have independent legal personality, comply with the Provisions of the Standards for the classification of Small and medium-sized enterprises, the enterprise has not been included in the abnormal business list or the list of seriously untrustworthy subjects, and the products (services) provided are not prohibited, restricted or eliminated by the State. At the same time, in the past three years, there have been no major security (including network security, data security), quality, environmental pollution and other accidents, as well as tax evasion and other violations.
Fourth high-quality smes gradient cultivation work, adhere to the integrity, accuracy, comprehensive implementation of the new development concept, adhere to the special new development direction, adhere to the combination of effective market and promising government, adhere to hierarchical classification and grading guidance, adhere to dynamic management and accurate service.
Article 5 The Ministry of Industry and Information Technology is responsible for the macro guidance, overall coordination and supervision and inspection of the gradient cultivation of high-quality small and medium-sized enterprises, promotes the introduction of relevant support policies, issues relevant evaluation and identification standards, and is responsible for the identification of specialized new "little giant" enterprises. Provinces, autonomous regions, municipalities directly under the Central Government and cities separately listed in the plan, the competent departments of small and medium-sized enterprises of Xinjiang Production and Construction Corps (hereinafter referred to as the provincial competent departments of small and medium-sized enterprises) shall formulate detailed rules in accordance with these Measures, report them to the Ministry of Industry and Information Technology for the record, and be responsible for the gradient cultivation of high-quality small and medium-sized enterprises in their own regions in accordance with the detailed rules, and be responsible for the identification of specialized and special new small and medium-sized enterprises and the evaluation of innovative small and medium-sized enterprises. Other institutions shall not carry out evaluation, identification, licensing and other activities related to innovative small and medium-sized enterprises, specialized and specialized new small and medium-sized enterprises, specialized and specialized and specialized new "little giant" enterprises.
Article 6 The competent departments of small and medium-sized enterprises at all levels shall strengthen the dynamic management of high-quality small and medium-sized enterprises and establish and improve the dynamic management mechanism of "entering and leaving". During the "14th Five-Year Plan" period, efforts were made to promote the cultivation of one million innovative small and medium-sized enterprises, 100,000 specialized and new small and medium-sized enterprises, and 10,000 specialized and new "small giant" enterprises.

The competent departments of smes at all levels should strengthen service docking and monitoring and analysis, carry out regular and irregular tracking of the operation, development trend, opinions and appeals of enterprises, as well as support policies and cultivation effects, formulate targeted policies and carry out accurate services; Further implement the requirements of "discharge control service", promote the interoperability and sharing of enterprise-related data, and reduce the burden of enterprise data filling.
Chapter II Evaluation and identification
Article 8 The evaluation and identification of high-quality small and medium-sized enterprises adhere to the principles of policy guidance, voluntary enterprise, cultivation and promotion, openness and transparency, and carry out overall planning and orderly promotion in accordance with the way of "who recommends, who checks, who reviews and who manages".
Article 9 The Ministry of Industry and Information Technology releases and timely updates the evaluation standards for innovative smes (Annex 1), the identification standards for specialized and special new smes (Annex 2) and the identification standards for specialized and special new "Little giant" enterprises (Annex 3). The "characteristic index" in the identification standard of specialized and special new smes is set and released by the provincial SME competent department in combination with the local industry situation and the actual development of smes.
Tenth innovative small and medium-sized enterprise evaluation, enterprises in accordance with the territorial principle of voluntary login to the cultivation platform to participate in the self-evaluation, provincial small and medium-sized enterprise authorities according to the evaluation standards, organize the enterprise self-evaluation information and relevant supporting materials for audit, spot checks and publicity. If there is no objection to the publicity, the provincial small and medium-sized enterprise authority shall announce it as an innovative small and medium-sized enterprise.
11th specialized special new small and medium-sized enterprises identification, by the innovative small and medium-sized enterprises in accordance with the principle of voluntary application, provincial small and medium-sized enterprise authorities according to the identification standards, the organization of enterprise application materials and relevant supporting materials for audit, spot checks and publicity. If there is no objection to the publicity, it shall be identified as a specialized and special new small and medium-sized enterprise by the provincial small and medium-sized enterprise competent department.
12th specialized special new "small giant" enterprise identification, by the specialized special new small and medium-sized enterprises in accordance with the territorial principle of voluntary application, provincial small and medium-sized enterprise authorities according to the identification standards, the enterprise application materials and relevant supporting materials for preliminary examination and spot checks, the initial examination passed to the Ministry of Industry and Information Technology recommended. The Ministry of Industry and Information Technology organizes the audit, spot check and publicity of the recommended enterprises. If there is no objection to the publicity, it will be identified by the Ministry of Industry and Information Technology as a specialized and special "little giant" enterprise. In principle, the organization of the second quarter of each year to carry out specialized and special new "small giant" enterprise identification work, the provincial small and medium-sized enterprise authorities should, according to the work requirements, coordinate the evaluation of innovative small and medium-sized enterprises, specialized and special new small and medium-sized enterprises identification and specialized and special new "small giant" enterprise recommendation work.
Chapter three dynamic management
Article 13 The validity period of the innovative smes announced by the announcement is three years, and after each expiration, the enterprises will re-log in to the cultivation platform for self-assessment, and the validity period will be extended for three years after the provincial smes competent authorities review (including spot checks). The period of validity of the identified specialized and special new small and medium-sized enterprises and specialized and special new "little giant" enterprises is three years, and after each expiration, the identified department will organize a review (including spot checks), and the validity period will be extended for three years if the review is passed.
Article 14 Within the validity period, innovative smes, specialized new smes and specialized new "small giant" enterprises shall update their corporate information through the cultivation platform before April 30 every year. Failure to update the enterprise information in a timely manner shall be disqualified for review.
15th effective period of innovative small and medium-sized enterprises, specialized new small and medium-sized enterprises and specialized new "small giant" enterprises, such as change of name, merger, reorganization, cross-provincial migration, the establishment of overseas branches and other major changes related to the evaluation and identification conditions, should be registered in the cultivation platform within 3 months after the change, fill in the major change report form. Innovative small and medium-sized enterprises and specialized new small and medium-sized enterprises that no longer meet the evaluation or identification standards shall be cancelled by the provincial small and medium-sized enterprise authorities after verification; The specialized and special new "little giant" enterprises that no longer meet the identification standards shall be verified by the provincial competent department of small and medium-sized enterprises and reported to the Ministry of Industry and Information Technology, which shall cancel the identification. For those who fail to report major changes within 3 months, the qualification for review shall be cancelled, or the announcement or recognition shall be cancelled directly.
Article 16 Within the validity period, innovative smes, specialized new smes and specialized new "little giant" enterprises, such as major security (including network security, data security), quality, environmental pollution and other accidents, or serious breach of trust, tax evasion and other violations, or are found to have data fraud and other situations, directly cancel the announcement or recognition, And not to declare again for at least three years.
Article 17 Any organization or individual may report problems in the authenticity and accuracy of information related to innovative small and medium-sized enterprises, specialized and specialized new small and medium-sized enterprises and specialized and specialized new "little giant" enterprises to the relevant small and medium-sized enterprise authorities in real name, and provide supporting materials and contact information. For the content of accepted reports, the relevant small and medium-sized enterprise competent authorities shall promptly verify to the reported enterprise, the reported enterprise fails to respond as required or verified that the enterprise has engaged in fraud, depending on the seriousness of the circumstances require the enterprise to make rectification, or directly cancel the announcement or recognition.
Chapter IV cultivation and support
Article 18 The competent department of small and medium-sized enterprises shall, according to the characteristics and needs of different development stages and different types of small and medium-sized enterprises in the region, establish a gradient cultivation system of high-quality small and medium-sized enterprises, formulate special support policies in different categories, increase services, safeguard the legitimate rights and interests of enterprises, constantly optimize the development environment of small and medium-sized enterprises, and stimulate the emergence of a large number of specialized and special new enterprises.
Article 19 The competent departments of small and medium-sized enterprises shall give play to the role of the coordination mechanism for promoting the development of small and medium-sized enterprises, strengthen the coordination of departments and the linkage between the upper and lower levels, and form a joint work force. We will make coordinated use of fiscal, taxation, finance, technology, industry, human resources, land, energy and other policy tools to continue to support the development of high-quality small and medium-sized enterprises, and improve the precision and effectiveness of our policies.
Article 20 The competent departments of small and medium-sized enterprises shall strive to build a service system in which government public services, market-based services and public welfare services are jointly promoted, and by building platforms for the docking of innovation achievements, the integration and innovation of large and medium-sized enterprises, innovation and entrepreneurship competitions, and supply and demand docking, they shall gather service resources and innovate service methods to provide full cycle, all-round and multi-level services for small and medium-sized enterprises. Through the combination of inclusive services and precision services, we strive to improve the breadth, depth, accuracy and response speed of services, and enhance the sense of enterprise gain.
21st small and medium-sized enterprise authorities and all kinds of small and medium-sized enterprise service institutions should strengthen guidance and services, promote small and medium-sized enterprises to improve corporate governance, fine management and compliance management level, prevent all kinds of risks, promote sustainable and healthy development, and effectively play the demonstration role of high-quality small and medium-sized enterprises. In the process of evaluation, identification and service, attention should be paid to the protection of enterprise trade secrets, and consent should be obtained before publicity, reporting, inspection and communication.
Chapter V Supplementary Provisions
Article 22 The Ministry of Industry and Information Technology shall be responsible for the interpretation of these measures.
Article 23 These Measures shall come into force as of August 1, 2022. Before August 1, the specialized and special new small and medium-sized enterprises that have been recognized by the provincial small and medium-sized enterprise authorities and the specialized and special new "small giant" enterprises that have been recognized by the Ministry of Industry and Information Technology will continue to be valid. The validity period (maximum no more than 3 years) will automatically become invalid after the expiration, and these measures shall be implemented during the review.
