In order to implement the deployment requirements of the "14th Five-Year Plan for Industrial Green Development in Jiangsu Province" and the "Implementation Plan for Carbon Peaking in Industrial Fields and Key Industries in Jiangsu Province", continue to improve the green manufacturing system, promote industrial green development, and help industrial carbon peaking carbon neutrality, we are organizing the 2023 provincial green factory and green industrial park list recommendation work. Notice of relevant matters is as follows:

1. Basic conditions

2023 provincial green factory, green industrial park list selection work in accordance with the "Notice on the issuance of Jiangsu Province green manufacturing system construction implementation plan" (Su Jingxin Energy saving (2016) No. 725) clear recommendation procedures, in accordance with the "best of the best, rather than more" principle, to organize the declaration.

Encourage all localities to establish and improve the benchmarking mechanism for green manufacturing in their own regions, publish the municipal green manufacturing list, and give priority to the enterprises and industrial parks included in the list.

In the past three years, the following circumstances shall not be declared green manufacturing list:

(1) failure to operate and produce normally;

(2) The occurrence of large and above security (including network security, data security), quality, environmental pollution and other violations of the law and regulations such as tax evasion;

③ Dynamically adjusted out of the green manufacturing list;

(4) Serious problems are found in the supervision of relevant departments at or above the provincial level;

(5) Being included in the list of industrial energy conservation supervision and rectification and failing to complete the rectification as required;

⑥ Listed as a person subject to enforcement for breach of trust.

[Green Factory]

Each district city shall, according to the characteristics of the industrial structure of the region, select enterprises with good work foundation and strong representation to declare. The applicant shall be an enterprise registered with the provincial administration of industry and commerce, engaged in production and operation and with independent legal personality, with good production and operation conditions and annual sales revenue of more than 200 million yuan. Evaluation Please refer to the relevant requirements of the "Notice on the issuance of Jiangsu Province green Manufacturing system construction implementation plan" in the preparation of the "Jiangsu Province Green Factory Evaluation Report" (Annex 1), has been released green factory evaluation industry standards (can log in to the Ministry of Industry and Information Technology Department of Energy Conservation and comprehensive utilization website to see), need to be evaluated in accordance with industry standards requirements.

[Green Industrial Park]

All regions shall organize industrial parks with good industrial foundation, perfect infrastructure and high level of green manufacturing to declare. The recommended green industrial park should be a provincial or above industrial park with product manufacturing as its main function, industrial added value accounting for more than 50%, enterprises in the green manufacturing list at or above the provincial level in the park accounting for more than 5%, with legal boundaries and scope, with a unified management organization, and under the premise of meeting all the basic conditions, the green index of the park should be above 80 points (inclusive). For the application of green industrial parks, please refer to the relevant requirements in the Notice on Issuing the Implementation Plan for the Construction of Green Manufacturing System in Jiangsu Province to prepare the Evaluation Report of Green Industrial Parks in Jiangsu Province (Annex 2). From 2023 onwards, the recommended national green industrial park will be generated from the provincial-level recognized green industrial park.

2. Recommended procedures

1- Organizational evaluation. Enterprises and industrial parks that meet the basic conditions and voluntarily declare shall be evaluated against the General Rules for the Evaluation of Green Factories (GB/T36132-2018), the industry standards for the evaluation of green factories issued by the Ministry of Industry and Information Technology, and the Notice on the issuance of the Implementation Plan for the Construction of Green Manufacturing System in Jiangsu Province, etc., and the standardized evaluation report shall be formed (Annexes 1 and 2).

2- First review recommendation. Enterprises and industrial parks that pass the evaluation shall submit the evaluation report to the local industry and information technology department. The municipal Bureau of Industry and Information Technology of each district shall conduct preliminary examination of the application materials and green manufacturing conditions submitted by enterprises and industrial parks, and those that meet the conditions shall be formally recommended to the provincial Department of Industry and Information Technology.

3- Review confirmation. After receiving the recommended materials from each district city, the provincial Department of Industry and Information Technology will carry out the review according to the procedure, and the enterprises and industrial parks that have passed the review will be publicized on the official website of the Provincial Department of Industry and Information Technology for 5 working days. The enterprises and industrial parks that have no objection are included in the list of the fourth batch of green factories and the first batch of green industrial parks in Jiangsu Province.

3. Job requirements

1. All localities should combine the characteristics of their regional industrial structure, and the recommendations of green factories should be generated from the list of 2023 green factory creation and cultivation plan, select leading backbone enterprises with strong industry representation and good green manufacturing foundation or small and medium-sized enterprises with strong professionalism, distinctive characteristics and high innovation, and highlight the advancement of key green indicators according to the characteristics of the industry. Guide enterprises to carry out evaluation in accordance with relevant requirements, prepare evaluation reports, and effectively strengthen the check of evaluation results and certification materials of enterprises to declare.

2. All localities shall strictly recommend the quality and the best, and submit the evaluation report of green factories and industrial parks (Annexes 1 and 2) and the summary table of recommendations of green factories and industrial parks (Annexes 3 and 4) to the Provincial Department of Industry and Information Technology together with the application materials (in one copy and in electronic version at the same time) before July 31, 2023.

3. All regions should effectively strengthen the tracking guidance and dynamic management of enterprises and industrial parks in the green manufacturing list, establish a regular reporting mechanism for key indicators of green manufacturing level, organize enterprises and industrial parks in the green manufacturing list to fill in the green manufacturing dynamic management table, and review the key indicators specified in the dynamic management table. For the key indicators of green manufacturing level do not meet the requirements of green manufacturing evaluation, on-site evaluation should be organized, and dynamic adjustment opinions should be submitted to the provincial Department of Industry and Information Technology. Please submit the electronic version of the seventh batch of national green manufacturing list and the first three batch of provincial green factory list dynamic management table to the Ministry of Industry and Information Technology (Energy Conservation and Comprehensive Utilization Department) through the Industrial energy conservation and green development management platform before April 30, 2023.
