In order to effectively protect the health and life safety of the people, effectively maintain the order of medical beauty diagnosis and treatment and market order, and promote the healthy and orderly development of the medical beauty industry, Eleven departments, including the State Administration of Market Regulation, the Ministry of Public Security, the Ministry of Commerce, the National Health Commission, the General Administration of Customs, the State Administration of Taxation, the National Cyberspace Administration, the State Administration of Traditional Chinese Medicine, the State Food and Drug Administration, the Supreme People's Court and the Supreme People's Procuratorate, jointly issued the Guiding Opinions on Further Strengthening the Supervision of the Medical Beauty Industry (hereinafter referred to as the Guiding Opinions).

The "Guiding Opinions" put forward a series of targeted measures to further strengthen the supervision of the medical beauty industry and standardize and promote the development of the medical beauty industry. First, adhere to the bottom line of protecting people's lives, health and safety, and clearly stipulate that medical beauty services are medical activities and must comply with laws and regulations on access to health related industries. The second is to emphasize cross-departmental comprehensive supervision, and under the existing legal and regulatory framework, work simultaneously from multiple dimensions such as registration management, qualification review, "certificate" and "license" information sharing, notification and consultation, joint spot checks and inspections, collaborative supervision, and execution connection to build a coordinated and efficient industrial supervision system. The third is to coordinate regulatory norms and promote development, fully consider the laws and characteristics of the medical beauty industry, and make provisions in many aspects such as promoting the optimization of industry access conditions, improving the registration management services of market entities, strengthening information disclosure and credit constraints.
