Notice on organizing the declaration of "Jiangsu Boutique" in 2023

In order to thoroughly implement the decision-making and deployment of the provincial Party Committee and provincial government on brand construction, fully implement the requirements for the construction of a high-quality province, increase the cultivation of the "Jiangsu quality" brand, and continue to build the "Jiangsu quality" brand, the declaration of "Jiangsu Quality" in 2023 is hereby notified as follows:


First, the basic conditions for the declaration of "Jiangsu boutique"

In accordance with the goals and requirements of "leading the country and first-class the world", focusing on the implementation of the rural revitalization strategy, the construction of a high-quality province, and the innovation and development of the service industry, Focusing on the "531" industrial chain and five internationally competitive strategic emerging industrial clusters with distinctive industrial characteristics and outstanding leading advantages, 10 domestic leading strategic emerging industrial clusters and 10 future industrial clusters leading breakthroughs and other cluster systems, To the industry leading enterprises, provincial (including) above specialized special new small giant enterprises, manufacturing individual champion enterprises as the main body to focus on cultivation.


(1) Organizing recommendations

The office of the Quality Development Committee (quality strong city leading group) and the market Supervision Bureau shall recommend the core advantages of the enterprise when organizing the declaration, and the products declared by the enterprise must express the implementation standards, and ensure the continuous production and sales of the declared products in 2023. For the enterprises that have been included in the key cultivation list of "Jiangsu high-quality products" in 2022, but are not in the announcement list, all localities will combine relevant factors such as enterprise certification intentions and certification conditions, and improve the declaration materials against the matters that do not meet the conditions. In addition to meeting the relevant conditions for recommended selection, the key cultivation enterprises of "Jiangsu Quality" must also meet the following requirements:


1. Agriculture

The reporting units should be agricultural leading enterprises, agricultural professional cooperatives, etc., among which standardization pilot units above the provincial level and agricultural technology extension units are preferentially recommended. Established according to law and operated normally for more than 3 years.

(1) Have good agricultural infrastructure, agricultural technology extension and comprehensive service capabilities.

(2) Reach the scale required by its sub-industry, planting and forestry require a contiguous area of more than 1,000 mu, aquaculture requires annual raising of 1000 large livestock, 10,000 pigs and sheep, poultry more than 100,000 feathers, fishery aquaculture water body of 300 mu, factory production output of more than 500 tons.

(3) With a certain economic scale and better economic benefits, leading agricultural enterprises declare sales of more than 50 million yuan in 2022, and farmers' professional cooperatives have sales of more than 10 million yuan. For enterprises whose declared products are geographical indication products, the sales threshold can be appropriately lowered, and supporting materials such as geographical indications can be provided.


2. Manufacturing

The applicant should be a leading enterprise in the industry, a provincial (including) specialized new small giant enterprise, a single champion enterprise in the manufacturing industry, etc., registered in the province and have a fixed production site, mass production for more than 3 years.

(1) The enterprise has a certain economic scale and better economic benefits, and the sales volume of consumer products reaches more than 200 million yuan in 2022, and the sales volume of means of production products reaches more than 300 million yuan; For the international leading production technology or process, good industrial chain extension of specialized special new small giant enterprises, subdivision industry market share in the forefront of the country's manufacturing individual champions, can be appropriate to reduce the sales threshold, while providing supporting materials.

(2) Corporate profits and taxes in the province leading similar enterprises, profits and taxes in the past two years to maintain positive growth.

(3) Enterprises that have led or participated in the revision of national standards, industry standards and international standards are preferred.


3. Service Industry

The applicant shall be a service enterprise or a regional comprehensive service institution, established according to law and operated normally for more than 3 years.

(1) The service can reflect the characteristics of the industry and has an obvious demonstration and driving role.

(2) The comprehensive competitive strength of the enterprise is in a leading position in the same industry in the province, and the market share and economic benefit rank in the forefront of the same industry in our province, with good development potential.

(3) The initial establishment of a modern service industry standard system can promote the extension of producer services to specialization and the high-end of the value chain, and promote the improvement of life services to facilitation, refinement and quality.

(2) Conducting selection

On the basis of the recommended list of each district city, the office of the Provincial Quality Development Committee will organize experts to compare and demonstrate the standards, quality, technology and other aspects of all recommended products or services, and propose a list of key cultivation enterprises of "Jiangsu Quality" in 2023. For the qualified enterprises not recommended by each district city, the relevant member units can supplement the recommendation.


Second, "Jiangsu quality" standard evaluation requirements

(1) Classification calibration. According to the status quo and trend of brand development in our province, the national standards and industry standards that have been issued by the state and are suitable for certification can be directly adopted. When each district or city organizes the recommendation, the reporting enterprise must provide a clear implementation standard of the product (service), and refine the "main key performance comparison table" of the implementation standard and the current national standard and industry standard. For products (services) that lack national standards, according to the needs of the work and the actual situation, the corresponding standards can be formulated as the basis for the certification of "Jiangsu quality".

(2) Standard evaluation. Entrust professional standardization research institutions to evaluate the advanced nature of standards of key cultivation enterprises of "Jiangsu quality"; Emphasis is placed on the legitimacy, compliance and advancement of the evaluation standards. Through evaluation, find out the "first" and "only" in various industries, and lead the brand promotion of "Jiangsu Boutique" with high standards.

(3) Standard supervision. The Standardization Management Office of the Provincial Bureau is responsible for the supervision of the enterprise standards disclosed by self-declaration, and guides the evaluation of the advanced nature of standards carried out by standardization research institutions.


Third, "Jiangsu quality" certification requirements

(1) The secretariat of the "Jiangsu Quality" International Certification Alliance is determined by the Office of the Provincial Quality Development Committee according to the needs of the work, and is responsible for coordinating and managing the member institutions of the alliance to carry out the "Jiangsu Quality" certification.

(2) The certification body of the Alliance will implement dynamic management according to the certification needs of "Jiangsu quality", and the secretariat of the Alliance shall strengthen the daily work management, regularly report the quality and quantity of the certification body, timely supplement the corresponding certification body, and advance the inferior. The alliance should widely absorb more international and domestic authoritative certification bodies, and continuously improve the authority and influence of certification.

(3) When carrying out the certification, the enterprise can choose the certification body of the alliance to carry out the certification, or the secretariat of the certification alliance can arrange the corresponding certification body to be responsible for the certification. After the end of the certification, the certification body shall report the certification results to the CNCA within 7 working days, and feedback the certification results to the certification Alliance secretariat as required.

(4) The certification alliance submits the "Jiangsu Quality" certification work report to the Provincial Quality Development Committee Office before the end of December each year, and actively accepts supervision and guidance.

(5) Product certification is only the evaluation means of "Jiangsu quality" brand construction, not the ultimate goal, "Jiangsu quality" certification certificate is valid for three years. The members of the certification alliance shall carry out the corresponding certification work in strict accordance with the "Certification and Accreditation Regulations of the People's Republic of China" and the requirements of the latest documents of the certification Alliance, and shall not bundle other businesses, paid consulting and other behaviors that increase the cost of enterprise certification.

(6) The Certification supervision Department of the Provincial Bureau is responsible for the supervision of "Jiangsu quality" certification activities, and finds that the certification body has violated the provisions of the "Certification and Accreditation Regulations of the People's Republic of China" and the "Management Measures for Certification bodies" and other laws, regulations and rules, and will be dealt with according to law.


Fourth, increase the "Jiangsu boutique" brand publicity

(1) All member units, relevant departments and institutions should strengthen policy interpretation and policy publicity, increase guidance and cultivation efforts in various industries and fields, strengthen the work foundation of striving for "Jiangsu quality", enrich brand connotation, and enhance brand value. Strengthen propaganda training, summarize and promote experience, and lead more excellent enterprises to enter the ranks of "Jiangsu quality" through certification.

(2) Each district city should strengthen the overall coordination and organizational leadership of the brand work, clear goals, and strengthen responsibility. It is necessary to make full use of the "one-stop" service platform of quality infrastructure to provide brand cultivation, guidance and publicity services for enterprises, industries, regions, especially small and medium-sized enterprises, release the synergy efficiency of quality infrastructure, and support the whole process and all-round brand service needs.

(3) For enterprises that have obtained the "Jiangsu Quality" certification, it is necessary to deeply dig and interpret a number of successful cases, play a typical demonstration and leading role, coordinate the forces of all parties, carry out a series of publicity and promotion activities, widely publicize the implementation effect of "Jiangsu quality" brand construction in improving the quality level and promoting high-quality development, and tell a good Jiangsu quality brand story. Expand Jiangsu brand awareness and influence.


5. Other relevant requirements

(1) The office of the Quality Development Committee of the districted city (quality strong City leading Group) and the market Supervision Bureau should strictly check, evaluate and demonstrate the products (services) of the declared enterprises, and strictly screen to ensure that all materials meet the requirements, and after integrating the opinions of the relevant members of the Quality Development Committee of the districted city (quality strong City leading Group), Unified submission of all unit declaration materials and electronic materials.

(2) The office of the Quality Development Committee of each district city (leading group of a strong quality city) and the market supervision Bureau should do a good job of publicity and training in the declaration stage, organize key enterprises to carry out training in the declaration of Jiangsu high-quality products, and focus on explaining the preparation of materials, standard comparison, certification process, charging situation, and the effectiveness of certification results.

(3) After the standard advanced nature evaluation and certification evaluation of the declared "Jiangsu quality", the provincial Quality Development Committee office will carry out a comprehensive review, conduct credit consultation and solicit opinions on the proposed certified enterprises, form comprehensive evaluation opinions, and determine the proposed list of certified enterprises of "Jiangsu quality" certification.
