In order to thoroughly implement the Outline of Building a strong Quality Country and the Implementation Opinions of Jiangsu Provincial Committee of the Communist Party of China and Jiangsu Provincial People's Government on Deepening the Construction of a strong Quality Province, encourage enterprises and individuals in our province to strengthen total quality management, pursue excellent performance, improve core competitiveness, and establish a number of benchmarks for continuing to walk in the forefront of high-quality development, According to the "Jiangsu Provincial Governor Quality Award Management Measures" (Jiangsu Government Office Regulation (2023) No. 2), decided to organize the 2023 Jiangsu Provincial Governor Quality Award application review work. The relevant matters are hereby announced as follows:1. Declaration timeFrom the date of the announcement to May 18.Ii. Overview of awards, evaluation principles and adoption criteriaThe Quality Award of the Governor of Jiangsu Province is the highest award in the field of quality established by the provincial government. It is awarded to enterprises and institutions (referred to as organizations, the same below) that have implemented performance excellence management and achieved significant economic and social benefits, as well as individuals (excluding staff of administrative organs) that have made outstanding achievements in quality work and made outstanding contributions to the economic and social development of Jiangsu Province. There are two awards, "Jiangsu Provincial Governor Quality Award" and "Jiangsu Provincial Governor Quality Award Nomination Award", and no more than 10 awards are selected each year. The evaluation of the Jiangsu Provincial Governor Quality Award follows the principles of voluntary application, scientific evaluation, fairness, fairness and openness, and does not charge any fees to the applicant organizations and individuals. The evaluation criteria shall be implemented in accordance with the national standards GB/T19580 "Performance Excellence Evaluation Criteria" and GB/Z19579 "Performance Excellence Evaluation Criteria Implementation Guide".3. Application conditions(1) Support the line, principles and policies of the Central Government; ② Registered in the province, with legal personality, normal operation for more than 5 years; ③ In line with the national and provincial industrial, quality, environmental protection, safety and other policies, according to law to obtain the corresponding qualifications; ④ Passed GB/T19001-ISO9001 quality management system certification or other internationally accepted quality management system certification, and effectively operated for more than 3 years; Promote and apply the performance excellence management model for more than 3 years; Pay attention to independent innovation, quality management work with industry characteristics, enterprise characteristics and benchmarking role; (5) An organization with excellent business performance and social contribution, engaged in production and business activities, and the main economic, technical, safety and quality indicators are in the leading position in the same industry; Organizations engaged in non-profit business, social contributions in the forefront of the industry; ⑥ Won the district city, county (city, district) government quality award; ⑦ actively fulfill social responsibilities, with a good integrity record and social reputation; In the past 3 years, there have been no major or above quality, production safety, environmental pollution, public health, food safety and other accidents, no major quality complaints, no quality objections, claims and returns caused by the organization's own responsibility, no national or provincial quality supervision random inspection record, no major labor security breach of trust record, There are no other large or above illegal and bad records (except those that have completed credit repair before the declaration deadline), and the export enterprise has not returned, destroyed or officially notified due to product quality and safety reasons; Within a declaration cycle, only one of the affiliated parent and subsidiary companies can declare the Jiangsu Provincial Governor Quality Award. If the parent company has won government quality awards at or above the provincial level (including China Quality Award and its nomination Award, provincial and provincial government Quality Award and its nomination award), it will no longer accept the declaration of its subsidiary. If the subsidiary has won the quality award of the government at or above the provincial level, the declaration of the parent company is no longer accepted in general.1) Firm political stance, support the Central Line, guidelines, policies, abide by professional ethics and social norms, better play an exemplary role, no violations of laws and regulations, good personal credit record; ② Engaged in quality or quality-related work in the province for more than 10 years; (3) Long-term engaged in organizational management, quality theoretical research or first-line quality work, strong sense of innovation, with the embodiment of excellence "craftsman spirit" work results, bring significant benefits to the organization or society, make outstanding contributions to the formation of organizational quality culture, regional quality development, and have a good reputation in the industry; ④ If the applicant is the person in charge of the organization, the organization shall comply with the provisions of Article 10, Item 7, of the "Measures for the Administration of the Governor of Jiangsu Province Quality Award", and the person in charge of the organization and the organization can not declare at the same time.3- Encouragement and restrictions to encourage the "531" industrial chain and modern service industry, modern agriculture and other industries leading backbone enterprises, "specialized and special new" enterprises, as well as distinctive industrial characteristics, leading advantages of the five strategic emerging industrial clusters with international competitiveness, 10 domestic leading strategic emerging industrial clusters and 10 leading breakthroughs in the future industrial cluster enterprises and one Line quality staff declaration and evaluation.[Note 1] Organizations and individuals that have won the Quality Award of the Governor of Jiangsu Province are not allowed to re-declare within five years. [Note 2] Organizations and individuals that have won the nomination award of the Governor of Jiangsu Province Quality Award may continue to declare, but they will not be selected for the nomination award within three years after winning the nomination award for the second time. [Note 3] The individual principal manager of an organization and the organization to which he belongs cannot report at the same time.4. Application materials1- Organize a declaration form. The applicant shall truthfully and completely fill in the "Jiangsu Provincial Governor Quality Award Organization Application Form" (hereinafter referred to as the "Application Form"). ② Organizational overview. Less than 3000 words, the content requirements are listed in Appendix B of GB/T19579-2012 "Implementation Guide of Performance Excellence Evaluation Standards". If the declaration is made in the name of the headquarters or the head office (group), the organizational framework drawing and necessary words shall be attached to explain the internal relations of the organization. ③ Self-evaluation report. According to the requirements of GB/T19580-2012 "Performance Excellence Evaluation Standards", the time, process, effectiveness and experience of implementing performance excellence management are explained one by one through facts and data from the three aspects of adopting methods, developing work and implementing results. ④ Typical cases. To provide a typical case of promoting the application of performance excellence management model, resulting in significant economic or social benefits. ⑤ Confirmatory materials. The reporting organization shall provide the unified social credit code certificate and the copy of the obtained certificate, which are consistent with the contents of the declaration form and the self-assessment report. ⑥ Electronic files (CD or U disk) consistent with the content of the above materials. ⑦ Application materials should be targeted, focused, accurate and concise. The application materials shall not involve state security or state secrets. Where trade secrets are involved, the reporting organization and the reporting individual shall indicate them. All declaration materials shall be bound into 2 volumes in A4 paper format, materials 1-4 shall be one volume, the total number of pages shall not exceed 200 pages, and verifiable materials shall be a separate volume; In duplicate, the name of the applicant should be marked on the side ridge of each volume.1 - Individual Application 1 Fill in the "Jiangsu Provincial Governor Quality Award Personal Application Form" truthfully and completely. ② Self-evaluation report. With reference to GB/T19580-2012 "Performance Excellence Evaluation Criteria" and "Jiangsu Provincial Governor Quality Award Application Self-evaluation Guide" requirements, from the consciousness and quality, goals and plans, customers, learning and development, work process, improvement and innovation, results and other 7 aspects, The main work measures, achievements and contributions in quality theory research, quality management practice, quality planning, control, improvement and innovation are explained in detail. ③ confirmatory materials. It is consistent with the contents of the declaration form and self-assessment report, including copies of personal identity and various qualification certificates, effective proof materials for engaging in major quality work, scientific research results of quality management, and quality honor certificates of provincial and ministerial level or above.
