Jiangsu is a land of fish and rice and a big agricultural province. To comprehensively promote the new practice of Chinese-style modernization in Jiangsu on the new journey, we must make unremitting efforts to solve the problems of "agriculture, rural areas" as the top priority, base on the provincial and agricultural conditions, highlight the strong comprehensive production capacity, strong scientific and technological equipment, strong industrial entities, strong functional benefits, and strong competitiveness, and take the lead in achieving breakthroughs in more fields and key links. Lead the development of agriculture and rural areas to achieve an overall leap, take the lead in promoting high-quality industrial development, realizing the leadership of agricultural high-tech, promoting the construction of high standards in rural areas, creating high-quality lives for farmers, and promoting the high-level integration of urban and rural areas, comprehensively promote rural revitalization, promote agricultural and rural modernization, and accelerate the construction of a strong agricultural province with Chinese characteristics and Jiangsu characteristics. Contribute Jiangsu to the construction of agricultural power.


 We will give priority to the development of agriculture and rural areas, integrate urban and rural development, strengthen scientific and technological innovation and institutional innovation, firmly adhere to the bottom line of ensuring stable production and supply of grain and important agricultural products, continue to consolidate and expand our achievements in poverty alleviation and prosperity, and do a solid job in rural development, rural construction, rural governance and rural reform, so as to make a good start in building a strong agricultural province. Lay a solid foundation for writing a new chapter of "strong, rich, beautiful and high" modernization of new Jiangsu on the new journey.


First, consolidate the foundation of food security in an all-round way, and firmly shoulder the responsibility of ensuring stable production and supply


1. Tighten political responsibility for food security. We will fully implement the joint responsibility of the Party and the government for food security, strictly implement the responsibility system for food security, establish and improve the mechanism for adjusting the benefits of grain production and reserves, and strengthen the assessment of grain and oil production. To ensure that the province's grain seeding area of 81.249 million mu, the total output remained basically stable, including soybean seeding area of 3.356 million mu, soybean and corn belt composite planting area of 1.1 million mu. The area of oil crops has grown to 4.632 million mu.


2. Improve the mechanism for ensuring the income of grain farmers and the mechanism for compensating major producing areas. We will formulate and improve a list of policies to support grain production, and improve policies to subsidize the expansion of rapeseed and soybean and corn combined planting. We will implement policies such as subsidies for rice, subsidies for arable land, subsidies for the purchase and application of agricultural machinery, and minimum grain purchase prices. We will encourage the introduction of old-age insurance subsidy policies for major grain-scale businesses. Strictly implement the policy of awards and subsidies for large grain-producing (oil-producing) counties, and increase the distribution of agriculture-related funds to large grain-producing (oil-producing) counties. We deepened the quality grain project. We will build 600 green, high-quality and efficient demonstration plots for grain crops and 100 oil crops, accelerate the promotion of the "integrated grain production and management mechanism," encourage multiple entities such as grain production, trading, storage and processing enterprises to enter the market, and support order production with large grain growers, family farms and farmers' cooperatives.


3. Building a diversified food supply system. Carry out the performance evaluation of the "Vegetable basket" mayor responsibility system, and improve the supply and demand adjustment, transportation and emergency support capacity of "vegetable basket" products. We will develop modern facility agriculture, accelerate the improvement of facility horticulture production, and promote the use of advanced facilities and equipment and planting patterns. Orderly progress was made in the construction of the 800,000 mu green vegetable supply base of the vegetable Basket project, and the vegetable planting area remained stable at about 21 million mu. Cultivate and expand the edible fungi and algae industry. We will continue to stabilize the basic production capacity of pigs, promote standardized ecological and healthy breeding, and stabilize the number of breeding sows at about 1.2 million and the number of large-scale pig farms at more than 5,000. Ecological and healthy aquaculture was promoted, and 602,000 mu of standardized ponds were renovated. We will carry out trials of ecological fisheries on large water surfaces in a steady and orderly manner. We will speed up the construction of Marine ranches. We will promote savings and reductions across the grain chain. We will continue to build modern grain storage infrastructure and improve the emergency grain and oil supply network. We will promote the appropriate processing of grain and oil, and promote the substitution of corn and soybean meal. We will strengthen international cooperation and exchanges in agriculture.


Implementing the strictest farmland protection system. Strictly implement the Party and government responsibilities for the protection of cultivated land, according to the objectives and tasks of cultivated land protection issued by the state, sign a new round of objectives and responsibilities for cultivated land protection step by step, and implement strict assessment, one-vote veto, and lifelong accountability. We will strengthen control over the use of cultivated land, strictly implement the priorities for the use of cultivated land, strengthen special protection of permanent basic farmland, and fully implement a system of balancing the appropriation and replenishment of cultivated land and its import and export. We will resolutely curb the "non-agricultural conversion" of cultivated land and effectively prevent "non-grain conversion". We will strengthen the monitoring and evaluation of cultivated land quality and build demonstration zones for the safe use of contaminated cultivated land. We will carry out soil surveys and surveys of reserve cultivated land resources such as saline-alkali land.


5. Strengthening the development of high-standard farmland. We built 1.2 million mu of high-standard farmland, upgraded and built 2.07 million mu of high-standard farmland, and developed 160,000 mu of high-efficiency water-saving irrigation. Focusing on the new round of national action to increase grain production capacity by 500 million tons, we will accelerate the transformation and upgrading of high-standard farmland that has been built, and gradually turn all permanent basic farmland into high-standard farmland. We will carry out pilot projects to develop high-standard farmland throughout the region, and promote the integration of quantity, quality, and ecology. If the occupation of farmland approved by law involves high-standard farmland, it shall be supplemented in a timely manner to ensure that the quantity and quality of high-standard farmland are not reduced. The people's government at or above the county level shall arrange a certain amount of project management and protection funds every year, establish and improve the project management and protection mechanism, and consolidate the responsibility of township territorial management and protection.


6. Strengthening irrigation and water conservancy projects. We will speed up the construction of key drainage projects in key plains and depressions in the Huaihe River basin, strengthen the management of small and medium-sized rivers, and improve regional drainage capacity. We will make scientific plans for the development of farmland irrigation, continue to modernize large and medium-sized irrigation areas, and coordinate the construction of key projects in irrigation areas and high-standard farmland and field projects. We will carry out the treatment of large and medium-sized dangerous sluice pumping stations and key pond DAMS in hilly and mountainous areas, and give full play to the benefits of the project. We will strengthen precise flood and drought scheduling and water use management, improve rural flood prevention and drought resistance, and ensure that farmland can be irrigated and discharged, and that crops can be harvested in drought and flood.


7. Strengthening agricultural disaster prevention and reduction capacity. We will strengthen meteorological disaster monitoring and early warning, and build and improve meteorological disaster monitoring and defense systems in agriculture and rural areas. Improve the standardized business process of agricultural meteorological services, and form "a network" of basic data and "a map" of basic products of meteorological services for agriculture in the province. We will strengthen early warning of disaster prevention and mitigation in Marine fisheries, and start planning for meteorological radar stations at sea. We will strengthen monitoring and early warning of crop disease and pest outbreaks, promote comprehensive control of rice, wheat, field and grass damage, and improve the prevention and control system for major animal diseases.


Second, strengthen the support for scientific and technological innovation, and accelerate the improvement of the level of agricultural material and technical equipment


8. Tackling key agricultural core technologies To solve the pain points of industrial development, core technology points and institutional difficulties as research goals, organize the implementation of a number of key core technology joint research projects. Support qualified enterprises to undertake major national and provincial agricultural science and technology projects, and establish and implement 80 provincial key research and development plans (modern agriculture) projects. High-quality construction of Nanjing national agricultural high District, agricultural innovation center, coordinated promotion of agricultural science and technology modernization of the first county, all kinds of agricultural science and innovation park construction. Actively bid for the China Agricultural high-tech Fair.


(9) Further promote the revitalization of the seed industry. Promote the construction of provincial comprehensive gene bank of agricultural germplasm resources, livestock, poultry, Yangtze River characteristic fishery, river crab, economic red algae and other germplasm resources conservation and innovative utilization centers. We will continue to implement the project to revitalize the seed industry and carry out technical cooperation on major varieties in the seed industry. 15 projects have been launched to tackle key technologies of provenance, and 60 new varieties of major crops have been cultivated. Promote the construction of commercial breeding innovation centers with enterprises as the main body. We will strengthen the construction of superior seed breeding bases, and build a number of large-scale seed and seedling breeding and supply centers and seed industry parks. To support the establishment of national key laboratories for the innovative utilization of crop genetics and germplasm, food science and resource mining, meat quality control and new resource creation. 10. Promoting the full mechanization of agricultural production and the intelligent greening of agricultural machinery and equipment. A total of 10 provincial demonstration counties were set up to demonstrate the full mechanization of agricultural production. Accelerate the research and development of the first (set) agricultural machinery and equipment to fill the gaps in China, and increase the promotion and application. We will vigorously promote the application of "mechanized" facilities in farmland construction, agricultural parks and facility agriculture, and improve the mechanization level of rapeseed, soybean and corn belt composite planting. Green and low-carbon equipment and technologies such as simultaneous sowing of seed fertilizer, lateral deep fertilization, and machine seedling transplanting have been promoted and applied, and the ecological plowing deep-turning operation area has been expanded to 2 million mu. To explore the remanufacturing technology and application of agricultural machinery and equipment, and build a pilot area for the popularization and application of agricultural machinery. Accelerate the construction of "machine Huilai" agricultural mechanization application and management platform, and build intelligent agricultural machinery application scenarios and whole-process mechanization demonstration bases (parks).


11. Accelerating digitalization in agriculture and rural areas. We will promote the deep integration of information technologies such as the Internet of Things, big data, cloud computing, and artificial intelligence with the entire agricultural industry chain. We will build a number of smart agricultural parks, digital farms (ranches and fisheries), and pilot counties for digitization of distinctive industrial chains at a high level, and build 30 provincial-level rural bases for digital agriculture. Improve the agricultural and rural big data system, improve the "Sunong Cloud" platform, start the construction of the "Suxiang Cloud" digital platform, and establish a new mechanism for the opening, sharing and application of data resources. Relying on various service sites in rural areas, we will build an "Internet + rural comprehensive service network" to speed up the extension of information services to villages and accurately reach households.


Third, accelerate the construction of the whole agricultural industry chain, and actively expand the development space of rural industries


(12) Promoting the upgrading of the whole industrial chain in rural areas. Relying on local resources and industrial base, develop characteristic industries and do a good job in "local specialties". Create "one village, one product" and "one town, one industry" to promote the deep integration of industrial villages and towns. We will accelerate the cultivation of provincial-level key chains of high-quality grain and oil, large-scale livestock and poultry, specialty aquatic products, green fruits and vegetables, and a number of municipal and county specialty chains. Actively support and guide leading enterprises to play a good role in the demonstration of "chain master". Guide leading enterprises to rationally layout the industrial chain, sink to the producing area, and gather in the concentrated area of agricultural product processing. We will encourage the development of new food processing industries such as prepared vegetables. We will implement the scientific and technological support plan for revitalizing rural industries. Create a leisure agriculture boutique area, carry out the "Su Yun Xiang" series of promotion. We will promote the construction of key villages and towns for rural tourism and hold provincial rural tourism festivals well. We will promote the integrated development of primary, secondary and tertiary industries in rural areas and enrich the rural economy. In-depth implementation of the "number of commercial agriculture" and "Internet +" agricultural products out of the village into the city project, actively develop e-commerce, direct sales, cold chain distribution, community purchase and other forms of business, promote agricultural products "fresh e-commerce + cold chain home distribution" model.


(13) Prosperity and development of county industries to enrich the people. We will improve the spatial layout of county and rural industries, support the concentration of industries into industrial parks, support the layout of related industries and supporting enterprises around key towns and cities, and support the layout of central kitchens, staple food processing, snack food and other industries around the suburbs. We will promote the construction of county-level commercial systems, improve county-level commercial facilities, enhance the service functions of township business centers and agricultural trade markets, and promote urban and rural economic circulation. We reformed and upgraded 100 community-level supply and marketing cooperatives. We will promote the construction of cold chain logistics for storage and preservation of agricultural products in production areas for three years, and build 200 cold storage and preservation facilities in production areas throughout the year.


14. Strengthen brand building of agricultural quality. Promote the supervision of large-scale entities entering the network, strengthen risk monitoring and early warning and the special management of key varieties of "controlling illegal substances, controlling drug residues, and promoting improvement", and build key laboratories for regional risk screening. Implement the four major actions of "three products and one standard" for agricultural products, support large-scale entities to use edible agricultural products to commit to reaching standards and certificates, and establish 1,500 service sites to provide farmers with self-service fast inspection and self-service card opening services. We strengthened the construction of green and high-quality agricultural products bases and geographical indication agricultural products protection projects, and the proportion of green and high-quality agricultural products reached 71%. 60 agricultural brands were selected to be included in the "Jiangsu Quality" cultivation program. Continue to promote the "water rhyme Sumi" brand and "taste rice town" construction.


15. Promoting green agricultural development We will consolidate the effect of the ban on fishing in the Yangtze River and continue to ensure the resettlement of fishermen who have returned from fishing. We will implement the reduction of chemical pesticides and fertilizers. We will carry out trials of real-name purchases of chemical fertilizers and pesticides and use of quotas. We will continue to strengthen the supervision of the whole pesticide industry chain and accelerate the development of the biopesticide industry. Promoting the collection and distribution of chemical fertilizers and pesticides and the recycling, harmless treatment and resource utilization of agricultural packaging waste, the collection and distribution area of fertilizer and medicine has reached 8.5 million mu, and the recovery rate of waste agricultural film has exceeded 89%. We will improve the system of fallow crop rotation. We will vigorously promote the utilization of livestock and poultry waste as resources, build 16 pilot counties for green farming and recycling agriculture, and promote the recycling of farming and breeding and the integration of agriculture and animal husbandry. We will strengthen the management of farmland drainage. We will promote the development of national pilot zones for green agricultural development. We will strengthen the protection of biological diversity and prevent the encroachment of harmful alien species. Afforestation of 200,000 mu has been completed. The protection rate of natural wetlands has reached 65%. Soil erosion has been brought under control over 200 square kilometers of land, and 40 provincial-level ecologically clean small river basins have been built.


16. Accelerating the development of modern rural service industries. We will vigorously develop producer services such as agricultural supplies distribution, agricultural machinery operations, unified prevention and control, disease prevention and control, fertilizer and water management, market information, warehousing and logistics, improve production service standards and norms that meet local conditions, and encourage all types of entities to build a "one-stop" comprehensive platform for regional agricultural production services. We will accelerate the development of lifestyle service industries such as facility management and care, rural elderly care, rural catering and shopping, sports and fitness, tourism and leisure, and domestic service, promote the extension of urban lifestyle service industries to rural areas, and actively expand new service forms such as customized services, experience services, smart services, sharing services, and green services.


Fourth, deepen the help to enrich the people and strengthen the village, and promote farmers' income and prosperity through multiple channels


17. Continue to consolidate and expand the achievements made in poverty alleviation and building a moderately prosperous society. We will carry out actions to enrich the people and strengthen the villages, and deepen the implementation of all cohesion policies. We will improve the stratified and classified social assistance system for low-income rural residents, and ensure that assistance policies during the transition period are stable and orderly. We will keep the amount and benefits of microcredit to prevent people from returning to poverty stable. We will strengthen assistance in key areas, increase support for connecting fund projects, give full play to the role of the "five-party linkage" mechanism, the provincial Party Committee in the county (district) assistance task force, and the regional joint meeting system, and do a good job in promoting social assistance such as consumption assistance, and stimulate internal development momentum. We will promote the experience of helping old revolutionary base areas such as Huangqiao, Maoshan, Liulaozhuang, Huanghuatang and Guocun, and support the development of relatively weak towns and villages in the 29 old revolutionary base areas to promote common prosperity. High-quality construction of the Yellow River's old ecological prosperity corridor.


18. We will expand channels for farmers to increase their incomes and become richer. We will actively promote a new type of industrialization and urbanization, and use industry to supplement agriculture and urban areas to develop rural areas. We will support new types of agricultural operators in establishing mechanisms to link interests with farmers, foster and strengthen agricultural industrialization consortia led by leading agricultural enterprises, followed up by farmers' cooperatives and family farms, and participated by farmers, so as to encourage small-scale farmers to operate cooperatively and increase their incomes together. We will support rural entrepreneurship and innovation, and strengthen the development of returnee business parks and training bases for rural business incubation. We will strengthen the integrated application of the fruits of rural reform and allow farmers to share more of the dividends of reform.


19. Supporting farmers in securing jobs. We made innovations in implementing policies to help stabilize economic growth and promote full employment for migrant workers who have returned to their hometowns and for new members of the rural labor force. We will launch a three-year action plan to optimize and improve standardized "doorstep" employment service stations, and optimize and improve 300 service stations this year. We will protect the employment rights and interests of overage migrant workers. In view of industries with prominent employment conflicts such as intelligent manufacturing and health care, we will highlight new business forms such as online contract distribution and live broadcast sales, strengthen the supply of high-quality skills training resources, and increase the number of migrant workers who can transfer jobs
