The "2023" Hua Luo Geng Cup "Changzhou Innovation and Entrepreneurship Competition Work Plan" (hereinafter referred to as the "competition plan") is issued to you, and the relevant matters are notified as follows:

1. Changzhou Innovation Commission Office is specifically responsible for organizing relevant units and institutions to jointly carry out the work of this competition. 2023 "Hualugeng Cup" Changzhou Innovation and Entrepreneurship Competition is connected with China Innovation and Entrepreneurship Competition and "Entrepreneurship Jiangsu" Technology and Entrepreneurship Competition, and the event arrangement and time node are coordinated. Each municipality and district shall, in accordance with the specific work requirements and time schedule specified in the competition plan, earnestly implement various tasks and ensure that the organization of the event in its jurisdiction is completed on schedule.

2. Municipal and district science and Technology bureaus and Changzhou Economic and Development Zone Science and Technology Finance Bureau are invited to organize qualified teams and enterprises within the region to participate in the competition. High-tech zones, science and technology industrial parks, science and technology business incubators, university science and technology parks and other technology innovation and entrepreneurship carriers actively cooperate with municipal and district science and technology bureaus and Changzhou Economic and Development Zone Science and Technology Finance Bureau to assist in organizing the competition.

All relevant units and institutions actively organize and recommend domestic and foreign innovation and entrepreneurship teams and enterprises that are planned to be introduced in this field and have settled down to participate in the competition. Each municipality, district and Changzhou Economic and Development Zone should focus on recommending teams and enterprises that have undertaken major national and provincial science and technology plans, major national talent engineering plans, and are representative in the region.

We encourage international cooperation industrial parks and technology transfer institutions such as China, Israel and Germany to actively organize outstanding overseas entrepreneurial teams to register for the competition.

3. All organizational units and institutions shall provide support measures such as science park incubation, entrepreneurship counseling, investment and financing docking for the high-quality projects participating in the competition, and actively cooperate with the local publicity work and follow-up tracking services of the competition in accordance with the unified deployment.

4. The competition will be held in accordance with strategic emerging industries such as new generation information technology, biomedicine, high-end equipment manufacturing, new materials, new energy, new energy vehicles, energy conservation and environmental protection.

5. The competition will not charge any fees, participants will pay for accommodation, transportation and other expenses.
