First, support key points

In 2023, Changzhou's leading innovative talents (team) introduction and cultivation project (enterprise innovation category) connects with the provincial "Double innovation Plan", aiming to play the main role of enterprises in introducing and cultivating innovative talents, focusing on new energy technology, rail transit, robotics, aerospace equipment, new materials, energy conservation and environmental protection, biomedics and medical devices and other industrial fields. Guide enterprises to introduce and cultivate high-level innovative talents and innovation teams through the implementation of industry-university-research cooperation, achievement transformation and industrialization projects, and innovation platform construction, so as to promote the improvement of technological progress and independent innovation ability of enterprises.

2. Types and conditions of declaration

(1) Categories of declaration

Changzhou leading innovative talents (team) introduction and cultivation project is divided into A, B, C, D, E five categories. Among them, class A is enterprise innovation (focus), Class B is enterprise innovation (surface), Class C is public institution innovation, class D is basic research innovation, and class E is team. This batch only accepts enterprise innovation projects, i.e., Category A and B. Category C, D and E projects will be announced separately.

(2) Declaration conditions

1. Category A declaration conditions

(1) The reporting unit shall be an independent legal person enterprise registered in the city, in line with the development direction of the city's ten key industry chain and high-tech industry, and complete the relevant procedures of industrial and commercial, tax and social security registration before the declaration year, and have more than 2 non-shareholders (except full-time employees equity incentive) employees pay social insurance premiums;

(2) Innovative talents are imported from outside the province or overseas, generally with a doctor's degree;

(3) More than 4 years (more than 1 year with a doctoral degree) in domestic and foreign well-known enterprises, universities, research institutions and related institutions engaged in research and development or management and other positions, and achieved outstanding performance;

(4) The applicant should come to work in Suzhou after January 1, 2021;

(5) Master the core technology with independent intellectual property rights, the technical level has reached the domestic leading or international advanced, or has served as the core work of research and development in well-known enterprises at home and abroad, outstanding work performance, and great influence in the industry;

(6) The applicant must be a full-time introduction to the applicant, mainly engaged in scientific research or research related work, after the introduction of the introduction of more than 3 years of continuous service for the introduction of the unit;

(7) Starting from the month after working for the reporting unit, the reporting unit shall pay no less than 30,000 yuan per month, subject to the personal income tax payment certificate withheld by the reporting unit.

2. Category B declaration conditions

(1) The reporting unit shall be an independent legal person enterprise registered in the city, in line with the development direction of the city's ten key industry chain and high-tech industry, and complete the relevant procedures of industrial and commercial, tax and social security registration before the declaration year, and have more than 2 non-shareholders (except full-time employees equity incentive) employees pay social insurance premiums;

(2) Innovative talents are imported from outside the province or overseas, generally with a doctor's degree;

(3) More than 4 years (more than 1 year with a doctoral degree) in domestic and foreign well-known enterprises, universities, research institutions and related institutions engaged in research and development or management and other positions, and achieved outstanding performance;

(4) The applicant should come to work in Suzhou after January 1, 2021;

(5) Possess core technological achievements with clear property rights that can promote independent innovation and technological upgrading of enterprises, or hold middle or senior positions in well-known enterprises at home and abroad, with outstanding work performance and certain influence in the industry;

(6) Give priority to talents introduced by the reporting enterprises on a full-time basis. For non-full-time introduction, a certificate issued by the dispatched unit or the personnel department of the dispatched unit that he has worked in the introduced unit for at least 3 years shall be provided;

(7) Starting from the month after working for the reporting unit, the reporting unit shall pay no less than 10,000 yuan per month, subject to the personal income tax payment certificate withheld by the reporting unit.

3. Support methods

Changzhou leading innovative talents (team) introduction and cultivation of funding project A, B pre-adoption funding. Priority support: full-time introduction of talents, overseas high-level talents, high-salary talents hired by enterprises, and talents who have capital investment and shares.

For the projects selected as the leader innovative talent (team) category A, the grant is not less than 500,000 yuan, and for the projects selected as the B category, the grant is not less than 300,000 yuan.

Encourage all municipalities to provide corresponding financial support for projects.

The selected projects are recommended to apply for "national" and "provincial" talent plans.

4. Relevant requirements

1. The application project implementation plan must be scientific and reasonable and clear in content, mature in technical route, specific in expected goals, and reasonable in budget. The team members have a reasonable structure.

2. The project implementation period is in principle 2 years. In the process of project implementation, the municipal Science and Technology Bureau tracked the implementation of the project, and the urban areas under the jurisdiction urged the project undertaking units to implement the project plan seriously; After the completion of the project, the municipal science and Technology Bureau entrusted specialized agencies to implement centralized acceptance.

3. The applicant chooses the declaration type independently. Those who declare category A without approval will be automatically adjusted to Category B selection.

4. Those who have received the support of the city's "Dragon City Talent Program" are not allowed to declare again.

5. Projects led by leading innovative talents that have received financial support from municipal science and technology plan projects shall not be declared again.

5. Declaration procedures

(1) Declaration method

Adopt a combination of online declaration and written declaration to ensure the consistency of written materials and online materials.

(2) Online declaration

By changzhou city science and technology web site (http://kjj.changzhou.gov.cn/), click on the "technology service hall" "enterprises entry", click "new science and technology management integrated services platform" (hereinafter referred to as the municipal science and technology service platform), registered after logging in to fill out and upload material.

Among them: the project information form needs to be filled in online in the user platform of enterprises and institutions; Please download the text of the project design specification in the attachment and upload it to the municipal science and technology service platform after completion; Please scan or take pictures of relevant attachments and upload them to the municipal science and technology service platform.

The project application materials are confirmed and submitted by the competent department online, and shall not be returned for resubmission. Please fill in the declaration carefully, and please check the competent departments carefully.

(3) Written materials

1. Project information form, summary of task book, basic information form of project leader and enterprise science and technology development report (fill in online in the municipal science and technology service platform), design task book and its remaining requirements annex.

2. The application project shall be reviewed and approved by the competent department online, and the written materials with watermarks shall be generated and printed on the municipal science and technology service platform. The paper materials shall be in five copies.

3. The competent departments are responsible for the formal review of the paper materials, and the original materials of the attachments are reviewed, and uniformly submitted to the municipal Science and Technology Resources coordination Service Center (Room 909, Jingu Building, Guanghua Street, City).
