Support a number of leading, basic, breakthrough major strategic emerging industrialization projects, major new infrastructure construction projects, emerging technology application scenario integration demonstration projects and innovation platforms to provide open technology public services for the development of the industry, and effectively build strategic emerging industries into new pillars of Jiangsu's modern industrial system. The project categories mainly include: major strategic emerging industrialization projects, major innovation platform projects (national major science and technology infrastructure, national engineering research center incorporated into new sequence management, provincial industrial innovation center and other innovation platforms), major new infrastructure construction projects, and emerging technology application scenario integration demonstration projects.2. Declaration conditions(1) The project undertaking unit shall be an independent enterprise or institution legal person registered in the province. In principle, the enterprise as the project undertaking unit, universities, scientific research institutes and other institutions can participate in the project application as technical support units.(2) The project undertaking unit is the industry leading enterprise, specialized special new enterprise or high-growth excellent enterprise. The enterprise has a sound R & D system, good production and operation condition, strong financial security ability, obvious supporting role of innovation platform and scientific and technological talents, strong market development ability, and prominent leading demonstration role.(3) The project shall conform to the key support areas and directions specified in this notice (see Annex 1 for the key support industry segments).(4) The project has a good technical basis. The level of technology, products and services is leading in China or advanced in the world, with independent intellectual property rights, with science and technology leadership, independent control and innovation-driven capabilities, representing medium and long-term technological progress and economic development direction.(5) The project construction plan is scientific and feasible. The construction goal is clear, the construction schedule and construction period are scientific and reasonable, and the implementation of the project can quickly drive the formation of corresponding industrial clusters, improve the industrial chain supporting, and promote the development of strategic emerging industries.(6) The total investment of the project is not less than 100 million yuan in principle (the total investment of future industry, major innovation platform, and emerging technology application scenario integration demonstration projects is not less than 50 million yuan in principle, and the fixed asset investment of software development projects is not less than 50% of the total investment in principle). In principle, the investment of the project undertaking unit's own funds shall not be less than 30% of the total investment (the industries otherwise stipulated by the state shall be implemented according to the national measures), and by the end of 2022, the completed investment of the project shall not be less than 20% of the total investment in principle and not more than 60% of the total investment.(7) The project must be implemented in the province, has completed the approval procedures such as approval or filing, and has the relevant construction conditions.(8) In principle, the project should be a provincial key project of strategic emerging industries in 2023 (see Annex 8 for the list).3. Relevant requirements(1) The Development and reform Commission of each district city shall jointly organize the project declaration work within its jurisdiction in a unified manner with the Finance Bureau.(2) The total number of projects declared by each district city shall not exceed 6 in principle. The national major science and technology infrastructure, the national engineering research center included in the new sequence management, and the provincial industrial innovation center (including cultivation units) can each add 1 major innovation platform project; For the cities with districts that meet the incentive conditions, the corresponding quota can be increased according to the incentive items (see Annex 9 for the list of incentive items and the quota that can be increased), and the additional items should be within the scope of the incentive area. Additional items are not included in the total number of items declared by each city divided into districts.(3) Each project undertaking unit is limited to one provincial strategic emerging industry development special fund project within the year; Units with special funds for the development of provincial strategic emerging industries under construction that have not been accepted shall not declare this year's special projects; The same project in the past two years accumulated national and provincial financial funds of 5 million yuan or more support, shall not be declared; The project undertaking unit shall not declare any serious breach of trust within the past three years. The same project may not be declared at the same time this year provincial strategic emerging industry development special, provincial industrial and information industry transformation and upgrading special, provincial scientific and technological achievements transformation special and other projects funded by provincial finance.(4) The project undertaking unit shall undertake the main responsibility of project declaration, construction and management, ensure the authenticity of the project, prepare the project fund application report as required, earnestly implement the project construction funds, environmental assessment, land, energy conservation assessment and other related construction conditions, and organize the project construction according to the promised objectives, tasks, time limits and implementation plans; The development and reform Commission of each district city undertakes the main responsibility of project organization, declaration and recommendation, conscientiously does a good job in project organization and verification, and carries out on-site inspection and form checks on the recommended projects to ensure authenticity and strictly control quality.(5) This project adopts competitive selection and investment subsidy to support, and each project undertaking unit shall apply for capital subsidy in principle in accordance with the specific situation of the project, which shall not exceed 30% of the total investment.Iv. Other matters(1) Qualified enterprises shall bind the project application materials into a book in accordance with the required format and submit it to the county (city, district) development and reform department. County (city, district) development and reform departments will consult with the financial department to conduct preliminary examination on the declaration conditions, project declaration materials and relevant attachments of the reporting unit, verify the progress of the project construction, and report to the Development and Reform Commission of the districted city. Declaration conditions(1) The local government has the enthusiasm to develop the development of the new integration of war clusters, formulate the goals of the development of the new integration of war clusters in the region, initially establish a policy system to support the development of new integration of war clusters, continue to increase support for strategic emerging industries, and promote the development of regional integration of war clusters.(2) The industrial direction of Zhanxin integration cluster is in line with the national and Jiangsu Province's "14th Five-Year Plan" strategic emerging industry development plan, the cluster has distinct characteristics, high industrial correlation, large space for future development, and obvious development trend of industrial integration and agglomeration, forming a relatively complete industrial chain and supporting system. There are more than 30 leading enterprises with large scale, good operating efficiency, independent intellectual property rights and strong radiation driving role, which have a certain influence in the country or province, and have a good demonstration and leading role.(3) The public infrastructure in the cluster is relatively sound, the public service system is relatively perfect, the financial and administrative services are efficient and convenient, and a mechanism for promoting the development of strategic emerging industries has been initially formed, and the statistical work system is sound, which can provide complete, accurate and timely data related to cluster development. Around the development of the industrial chain and key technological breakthroughs, there are a number of reserve projects under construction or that can be started in the near future, which can enhance the industrial scale and core competitiveness of the convergence cluster in the demonstration period.(4) The districted cities that are included in the demonstration of the new war integration cluster shall not repeat the provincial strategic emerging industry development special fund projects in the same industrial direction of the new war integration cluster during the demonstration period.Third, supporting policies(1) Financial support. The provincial finance will grant a quota subsidy of 300 million yuan to each district city included in the demonstration, and the funds will be allocated in three years according to the progress of the work. The provincial subsidy funds shall be used by the local authorities as a whole, specially for the demonstration construction of the new integration cluster, mainly including major industrialization projects and major innovation platforms in line with the industrial direction of the new integration cluster, and appropriately supporting the market players who provide intellectual property rights, inspection and testing, talent services, science and technology incubation and other public services for the enterprises in the new integration cluster. The funding support method of the project is based on the requirements of SuFA High Technology Development (2023) No. 183 document.(2) Financial support. In accordance with the principle of financial guidance and diversified input, the provincial Department of Finance and the Provincial Development and Reform Commission jointly with provincial banks to innovate financial products, give credit support to the war-new integration clusters included in the demonstration, and give certain interest rate floating concessions.4. Organization and implementation(1) Voluntary declaration. The people's government of the relevant district city shall bear the main responsibility for the demonstration declaration, construction and management of the new war integration cluster, and the reporting body shall prepare the demonstration implementation plan of the new war integration cluster according to its own strategic emerging industry development foundation and development goals (see Annex 1 for the outline).(2) Competitive review. The Provincial Development and Reform Commission, together with the provincial Department of Finance, organized experts to conduct a competitive review of the implementation plans submitted by various localities, drew lots to determine the order of defense appearance, and the experts scored the closed-end.(3) Publicity. The shortlisted district cities are included in the demonstration list of the new integration cluster after publicity without objection. If there is an objection and it is verified, the qualification shall be disqualified and replaced in turn according to the results of competitive review.5. Supervision and assessment(1) Strengthen project management. The people's government of the district city and the project construction unit that are included in the demonstration of the new integration cluster should strengthen their sense of responsibility and awareness of rules, strictly implement the relevant provisions of the "Special Fund Management Measures for the Development of Strategic Emerging Industries in Jiangsu Province" (Su Finance Regulation (2022) No. 10), consolidate the main responsibility layer by layer, and strengthen the supervision of the whole process of project construction. Ensure that the construction content and construction progress of the project meet the requirements, and it is strictly prohibited to transfer, embezzlement or misappropriation of financial funds. The construction projects listed in the annual project construction list should be dynamically supervised, and the project construction unit should appoint a special person to fill in the progress information on time to ensure that the data is accurate and the report is timely. If the construction projects in the implementation plan really need to be adjusted, the relevant development and reform commission of the districted city and the financial department agree, and the adjustment results will be reported to the provincial Development and Reform Commission and the provincial Department of Finance. Carry out annual self-evaluation and work summary of demonstration construction performance of war-new integration cluster (including commitment task implementation, project implementation progress, existing problems and experience, etc.), timely organize completion acceptance of completed projects, and submit relevant materials to the provincial Development and Reform Commission and the provincial Department of Finance for the record.2. Strengthen supervision and inspection. The provincial Development and Reform Commission and the provincial Department of Finance have established a regular scheduling and supervision and inspection mechanism. Among them, the provincial Development and Reform Commission focused on supervising the completion of tasks and the progress of project construction, and the provincial Department of Finance focused on supervising the compliance of the use of provincial financial funds. The Provincial Development and Reform Commission and the Provincial Department of Finance carry out spot checks on project construction, normative use of funds and committed tasks in a timely manner, and will take measures such as delayed allocation, deduction of cut funds, and suspension of support for the next year's projects according to the situation of illegal construction of projects, significant lag in progress, illegal use of funds, and failure to complete promised tasks on time. After the expiration of the demonstration period, the provincial Development and Reform Commission and the provincial Department of Finance will organize the demonstration acceptance and performance evaluation of the war-new integration cluster, and summarize and promote typical work experience and innovative measures.6. Other matters(A) Voluntary declaration of districted cities, the people's government of districted cities shall formally submit the document to the Provincial Development and Reform Commission and the provincial Department of Finance before March 31, 2023, and submit the electronic version of the declaration materials (upload the scanned copy of the official documents). Each city applying for districts shall prepare an implementation plan in close accordance with the requirements, avoid printing luxury materials and other situations, and effectively reduce the expenditure related to the declaration work. Submit materials in strict accordance with the requirements of the notice, and be responsible for the authenticity of the submitted content. Cities with districts that do not submit as required or declare content that is obviously untrue will be disqualified from the list.(3) The cities with districts included in the demonstration will further improve the implementation plan according to the review opinions provided by the expert group, and within 15 working days (2024 and 2025 before the end of April of the year), conscientiously conduct the formal review, review, selection and site inspection of the key projects of the annual war-new integration cluster demonstration in accordance with the relevant provisions. Provincial industrial Internet benchmark factory: including new intelligent products, digital management, platform design, intelligent manufacturing, network collaboration, personalized customization, service extension of 7 major business model innovation directions.3. Provincial star cloud enterprises: including three star, four star, five star cloud enterprises in three directions.3. Declaration conditions(1) Basic conditions:1. The applicant shall be registered in Jiangsu Province and have an independent legal person. Unit registration time: no less than 1 year for platform and star cloud enterprise class, no less than 3 years for benchmark factory class. The applicant should have a sound financial management organization and system, good operating conditions, and have a certain influence in the industry/field or province and good social credit.2. The declared project shall meet the requirements of the relevant construction guidelines (see Annex 1, 2, 3 for details).3. The applicant should have a professional team and talent support.(2) For the platform, the following conditions shall also be met:1. Unbuilt or under construction projects shall not be declared.2. Has been identified as a provincial key industrial interconnection platform, in principle no longer repeat the declaration; If the technology research and development and integration innovation ability, enabling transformation and application promotion ability are significantly improved, the upgrade application can be submitted according to the requirements of the platform standards.(3) For benchmarking factories, the following conditions should also be met:1. The declared project must be a completed project, and the total investment of platform and system development fees, intelligent equipment (terminal) purchase fees, testing and verification and project consulting fees within the past three years shall not be less than 20 million yuan (special audit report and invoice shall be provided).2. The applicant shall implement the standard through the integrated management system and provide the certificate of implementation of the integrated management system (if the standard has been implemented but the certificate has not been issued, please provide relevant supporting materials). The certificate must be valid after 31 March 2023.3. The application project must meet all the requirements of the three aspects of "basic technical capability"; In the "manufacturing system capability" three directions should be involved; In the four directions of "enterprise benchmarking ability", at least one direction should be involved; In the seven directions of "business mode innovation", the application should be mature in one direction.(4) For star-level cloud enterprises, the following conditions should also be met:1. Enterprises can declare in any category of three stars, four stars and five stars. Among them: those who declare four stars must have been rated as three stars, those who declare five stars must have been rated as four stars, and those who have been rated as stars must not declare the same and the following stars repeatedly.2. Declare the cloud time and investment amount of the enterprise, from January 1, 2022 to February 28, 2023. Among them, the continuous use time of each cloud service shall not be less than 3 months, and it is still in use at the time of declaration; The input amount is calculated according to the actual payment amount.4. Application and recommendation process(1) Enterprise declarationThis application will be made online. Please declare units according to the actual situation, according to the project construction guide, truthfully fill in the declaration materials to ensure that the declaration project is true and objective.1. Please set the starting and closing time of filling in declaration information in the declaration system according to the actual situation. See Annex 6 for details.(2) Project recommendation and review1. Please do a good job of project recommendation review in accordance with the requirements of the notice, and the provincial Department of Industry and information Technology will organize review, joint review, publicity and identification in accordance with the relevant procedures.2.
