2. Guide direction and support method

(A) The direction of the guide

The Municipal Key Research and Development Plan (Industrial Foresight and Key core Technology) focuses on the support direction of the "2023 Municipal Key Research and Development Plan (Industrial Foresight and Key core technology) Project Guide" (Annex 3), and supports enterprises to carry out industrial foresight technology research and development and key core technology research in accordance with the principle of competition.

(2) Support methods

The project guide is divided into four topics: new energy, digital technology, high-end equipment and new materials. Among them, the industry foresight technology research and development projects are organized around the corresponding guide directions under each topic (guide codes are 9111-9133, 9211-9241, 9311-9333, 9411-9423), and the maximum funding of a single project is 1 million yuan; Key core technology research projects are organized around the corresponding guideline directions (guideline codes are 9141-9153, 9251-9262, 9341-9384, 9431-9442), and the maximum funding for a single project is 500,000 yuan.

The project will be supported by pre-funding, that is, the Municipal Science and Technology Bureau will organize experts to review and issue funding funds on a preferred basis, and the project will be accepted in accordance with relevant regulations within half a year after the expiration of the project implementation period.

3. Declaration conditions

(1) Conditions of the applicant

1. The applicant shall be an enterprise and research institute with independent legal personality registered within the administrative division of Changzhou City (except Liyang City).

2. The applicant should have a sound scientific research management system, a sound financial management organization, standardized financial management, the establishment of research and development expenses auxiliary accounts, research and development investment and annual accounting in accordance with regulations. When declaring a project, the enterprise shall truthfully fill in the previous year's R&D investment and the current year's R&D investment budget.

3. The same enterprise can only apply for one key research and development plan (industrial foresight and key core technology, agricultural science and technology support, social development science and technology support) or scientific and technological achievements transformation and cultivation plan project in the same year.

4. The applicant should have strong technological innovation ability, have the necessary talents, equipment and industrialization conditions for the completion of the project, have a certain basis for preliminary research work, and can provide the necessary supporting funds for the completion of the project task, and the self-raised funds of the applicant unit (excluding the joint applicant unit) should not be less than the amount of funding applied. Scientific research institutes and enterprises are encouraged to make joint declarations.

(2) Requirements for the project leader

1. The project leader should have high academic level, professional ethics and organizational and management coordination ability required for the implementation of the project.

2. The project leader shall be a formal employee of the first undertaking unit of the project, and be able to complete the declared project before the statutory retirement age.

3. The person in charge of the same project can only apply for one key R&D plan (industrial foresight and key core technology, agricultural science and technology support, social development science and technology support) or scientific and technological achievements transformation and cultivation plan project in the same year.

(3) Project application conditions

1. The application project must conform to the direction of the guide. The implementation plan must be scientific and reasonable, the implementation content is clear, the technical route is mature, the expected goal is specific, the budget is reasonable, and the process management and assessment are convenient.

2. In principle, the project implementation cycle is two years. The first undertaking unit must be the main body of the project construction and operation, and encourage the joint declaration of industry-university-research cooperation.

3. When the municipal key research and development plan (industrial foresight and key core technology) project is completed, it is necessary to apply for more than 1 invention or more than 2 utility model patents, software Copyrights and other intellectual property rights; With intellectual property rights and prototypes as the main assessment indicators, the market demand for project products is clear.

(4) Key support categories

1. Focus on supporting projects led by high-level talents.

2. Focus on supporting projects that provide sufficient self-financing to accomplish their mission.

3. Focus on supporting projects of high-tech enterprises, high-tech enterprise cultivation database in the database, high-tech smes, (potential) unicorn enterprises and gazelle enterprises within the validity period.

(5) Restrictions on declaration

1. If the municipal science and technology plan project undertaken by the project leader or enterprise exists in any of the following circumstances, the project leader or enterprise shall not declare:

(1) did not fill in the 2022 municipal science and technology plan in the implementation of the project;

(2) Termination or revocation from January 1, 2021;

(3) From January 1, 2022, there are conclusions;

(4) As of January 1, 2023, there are outstanding balances.

2. The project leader shall not be declared under any of the following circumstances

(1) There are 3 or more projects in the research and application of municipal science and technology plan;

(2) There are municipal scientific and technological achievements transformation and cultivation program projects in research;

(3) There are key research and development programs in the city (industrial foresight and key core technologies, agricultural science and technology support, social development science and technology support) projects.

3. If the key research and development plans (industrial foresight and key core technologies, agricultural science and technology support, social development science and technology support) and scientific and technological achievements transformation and cultivation plan projects reached 2 or more, the enterprise shall not be declared.

4. Projects with the same or similar R&D content shall not be declared twice.

5. Projects that have been supported by national, provincial and municipal financial funds shall not be declared repeatedly.

6. Enterprises that fail to complete the science and technology statistics of the previous year as required shall not declare.

7. Enterprises that have infringed intellectual property rights within the past year shall not declare.

(6) Other relevant matters

1. The science and technology planning system of Changzhou in 2023 is shown in the annex.

2. Fully implement the scientific research integrity commitment system. The project leader and the undertaking unit must sign the scientific research integrity commitment letter at the time of project application to further clarify their respective commitments and responsibilities for violating relevant commitments. Units and individuals with bad credit records shall not declare the municipal science and technology plan projects of the current year.

3. Project research should overcome the tendency of only papers, titles, academic qualifications and awards. Research involving human research, laboratory animals, artificial intelligence projects should strictly comply with the requirements of scientific and technological ethics, laboratory animals, human genetic resources management and other relevant regulations.

4. Strictly implement the responsibility of audit and recommendation, the project declaration unit and the competent department strictly check the contents of the application materials and strictly fulfill the responsibility of project audit and recommendation in accordance with the requirements of the "Changzhou Science and Technology Plan Project Management Measures (Trial)" (Chang Kefa (2021) No. 20) and other documents. The project application unit shall be responsible for the authenticity and legitimacy of the application materials as a legal person. In the process of project application, project establishment and implementation, if the relevant responsible entity has bad credit behaviors such as fraud, academic plagiarism, imposter, and infringement of intellectual property rights of others, once verified, it will be recorded in the credit file.
