Declaration conditionsThe applicant shall also meet the following conditions:(1) Enterprises focus on supporting the patent navigation of the industrial chain around the municipal Patent strong chain plan, Specifically for high-end equipment, new energy, new materials, new energy vehicles and automotive core parts, green fine steel, high-end textile and clothing, a new generation of electronic information technology, biomedicine and new medical devices, new building materials cluster, energy conservation and environmental protection and other ten advanced manufacturing clusters and integrated circuits, robots, industrial and energy Internet, intelligent networked vehicles, carbon composite materials, Eight high-growth industrial chains, such as biomedicine, aerospace information, and 5G communication.(2) Master key invention patents in the annual key industry chain or have obtained research and development projects above the provincial level of key technologies in the industry chain.(3) Attach importance to the implementation of intellectual property strategy, and no less than 6 effective invention patents at home and abroad or are implementing science and technology projects above the provincial level.(4) There is no serious breach of trust, and there is no abnormal patent application that has not been withdrawn (the data notified and verified by the State Intellectual Property Office shall prevail).(5) In principle, each enterprise is limited to one item per year.(6) Enterprises shall sign service contracts or agreements with intellectual property service agencies on key technology patent navigation work.Intellectual property service agencies that carry out patent navigation for R&D projects for enterprises should meet the following conditions:1. The service provider shall have or be able to obtain in a timely manner the Patent Cooperation Treaty (PCT) minimum documentation patent data resources and corresponding search tools stipulated by the World Intellectual Property Organization; Industry, technology, education, economy, law, policy, standards and other information resources closely related to the needs of patent navigation.2. The service organization shall have project management personnel, information collection personnel, technical personnel, data processing personnel, patent navigation analysis personnel, and quality control personnel who can meet the needs of patent navigation work in the technical field of R&D projects.(7) The patent navigation project shall be started after January 1, 2021 and completed by the end of 2022, and has not enjoyed this policy award in previous years.3. Support standardsEnterprises to carry out key technology patent navigation work to reward the best. The reward fund shall not exceed 50% of the patent navigation cost actually paid by the enterprise to the service agency, and the maximum reward shall be 300,000 yuan. Projects with patent navigation costs less than 50,000 yuan are not included in the scope of awards.4. Declaration of matters(1) territorial declaration. Project application shall be localized. Each municipality (district) and Changzhou Economic Development Zone Market Supervision and Administration Bureau (Intellectual Property Office) will organize the initial evaluation of qualified units within the jurisdiction, and recommend them to the Municipal Market Supervision and Administration Bureau and the Municipal Intellectual Property Office.(2) Filing online and offline simultaneously1. According to the evaluation method of the national enterprise technology center (Annex 1), the applicant enterprise technology center is initially evaluated;4. Adopt an appropriate form of fairness, fairness and openness, and recommend enterprise technology centers that meet the requirements of the field, meet the basic conditions of the provisions of the "Management Measures", and score more than 70 points (including 70 points) in the initial evaluation.(2) Implementing a mechanism linking stock evaluation with incremental identification. relevant regulations to declare projects;(2) Organize the project implementation according to the audit results of the municipal competent authorities, strengthen the project implementation management Commission.Article 11 The support of special funds is divided into two ways: free subsidies and paid use. The methods of gratuitous subsidy include special subsidy, loan discount interest, direct reward, etc. The ways of paid use include equity investment, financing and credit enhancement.Chapter IV Project declaration and fund allocationArticle 12 Project declaration can be divided into regular declaration and non-declaration. If regular declaration is adopted, the competent department shall issue the declaration guide to further clarify the object of fund support, scope of use, declaration conditions, declaration materials, declaration procedures, etc.; In the case of non-declaration, the competent authorities will directly generate the award list by means of big data comparison according to the policies and implementation rules, without the need for the parties to apply.Article 13 The applicant shall meet the following basic conditions: registered in Changzhou City, with an independent legal person; Sound financial management system; No violation of laws or regulations; According to the Interim Regulations on Enterprise Information Publicity (Decree No. 654 of The State Council of the People's Republic of China), the relevant information is required to be publicized, and the credit is good.The specific declaration conditions shall be issued by the relevant competent authorities when formulating the implementation rules of the project or the annual project declaration guide.Where multiple special funds are declared for the same project, the applicant shall state in the declaration materials the situation of other special fund subsidies that have been declared or enjoyed.Article 14 The specific declaration and review process shall be clarified by the municipal leading department in the implementation rules. In principle, the competent department of the urban area under the jurisdiction and Changzhou Economic and Development Zone shall organize the preliminary review, the municipal leading department shall summarize and review, and after consulting with relevant departments for confirmation, the policy implementation opinions shall be submitted to the municipal leaders in charge for approval, and the documents shall be jointly written with the Municipal Finance Bureau and submitted to the Municipal Innovation Office for record or review. The competent business department shall study and establish and improve the system of performance indicators and standards, and organize the compilation and review of performance objectives simultaneously with the budget. Financial departments should strengthen the evaluation of budget performance targets and optimize budget arrangements according to the evaluation results. The competent business department shall implement "double monitoring" on the achievement degree of performance objectives and the budget implementation progress to ensure that the performance objectives are achieved as scheduled with both quality and quantity. The financial department and the competent business department shall organize and carry out the performance evaluation work within the scope of their respective responsibilities, and comprehensively evaluate the achievement of the project (policy) performance objectives.All departments should take the evaluation results as an important basis for optimizing policies and improving management, rectify the problems found in the evaluation in a timely manner, and strive to improve the allocation of capital resources and the efficiency of use.Article 17 The audit department shall be responsible for supervising the budget implementation and expenditure activities of the special funds. Relevant departments and their staff in the management of funds, abuse of power, neglect of duty, favoritism and other illegal acts; Any unit or individual using funds that falsely claims or fraudulently obtains innovative development funds, or commits other illegal acts, shall be held accountable in accordance with the Regulations on the Punishment and Punishment of Financial Violations and other relevant provisions. Enterprises that are found to be inconsistent with the declaration materials, have falsified practices or do not meet the declaration requirements during on-site verification shall not be recommended to report.2. For the declaration enterprises that have passed the on-site verification, the local science and technology departments, together with the finance and tax departments, shall review the declaration materials submitted by the enterprises in the "high-tech Enterprise Identification Management System". Enterprises within the scope of the county (city) shall be examined and approved by the county (city) science and technology department in conjunction with the finance and taxation department; An enterprise within an urban area of a city divided into districts shall be examined and approved by the science and technology department of the city divided into districts in conjunction with the finance and taxation department. After the above materials are confirmed by the relevant departments and meet the requirements, the local science and technology departments will submit the formally recommended enterprise declaration materials to the coordination group office through the network in the "high-tech enterprise identification management system", and the declaration materials will be automatically transmitted from the "high-tech enterprise identification management system" to the "high-tech enterprise management system of Jiangsu Province". After the completion of the transmission, local science and technology departments from the perspective of service reporting enterprises, the integrity of the declaration materials in the "Jiangsu high-tech Enterprise Management System" is reviewed, and enterprises are guided to improve the quality of declaration. Job requirements(1) Local science and technology departments should actively carry out training for high enterprise declaration together with finance and taxation departments at the same level, strengthen the interpretation of policies related to high enterprise identification, guide enterprises to grasp the declaration conditions, improve the declaration materials, and improve the quality of declaration. In order to further optimize the services for the reporting enterprises, the coordination group office will carry out high enterprise reporting tour training for all districts and cities in the province in a combination of online and offline, improve the level of enterprise policy grasp, and solve the problems existing in the reporting process of enterprises.
